Given the dereliction of their net zero targets and the widening attainment gap, does the Minister agree that the Scottish Government have given up on governing and given up on the future of Scottish children?

The latest Climate Change Committee report found that, out of 50 key indicators of Government progress on tackling climate change, just nine were on track. According to Energy UK, even before the disastrous offshore wind auction, the UK was forecast to have the slowest growth in low-carbon electricity generation of the world’s eight largest economies up to 2030. Does the Minister recognise that the Government’s failure has cost every family £180 in higher bills?

In January, I was glad to hear that Transport North East’s decarbonisation bid for our bus services had been successful. I now understand that subsidy control procedures mean that none of the electric buses have yet been ordered, let alone delivered, and I fear we may run out of time under the terms of the grant or get fewer buses for our money because of inflation. We need those electric buses in the north-east, so will the Secretary of State meet me to ensure we get them on the road as soon as possible?

Scotland played host to the COP26 conference in Glasgow in 2021, where the UK and others rightly made commitments on getting to net zero. If we are going to reach those goals, as we simply must, low emission zones have to be part of that across the UK. In Holyrood, Labour laid amendments during the progress of the 2019 Act to speed up the process of implementing LEZs and ensure that local authorities did not drag their feet. Has the Minister had discussions with the Scottish Government and local authorities to ensure that LEZs are implemented as intended?
I appreciate the Minister laying this statutory instrument before Parliament. As I said, we will support it so that we can make much needed progress towards net zero and improving bus services in Scotland.

Shell and BP have announced bumper profits while they have also benefited from a loophole put in place by the now Prime Minister which means they secure taxpayer support for drilling oil in our North sea. Does the Minister think that that is a good decision or a bad decision ahead of the COP27 summit? ( 902002 )

There is one more issue I would like to raise, and that is the future of zero-emission bus regional areas funding. I very much hope that the Minister can tell us that that funding will continue. Unless more ZEBRA funding is made available, the Government will not hit their target of getting 4,000 zero-emission buses ordered nationwide by the end of this Parliament, given that the current total is only 1,000 so far.

One of the most critical ways of reducing domestic energy costs in Scotland is by supporting renewable energy generation and carbon reduction efforts. I have raised before at the Dispatch Box the fact that the UK Government chose to sideline the Acorn carbon capture and storage project in the north-east of Scotland. The Scottish Government have refused to provide financing either.

Our journey to net zero is critical not only to saving the planet, but to weaning us off any reliance on Russian gas. ScotWind, the largest offshore wind project in the world, has huge potential, but we must also live up to our values and ensure that Scotland’s wind is not being used to power Putin’s war. Will the Secretary of State ask Scottish Ministers to conduct an audit of ScotWind to guarantee that no ill-gotten Russian money is part of its financing and ensure that all successful contracts for difference are free of Russian involvement?

The UK’s credibility as COP President over the next year rests on demonstrable climate action at home, but the Government’s net zero strategy has been torpedoed by the Treasury. Without the scale of investment needed to support households and industry, the Government cannot guarantee that they would put us on track for their 2030 or 2035 targets. Labour would invest £28 billion every year until 2030. What representations is the Minister making to the Treasury to get us back on track to meet our targets and deliver the benefits of a green transition?

Is the Minister aware that the north-east bus fleet is older than the UK average? Transport North East is preparing a bid for funding for 73 zero-emission buses. In this season of good will, will the Minister give her backing to that bid, to show that the Government’s commitment to levelling up transport is genuine? Will she also commit to expanding the roll-out of zero-emission buses across the north-east? People in Blaydon and the north-east need and deserve cleaner air and better buses.

The post-COP26 message is that Governments have little time to act on climate change. As the Secretary of State is aware, the Acorn carbon capture and storage project has not been given the go-ahead by the UK Government, but it could create 15,000 highly skilled jobs in Scotland and demonstrate that a just transition is feasible. The shadow Secretary of State for Scotland, my hon. Friend the Member for Edinburgh South (Ian Murray), wrote to the First Minister to encourage her to find a joint solution, but the reply contained more reasons not to work together and grievances than finding a solution for the project. Rather than the UK and Scottish Governments trading insults, will the Secretary of State back the Acorn project by finding a joint funding solution with the Scottish Government?

I will touch very briefly on the environment and the climate emergency. The planning system has a central, vital role in both addressing climate change and facilitating nature’s recovery, but the Government’s proposed changes do not properly address the needs of the natural environment. I fully support the Royal Society for the Protection of Birds in calling for the Government to strengthen protection for sites already designated for nature, giving local nature recovery strategies material weight in the planning system and ensuring robust and fit for purpose environmental regulations.

Finally, and briefly, I want to talk about the things that were left out. We face a huge climate change issue. We know this—we have declared a climate emergency. It is really disappointing to see no real significant measures to address that. Then there is social care. We all know there is a problem and that we need to improve the quality and availability of social care. The people doing it do a great job and we should pay them for it.

Research undertaken by the World Wildlife Fund in 2017 shows that 8% to 14% of overflows are spilling sewage into rivers at least once a week, and between a third and a half at least once a month. Continued population growth and more extreme events caused by climate change will only increase the pressure on existing infrastructure.
I was also concerned to read in The Independent last year of a speech made by the chief executive of the Environment Agency, Sir James Bevan, who in August called for less rigorous measures to determine water quality in England’s rivers, lakes and beaches after Brexit, which he said would allow the Government to classify more water bodies as high standard. Where are the Government in all of this? We need to hold water companies to account. We are in a climate and ecological emergency and our biodiversity is in a dire situation. With COP26 coming up, we need bold leadership and action, not to crawl back on standards.
In this year of COP26, we should really be making an effort to improve water quality in our rivers and oceans. I hope the Government will rise to the challenge.

In addition, aid is paramount in tackling climate change in some of the world’s poorest countries, from small-scale renewable energy projects in Uganda to conservation in Latin America. Climate justice comes as a priority and must certainly be recognised. I worry that this merger will water down some of those rights and will detract from the use of our aid budget.

In the year when are due to host COP26, the Environment Bill must be world leading and set an example for other countries to follow. How will DEFRA take responsibility for the UK’s global footprint, and will the Minister confirm that there will be action to remove deforestation from UK supply chains in future?

It was just last year that Parliament declared a climate emergency—a significant move that recognises the importance of this issue for our future and the future of our planet. We are in a climate and ecological emergency but, sadly, the Bill does not do nearly enough to help. It replaces a flawed but comprehensive European Union environmental framework with non-binding long-term targets that can be changed by the Secretary of State at any time, at his or her discretion. We need concrete, legally binding targets if the Bill is to have the impact that it must have for our future.
My hon. Friends the Members for Bristol East (Kerry McCarthy) and for Ealing North (James Murray), neither of whom is in their place at the moment, have spoken very fully and eloquently about the impact of deforestation on our environment. It is not my intention to repeat that, but this is an issue that many of my constituents have contacted me about. We should not underestimate the need for the issue to be addressed and I hope the Government will do that. Accelerating climate change is the leading driver of wildlife extinction due to habitat loss.

What analysis has the Minister undertaken of the impact on homes, infrastructure and communities as a result of climate change over the next 10 to 20 years? Will he share that analysis with the House, so that Members are able to assess the impact on our constituencies?

Energy costs are currently very high. The default tariff cap might be useful, but it still does not resolve the issue of people not having the facilities or the skill to work their way around the energy supply market for the cheapest deal. According to the Committee on Climate Change, progress on energy consumption has stalled. As we have heard, insulation rates have fallen since 2012. Current resources are not sufficient to meet fuel poverty commitments or wider energy efficiency targets set out in the clean growth strategy.

CITES, which we have heard much about today, says that the main threats to the narwhal are hunting and climate change. The majority of narwhals live in and around Greenland’s territorial waters. Export of narwhal products was banned in Greenland in 2006, but narwhal products are legally traded within Greenland. Only subsistence hunting should take place. CITES says that there is a significant trade in narwhal tusks and parts, but not sufficient data to track it. The Whale and Dolphin Conservation Society is concerned that the hunting of narwhal has already become unsustainable. Narwhals have been over-harvested in Canada and Greenland. The society said:
As I have said, narwhals are also affected by climate change. While I understand the need for haste with elephants, narwhals face more than one threat, so it is important to include narwhals in the scope of the Bill, rather than for this to be covered under clause 35. Why wait when action can be taken in the Bill today?
