The independent Read report (Combating Climate change: a Role for UK Forests), the first report of the Committee on Climate Change and the Government's UK Low Carbon Transition Plan 2007 each concluded that woodland creation is a cost-effective measure, providing abatement at a cost of \xA320 to \xA340 per tonne carbon dioxide. This includes among other costs, the cost of tree planting.
