To ask the Secretary of State for Energy and Climate Change pursuant to the answer of 11 January 2010, Official Report , column 735W, on the Carbon Reduction Commitment energy efficiency scheme, what estimate he has made of the maximum potential cost to a local authority at the bottom of the Carbon Reduction Commitment league table; whether he has made an assessment of the potential effect on levels of council tax bills of that scheme; and whether those costs will be classified a new burden.
