Both China and the US were active participants at the Copenhagen Climate Change Summit and were among the countries represented in the discussions and drafting of the Copenhagen Accord. The UK negotiates as part of the EU and therefore all formal submissions we have made to the UNFCCC have been as part of the EU. The EU made one submission during the Copenhagen Climate Change Conference—the EU presented its fifth National Communication under the UNFCCC on 7 December.
