    When I spoke on the subject as Minister for Energy, I acknowledged the fundamental need to balance the competing priorities and needs of our finite resources. We believe in solar power, on homes and on brownfield and industrial sites. Under the previous Government, we saw a near 5,000% increase in the number of homes with solar panels, to 1.5 million homes. Solar will play its part in our renewable energy mix and, I might add, has the support of many farmers, as a vital component of their land use, which serves to buoy the financial viability of their arable or livestock ventures through providing secure income.

    We produce only 60% of our own supply currently, with every development of 2,000 acres chipping away at potentially productive farmland. The ambition to reduce our carbon footprint, to produce more clean, cheap energy to power our homes and businesses, is a cause that rightly unites us across the House; I hope I am correct in thinking so. I know that the Under-Secretary of State for Energy Security and Net Zero, the hon. Member for Rutherglen (Michael Shanks), likes to think that his side of the House has a monopoly on that mission, but I remind him that it was the previous Government who oversaw the first to the fifth largest offshore windfarms in the world being built off British shores. The previous Government achieved the fastest decarbonisation in the G20 while still growing the economy, halving emissions during our period in office.

    The Minister has our support for the ambition to decarbonise our energy sector and supply cleaner energy for the UK, but I gently say to him that this headlong rush to 2030 is alienating people in rural communities up and down the country. They too often feel that they are shouldering the burden for keeping the lights on in cities far from them, and that the sheer scale of this infrastructure build is leaving many across our islands feeling under siege.

    That is why I and others in Committee have been so critical in the past—it is not that we do not want to see the transition; it is that we want the oil and gas industry, and those people in the supply chain who are employed by it now, to be a part of that transition. Without a successful domestic oil and gas industry or domestic supply chain, we will not deliver any of the projects that we are speaking so glowingly about in Committee and over the past few weeks, months and years. As my hon. Friend the Member for Gordon and Buchan says, it is critical for the supply chain to support net zero transition.

    My Department has also established an office for clean energy jobs, which will focus on developing the skills and the training for the workforce in core energy and net zero sectors around the transition, but also, critically, on bringing on the next generation of apprentices and workers in the skills and jobs that we did not know existed until the last few years. That will ensure the sustainability of our supply chains and meet our mission to make the UK a clean energy superpower.

    The purpose of my amendment is to ensure that the House of Commons is fully apprised of exactly what the Secretary of State intends GB Energy to achieve. That will be hugely important, particularly in the context of Scotland, because much of what has been discussed in relation to GB Energy, and the opportunities that may or may not exist, will ultimately be intrinsically linked to the success of projects in Scotland, where the majority of the UK’s renewable energy resource sits. Indeed, I think the director of the Confederation of British Industry said that it is a “golden ticket” to economic growth for the entire UK. Imagine what an independent Scotland could achieve in that context.

    We heard the Liberal Democrats claim that we left a mess for the Government to clean up when it comes to energy. Well, if having the first to fifth largest offshore wind farms in the world, the fastest reduction of carbon emissions in the G7, an end to coal-fired power production and net zero in law is a mess, I would like to see a good job well done.

    The Secretary of State regularly, and rightly, claims that it is Britain’s over-reliance on gas that has led to bill payers here paying higher bills than in other countries. As I say, he is not wrong. It is acknowledged by the Climate Change Committee that we will be reliant on gas for a significant proportion of our energy supply for many years to come, so his decisions for the North sea will leave us, in the short term, even more reliant on foreign imports and on the countries and regimes he claims he wants to free us from, and there will be a lower tax return for the Treasury from a smaller sector. Jobs, capabilities and skills will be lost overseas, and bills will not fall, certainly not by the £300 he claimed during the election.

    Great British Energy will not produce any energy, it will not cut household energy bills by £300 as the Prime Minister, the Chancellor of the Exchequer and the Secretary of State for Energy Security and Net Zero have all stated, and it will not compensate for the amount of investment in energy projects that will be deterred by the Government’s plans to prematurely shut down the UK’s oil and gas sector. It is an unjustified use of taxpayers’ money at a time when the Government are withdrawing the winter fuel payment for 10 million pensioners as energy bills rise. I echo the words of the Secretary of State and urge Members on the Government Benches to ignore their Whip and vote for our amendment this evening.

    I thank my hon. Friend for that rather surprising question on hydrogen. The Government recognise the value of hydrogen in supporting a decarbonised and secure power system. We intend to publish soon our response to the December 2023 hydrogen-to-power market intervention consultation, and we will soon legislate for decarbonisation readiness requirements, so that new-build or substantially refurbished combustion power plants are built net zero ready.

    I can assure my right hon. Friend that we are indeed ensuring that the extent to which slave labour is used is kept very much at a minimum, if at all, in the supply chain of any of the components coming to advance us towards net zero. The solar road map, as referred to earlier, will set out in greater detail how the Government will work with industry to ensure that there are no slave labour components to any of the parts we are importing to develop our renewable technology.

Although the Scottish Government do not support building new nuclear plants under current technologies, they place great importance on the need to address Scotland’s radioactive waste legacy and are committed to the safe, secure and responsible management of waste with care for people and the environment. The UK Government and devolved Administrations agree that it is vital that we have a policy framework for decommissioning and managing radioactive waste that is fit to deal with our legacy waste and fit for the future.

    The carbon dioxide transport and storage regulations will enable the effective delivery of the RSA, which is essential to build a functioning T&S network. This is one part of the TRI model that has been designed to overcome barriers to private investment that exist when building first-of-a-kind infrastructure to support the nation’s carbon capture, utilisation and storage sector to thrive. The deployment of transport and storage infrastructure is key to our ambition to capture and store 20 million to 30 million tonnes of carbon dioxide by 2030.     Three years ago, the Government adopted our sixth carbon budget with the world’s most ambitious climate change goal—to reduce emissions by 77% by 2035, compared with 1990 levels. We also committed to fully decarbonising the electricity system by 2035, subject to security of supply. Renewables such as solar and wind, alongside other low-carbon technologies such as nuclear, will underpin the UK’s transition from a reliance on fossil fuels to a new, secure, clean energy system. Solar is an important part of the energy mix, and its deployment is a key part of the Government’s strategy for energy independence and clean growth.

    As the recently published national policy statement for renewable energy infrastructure sets out, solar developers

    Let me briefly touch on community benefits, which have also been raised. It is important that communities can participate in and benefit from the deployment of new low-carbon energy technologies in their local area. However, the Government do not have a formal role with regard to community benefits for solar and other large-scale renewable energy projects. We believe that those are best agreed at a local level, between the renewable operator and the local communities, so that they can be tailored to each community’s individual needs. They cannot be taken into account and, I am afraid, are not relevant to the planning decisions. A number of solar developers already provide community benefits on a voluntary basis. We are working with Solar Energy UK, the industry body, to provide further guidance and advice on community benefits for solar developers and communities and to develop a more consistent approach across the country that is fair to all parties.

    I assure right hon. and hon. Members that we are deploying rooftop solar. It remains a key priority for the Government, and continues to be one of the most popular and easily deployed renewable energy sources. We want to see more rooftop solar on industrial and commercial properties, such as warehouses, factories and buildings, to make maximum usage of the available surfaces for business as well as for the environmental and climate benefits. There will be more on that in the solar road map, which will be published in the next few months.

    We need an increase in ground-mounted solar alongside rooftop solar over the next decade to meet our energy security and net zero goals and to reduce the cost to consumers. But it is clear to me, the Secretary of State for Energy Security and Net Zero and His Majesty’s Government in general that this growth must be sustainable and enabled by a robust planning system that balances the wider benefits with the local impacts, that local communities are listened to and that food security concerns are addressed. That is what we are committing to do. I look forward to the publication of the solar road map, which is the result of the solar taskforce’s work. The document will set out deployment scenarios as well as key actions needed to address challenges in several priority areas, including the grid, rooftop supply chains and skills.

It is important that local areas benefit from hosting net zero infrastructure. Many developers already offer community benefit packages.

    I thank the hon. Gentleman for raising this issue. We are very proud—I am particularly proud—that we have announced Aberdeen as our second headquarters. Hosting our second headquarters underlines the importance of the north-east of Scotland in our net zero transition. Unlike the Scottish National party, we champion the north-east of Scotland. They are anti-exploration, anti-new licences and anti-oil and gas. The headquarters already has more than 100 staff, and our ambition is for more than 135 by March 2027. I have been doing some research, though: it turns out that the Scottish Government—his party’s Government—have a grand total of zero jobs in his own constituency of Angus.

    I thank my hon. Friend the Member for Rutland and Melton (Alicia Kearns)—she is a friend—for securing an incredibly important debate. I absolutely recognise her dedication to this serious issue and her eagerness to tackle it, noting her recent joint letter to the Secretary of State for Energy Security and Net Zero, alongside the Foreign Secretary and the Secretary of State for Business and Trade.

    However, this remains a complex issue, and my hon. Friend the Member for Rutland and Melton is absolutely right: we must continue to review how we can best tackle forced labour in supply chains. I can promise her that we have not ruled out taking further and additional measures in the future. Across every part of Government, not just in the Department for Energy Security and Net Zero, we are continuing to engage and work with our international partners to understand the impact of measures to combat forced labour around the world.

    On the solar sector in general and the presence of forced labour in solar supply chains, I should first set out the importance of solar energy as a key part of the Government’s strategy for net zero, energy independence and growth. As my hon. Friend said, we are aiming for 70 GW of solar capacity by 2035. The UK has huge potential for solar power, which is a cheap, versatile and effective technology that is a key part of the Government’s strategy for net zero, energy independence and clean growth. It is part of our wider energy mix, and she was absolutely right to reference our strong leadership in offshore wind. We have the first to the fifth largest offshore wind farms in the world, and we are investing in new technologies and, indeed, in our new nuclear capacity, so this is part of a wider mix to get to our net zero future.

    My hon. Friend the Member for Rutland and Melton referred to the situation of solar on agricultural land. The Government recognise that in some instances solar projects can affect the local environment. It is important that the Government can strike the right balance between such considerations and securing a clean, green energy system for the future. That is why the planning system is designed to take account of such issues. However, I am aware of the number of issues arising from deployments and planned applications, and I am engaging on the issue with many colleagues and their communities, discussing with them what we can do to ensure that community concerns are listened to.

    The SNP, blinded by a misplaced belief in its own exceptionalism, seems almost alone in the world in not recognising the benefits of new nuclear when it comes to meeting our net zero objectives, delivering our energy security and improving our baseload. At last year’s COP, 30 countries around the world came together to commit to increasing nuclear-generated capacity by 30%. It would be brilliant if Scotland could be part of that change, but the SNP and its luddite partners in the Green party are holding Scotland back. We are determined not to do that for the rest of the UK.

    I thank the hon. Member for his question. I can assure him that we are already engaging with the National Farmers Union; indeed, it has been working with the solar taskforce to enable us to work with farmers and understand their concerns. I am very happy to meet farming representatives from all parts of the United Kingdom to determine how we can best support them and reach our net zero objectives by the date we have set ourselves.

    At the National Farmers Union conference just last week, the Prime Minister reiterated this Government’s commitment to supporting British farmers in their primary role of delivering food for the nation. It would be good to see the Liberal Democrats give their support to British farmers in so forceful a manner.     A month on from the publication of the civil nuclear road map, I am pleased to be discussing it here today. The Government are focused on creating a stable, secure and clean energy supply for the country. The publication of the road map sets out plans for the great nuclear revival of this country. As my right hon. Friend the Member for Ludlow (Philip Dunne), who has been a consistent champion of this, pointed out, nuclear plays a key role in our drive towards net zero. That has been recognised not only by this country but at COP by 30 other countries around the world, who came together to pledge to increase their nuclear generating capacity by 30% so that we can take concrete action on the biggest challenge of our time, which we all agree is climate change.

  • 29 Jan 2024: Low-carbon Hydrogen Standard: Regulations

    The Under-Secretary of State for Energy Security and Net Zero, my noble Friend Lord Callanan, has today made the following statement:

    The Energy Act 2023 (“the Act”) makes provision for the implementation of the Hydrogen Production Business Model (HPBM), which is intended to provide revenue support to overcome the cost gap between low-carbon hydrogen and higher carbon counterfactual fuels. The HPBM is designed to incentivise the production and use of low-carbon hydrogen, supporting the UK’s net zero and energy security ambitions.

    The standard sets a maximum threshold for the amount of greenhouse gas emissions allowed in the production process for hydrogen to be considered “low-carbon hydrogen”. It sets out the methodology for calculating the emissions associated with hydrogen production using production pathways in scope of the standard, and the steps that producers should take to prove that the hydrogen they produce is compliant with the standard.

    My hon. Friend has a formidable track record of championing the case for a future nuclear project at Wylfa, both as chair of the nuclear delivery group and through her membership of the Nuclear Energy (Financing) Bill Committee. She has hosted numerous visits to the site for industry and Government representatives, including Katy Huff, whom I met in Dubai at COP28. She is the assistant secretary for the US Office of Nuclear Energy, and she was waxing lyrical about her visit to the site. She described her site tour with my hon. Friend as a must for anyone visiting Wales.

    I welcome the opportunity to discuss our nuclear plans and Wylfa in more detail today. I reiterate the Government’s determination to ensure that nuclear plays a central role in our future energy mix. As part of a massive investment in home-produced clean energy, nuclear will offer the reliable and resilient power we need to reach net zero by 2050 and strengthen our energy security so that we are never again dependent on the likes of Vladimir Putin for our energy. That is why, just last week, we announced the biggest expansion of UK nuclear power for 70 years—I confirm to my hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown) that we are indeed getting on with it. I thank my hon. Friend the Member for Ynys Môn and other Members for the support they have offered to that programme. We will build up to 24 GW of nuclear power by 2050, which will quadruple our current capacity and allow us to meet up to a quarter of projected electricity demand.

    We are already speeding up our nuclear expansion. Hinkley Point C, Britain’s first nuclear reactor in a generation is being built, and we are also making rapid progress on Sizewell C. Just last week, I was happy to move the development consent order and hold the spade that will cut the first turf on the Sizewell C site in the next few weeks. Together, those two plants will generate enough zero-carbon power for 12 million homes, reducing our reliance on imported energy and supporting the shift to net zero. At the same time, our aim to announce the outcome of Great British Nuclear’s SMR technology selection competition this year will make it the fastest competition of its kind in the world. And so I reiterate: we are getting on with it.

    With regards to the point that my hon. Friend the Member for Ynys Môn made about engaging with our international partners, I got off a call with my counterpart in the Government of the Czech Republic just a few hours ago, and I am engaging with counterparts across the world who are looking at what we are doing on our SMR down selection and our wider nuclear road map with envy. They are looking to copy, to the extent they can, the processes that we are undertaking in this country, so that they too can build their civil nuclear capacity, generate enough nuclear power to be energy-independent and reach their net zero objectives, which, of course, is good for the entire world.

    We know that nuclear developments can have a profound impact on a region’s economic prospects, ensuring that communities directly benefit from investment by delivering high-paid and secure jobs in many places where they are in desperately short supply. As such, we have a strong relationship with the Welsh Government and local communities. For example, the Anglesey energy island forum, co-chaired by the Department for Energy Security and Net Zero, has supported a positive and constructive dialogue that brings the different levels of government together. There is particularly strong interest in and support for nuclear power at the Wylfa site in north Wales. The Prime Minister himself has said that Wylfa is a strong site for new nuclear. Although he stressed that no decisions have been made on individual sites, he said that it remains a strong and good candidate—one of several sites that could host nuclear projects in the future.

    I thank my hon. Friend for that question. He will be delighted to learn that renewable generation has increased fivefold from 2010 to 2022. It has gone from a risible 26 TWh to 135 TWh. Some 40 GW of renewable energy has connected to Great Britain’s electricity networks since 2010. Since 2010, the UK has seen a more than 500% increase in the amount of renewable electricity capacity in the grid thanks to this Conservative Government.

Friend knows, we will shortly be consulting on potential support arrangements to help facilitate the transition of large-scale biomass generation to power bioenergy with carbon capture and storage. Power bioenergy with carbon capture and storage could deliver negative emissions to support our climate change targets and the UK’s energy security.

    I would be delighted to meet the Mayor of South Yorkshire. Through the nuclear road map, we are committed not only to ensuring our energy security and achieving a further drive towards our net zero objectives, but to building up the supply chain and creating those high-wage, high-skilled jobs at all levels across the United Kingdom. Of course I would be delighted to meet the Mayor of South Yorkshire and, indeed, anybody else who represents an area that wants to invest in this future and this great exciting moment for nuclear capacity.

    The road map also sets out our long-term ambition for nuclear, providing high-level timelines and key decision points for a wide range of nuclear technologies over the next decades. Those technologies include small modular reactors, advanced modular reactors and gigawatt-scale projects, including a new commitment to explore a further gigawatt-scale nuclear project after Sizewell C. Advanced nuclear technologies, such as SMRs and AMRs, present the opportunity to decarbonise across the energy sector, from grid electricity through industrial heat to entirely new industries such as the production of hydrogen and synthetic fuel.

    The proposed siting processes announced today would, of course, apply only to England and Wales. Although our ambition is for a whole British nuclear revolution, the current Scottish Government sadly remain committed to blocking any planning application for new nuclear in Scotland under their devolved consenting regime. However, we continue to invite the Scottish Government to join us and more than 30 other countries around the world to allow for reinvestment in, and the renewal of, our nuclear capacity across the whole UK in order to meet our net zero and energy security objectives. Our intention is to designate the NPS in 2025—subject, of course, to parliamentary processes. For the first time, we intend for the NPS to provide a planning policy framework for SMRs and AMRs, as well as the traditional gigawatt-scale power stations.

    We propose that the siting of new nuclear would continue to be constrained by robust criteria that determine where development can occur. Developers would be empowered to undertake the initial screening of sites based on those criteria, with advice from regulators and statutory agencies. Of course, it is our intention that safety will remain paramount, with the highest safety, security and environmental standards overseen by the independent nuclear regulator and environment protection agencies. Public consultation and community engagement will also remain essential parts of the process. This package —this vision, this announcement—represents the biggest investment in nuclear in the UK for over 70 years, ensuring our energy security, keeping us on the path to net zero and delivering the jobs of the future: our nuclear future.

    As was mentioned, the invasion of Ukraine and the subsequent rise in global energy prices demonstrated the importance of securing domestic home-grown energy sources. As we saw at COP28 in the UAE, for the first time, there is a global consensus on the need to move away from fossil fuels. Therefore, I, and indeed the Government, share with the right hon. Member for Hayes and Harlington (John McDonnell) and the hon. Member for Wirral West (Margaret Greenwood) the sense of the urgency that is required here and of the necessity to move quickly.

    We are very proud that the UK is already a global leader in the field of climate change, and we must continue to find and develop more ways to extract naturally occurring energy through renewables. We have already cut emissions further and faster than any other major economy since 1990, we were the first country in the G7 to halve our emissions, and we have boosted our share of renewables from just 7% in 2010 to almost 50% today. That keeps us on track for our legally binding net zero 2050 target and for a fully decarbonised power sector by 2035.

    Officials in the Department for Energy Security and Net Zero will continue to engage closely with the sector throughout this process and will communicate their findings, when appropriate, to the sector and indeed to Members of this House. We have already consulted with the sector and published a dedicated page for tidal range on gov.uk, and, just yesterday, I had a meeting on how we might improve even that offer through the Government portal.     Yes, I thank my hon. Friend and congratulate him on his relentless efforts to decarbonise the North sea and the north-east of Scotland, and his support for the Acorn project. I was pleased to join him and the Prime Minister at the announcement on that in the summer. As my hon. Friend knows, CCUS is a priority for this Government, and we are progressing at pace. Power CCUS will be a vital component of our route to net zero, which is why we are committed to supporting at least one power CCUS plant by the mid-2020s.

    It is a pleasure to serve under you in the Chair this afternoon, Dame Angela. After quite an exciting political week, it is a pleasure to end with such an—on the whole—agreeable and positive debate in Westminster Hall. I think we all agree on the potential of floating offshore wind and the huge contribution it makes to the United Kingdom, our economy and our drive towards net zero, energy security and independence.

    Far be it from me to disagree with the shadow Minister, the hon. Member for Croydon Central (Sarah Jones), but the United Kingdom is actually one of the world leaders in floating offshore wind. The world’s first floating offshore wind farm was built in UK waters. Since then, we have built a strong base of new projects and development to grow our industry still further. Indeed, in the oil and gas industry, which has already been referenced by the hon. Member for Aberdeen North (Kirsty Blackman)— my constituency neighbour—and which surrounds our constituencies, there are opportunities for floating wind to play a crucial role in decarbonising North sea production, by accessing deeper waters and providing electricity to those platforms.

    Our 80 MW of currently installed floating wind capacity builds on our world-leading status in fixed-bottom offshore wind deployment—not that anyone would know it, listening to the Labour party. We have over 14 GW of installed capacity—the most in Europe—with the first, second, third, fourth and fifth largest offshore wind farms in the world generating power right now. Contrary to the Labour party’s castigation of this Government’s record, we have gone from only 7% of renewable electricity on the grid in 2010—when Labour left office—to 48% in quarter 1 of last year. We have decarbonised faster than any other G7 nation, at the same time as growing the economy.

    That is too deep for fixed-bottom wind. The UK’s Offshore Renewable Energy Catapult’s Floating Offshore Wind Centre of Excellence has estimated that floating offshore wind has

    Our 5 GW ambition recognises that and the potential for floating wind to play a key role in our energy mix as we move steadily towards net zero. We are committed to building on the UK’s position and to placing the UK at the forefront of the development of this exciting new sector. However, we know that 5 GW is a stretching ambition, and we are working hard to create the right environment for investment and to address barriers to deployment.

    As my hon. Friend the Member for North Devon knows, community engagement, respect and thought-through, sympathetic planning of onshore infrastructure is something I take a keen interest in. For all the reasons I have suggested, decarbonising the grid and increasing capacity are important—in fact, they are vital—but they must be done with respect, sympathy and understanding of local communities and businesses. We must be willing to change, adapt and be flexible in those plans. My hon. Friend knows that, given the role of Ministers in the planning system in England and Wales, I cannot comment on specific projects, including the White Cross farm project that she referenced. However, the developers will have heard her loud and clear today and at other times. A response on community benefits, which she asked for, will also be published imminently.

    We are on the last lap of the Energy Bill and it is particularly disappointing that we are hearing what we are hearing today about this Lords amendment. The Bill, which has been with us in both Houses for well over a year now, puts into place many of the essential tools that will enable energy to progress towards a low-carbon, net zero future. The Opposition have consistently supported the Bill, while endeavouring during its passage to strengthen it in its low carbon mission. We have tried to place into the Bill further elements to make it the best it can be in pursuit of its low-carbon mission, and there have been some junctures during its passage when the Minister has endeavoured to take on board those suggestions for strengthening it, in some instances by drafting a Government amendment that meets the purport of our amendments. I am grateful to the Minister for those changes to the Bill and for the collegiate way in which the Bill has been debated and decided upon.

  • 19 Sep 2023: National Grid Funding: South-west England

    As the Minister for Energy Security and Net Zero, my right hon. Friend the Member for Beverley and Holderness (Graham Stuart) suggests from a sedentary position, we are doing lots and lots. Specifically, the Government are using strategic planning to support investment ahead of the need in the networks, including the south-west. The first example of that was last year’s holistic network design, which set out a blueprint for connecting new offshore wind projects to the grid by 2030. An update to the holistic network design follow-up exercise, HND 2, will be published early next year and provide recommendations for the connection of floating offshore wind specifically in the Celtic sea. For the first time, offshore wind developers participating in the Crown Estate’s leasing round 5 will receive clarity over their grid connection from the electricity system operator at the same time as a secure seabed lease.

    New clause 6— Net zero power supply—

    “(1) It is the duty of the Secretary of State to ensure that the aggregate amount of net emissions of carbon dioxide and net emissions of each of the other targeted greenhouse gases associated with the supply of power in the UK in 2035 is zero.

    (2) The Secretary of State must by regulations provide for the means of calculation of net emissions of carbon dioxide and of each of the other targeted greenhouse gases for the purposes of subsection (1).

    (3) The means of calculation provided for in regulations under subsection (2) must be consistent with the means of calculation of the net UK carbon account for the purposes of section 1 of the Climate Change Act 2008.

    (4) For the purposes of this section a “targeted greenhouse gas” has the same meaning as given in section 24 of the Climate Change Act 2008.”

    This new clause is intended to provide for the UK’s power supply to be net zero by 2035.

    (d) define “low carbon electricity” in such a way that it includes renewable generation technology and may include other technology with extremely low carbon dioxide emissions,

    New clause 12— Prohibition on flaring and venting and enhanced measures to reduce fugitive methane emissions—

    (b) require monthly leak detection and repair inspections to reduce fugitive methane emissions,

    (c) require a measurement, reporting and verification process to quantify methane emissions, and

    (2) The Secretary of State must, in developing the Warmer Homes and Businesses Action Plan, consult the Climate Change Committee and its sub-committee on adaptation.”

    New clause 19 —Decarbonisation of capacity market—

    (b) the supply of renewable energy, and

    This new clause is a probing amendment to explore the potential of decarbonising the capacity market.

    (b) the impact of improving all homes to the highest possible Energy Performance Contract rating on energy bills and greenhouse gas emissions.”

    “(1) Within three months of the passage of this Act, the Secretary of State must publish and lay before Parliament a report setting out the financial, policy and other support that the Secretary of State plans to make available to widen the ownership of low carbon and renewable energy schemes and increase the number of such schemes owned, or part owned, by community organisations.

    (ii) the Urban Renewable Energy Fund, and

    New clause 25 —Investment protection agreements and climate change targets—

    (ii) an assessment of the risks they pose to the Secretary of State fulfilling duties in this Act with regard to the achievement of targets set by the Climate Change Act 2008.”

    (b) advancement of the UK’s climate change commitments, including—

    (i) the target for 2050 set out in section 1 of the Climate Change Act 2008, and

    (c) facilitation of a just transition for oil and gas workers and communities.

    (f) relevant industry representatives of petroleum and renewable energy businesses supporting the transition away from fossil fuels, and

    (5) Relevant climate and environmental organisations and representatives under subsection (4(e)) must include the Climate Change Committee.”

    This new clause would amend the Petroleum Act 1998 to remove the principal objective of maximising the economic recovery of UK petroleum and replace it with a new principal objective to deliver a managed and orderly phase down of UK petroleum, advance the UK’s climate targets, and support a just transition for oil and gas workers.

    This new clause probes the potential of decarbonising the capacity market.

    (2) In preparing the Energy Demand Reduction Delivery Plan under subsection (1), the Secretary of State must consult the Climate Change Committee.

    (a) a quantitative assessment on the role of energy demand reduction in meeting the United Kingdom's carbon budgets and the 2050 net zero target;

    in line with the UK’s carbon budgets and the 2050 net zero target; and

    (5) The Climate Change Committee must evaluate, monitor and report annually on the implementation of the Energy Demand Reduction Delivery Plan.”

    New clause 35 —Energy decarbonisation for homes: local authority funding—

    “(1) The Secretary of State must, within six months of the date on which this Act is passed, carry out and publish an assessment of the benefits of providing long-term predictable funding to local authorities for the purpose of energy decarbonisation for homes in their local authority area.

    (2) The assessment under subsection (1) must include an assessment of the likely impact of decarbonisation funding on—

    (4) Regulations under subsection (1) must provide that any nationally significant infrastructure project of over 50mw unable to demonstrate beyond reasonable doubt that its goods, or materials in the goods, were not mined, produced, or manufactured wholly or in part by forced labour must be recommended for rejection by the Planning Inspectorate upon the submission of the Inspection to the Secretary of State for Energy Security and Net Zero.

    (c) a whole energy market analysis to establish and quantify the potential contribution of tidal range power to the decarbonisation of the United Kingdom’s energy system with particular reference to the value of predictable, flexible energy generation near centres of increasing demand and the potential of operational tidal range projects to bypass major grid barrier issues and enable a stable, operable, and secure decarbonised energy grid;

    (d) define “low carbon electricity” in such a way that it includes renewable generation technology and may include other technology with extremely low carbon dioxide emissions,

    New clause 59 —Decarbonised electricity supply by 2030—

    “(1) It is the duty of the Secretary of State to ensure that the supply of electricity in the UK is decarbonised by 2030.

    This new clause is intended to provide for the UK’s electricity supply to be decarbonised by 2030.

    (2) The Secretary of State must, in developing the Warmer Homes and Businesses Action Plan, consult the Climate Change Committee and its sub-committee on adaptation.”

    This amendment allows persons with a CO2 storage licence from the North Sea Transition Authority to operate a geological storage site for CO2 disposal, as per current legislation in the Energy Act 2010.

    This amendment would exclude from the requirement to have an economic licence, all forms of transportation where competitive markets are more likely to develop than monopolies e.g. shipping, rail or road. It would also enable investment in private spur connections to the regulated CO2 network.

    Carbon dioxide transport by ship is almost certain to be a part of the Scottish Cluster and subsequent phases of other CCUS clusters and this amendment makes explicit that transportation by ship or other means would be included in the financial assistance available under clause 103.

    It is true that some time has passed since the Bill was introduced in July last year. The Opposition spokesperson, the hon. Member for Southampton, Test (Dr Whitehead), was but a boy when this Bill was introduced last year. A huge amount of constructive dialogue and dedicated work has taken place during that time. I thank all the Secretaries of State at the Department for Business, Energy and Industrial Strategy and the Department for Energy Security and Net Zero, the Ministers and the Prime Ministers who have been involved since the Bill was introduced.

    On infrastructure of national scale, in order to keep people on side, is it not also vital that such projects are in the right place—unlike the Sunnica development near my constituency—so that those of us who care about the agenda can support it wholeheartedly and ensure that the Conservative values that the Minister talks about are rightly behind the green energy revolution?

    As the recent biomass strategy made clear, such fuels will have a critical role to play in decarbonising our economy. We recognise that they have the potential to play an important role in decarbonising heat, especially as not all off-grid properties will be suitable for electrification. We will explore the potential of these fuels for heat by issuing a consultation within 12 months. We want to take the powers now to support the use of these fuels in heat in the future, should they be needed. That is why we tabled Government new clause 63, taking powers to impose obligations on heating fuel suppliers to increase the supply of renewable liquid heating fuels.

    Once again, I thank the hon. Gentleman for his question. I was just about to answer his original question: I can confirm that officials from the Department for Energy Security and Net Zero in London have been in discussion with Northern Ireland officials, who are broadly content with the Government’s approach on this issue. However, conversations will continue with Northern Ireland officials on what we can do to support renewable liquid heating fuels in Northern Ireland. Once again, as on the other issues I have specified, I would be delighted to meet the hon. Gentleman and colleagues from across Northern Ireland to discuss how this Government can ensure that the support delivered in Great Britain can be replicated in Northern Ireland.

    I would like to turn briefly to community energy. I thank my hon. Friend the Member for Wantage (David Johnston) for his continued engagement on the Bill, particularly his championing of community energy, alongside many others in this House. The Government recognise that community energy projects can have real benefits for the communities in which they are based, and are keen to ensure that they deliver value for money for consumers. That is why we have launched a new £10 million community energy fund, which expands on the success of the previous rural community energy fund, to enable both rural and urban communities across England to access grant funding to develop local renewable energy projects for investment.

    The dramatic rise in global energy prices following the covid-19 pandemic and Russia’s invasion of Ukraine has emphasised the urgency of the need to build a strong, home-grown renewable sector. Solar energy is key to achieving this. Solar farms are one of the most established renewable energy technologies in the UK and the cheapest form of electricity generation. We have seen an increase in the number and size of developments coming forward and expect this trend to continue. In the net zero strategy, the Government committed to installing up to 70 GW of solar capacity by 2035. That represents a fivefold increase in our current capacity, and we need to maximise the deployment of all types of solar to achieve this ambitious target.

    My hon. Friend the Minister has just made the point that 23 planning applications are currently in the NSIP process. As far as I understand it, not a single proposal has been turned down yet by the Government. Does that mean that, no matter what, NSIP projects will be given the green light to go ahead, even if the Planning Inspectorate blacks out MPs’ responses and all sorts of other things? Are the projects genuinely being looked at on a case-by-case basis, or will we just green-light any NSIP project to get more green energy?

    The United Kingdom’s energy infrastructure is at the core of our journey towards achieving net zero by 2050, reducing our reliance on imported fossil fuels and ensuring affordable energy for our citizens. We find ourselves facing the unprecedented task of transforming our infrastructure, including electricity generation, hydrogen production and energy networks among other areas. This transformation is vital not just for a huge range of sectors but for the nation as we improve our energy security following the events of the past 18 months.

    Delivering on our commitments on both energy security and net zero necessitates the development of new transmission network infrastructure throughout Great Britain, both onshore and offshore. This grid transformation must, as the hon. Member for Southampton, Test (Dr Whitehead) said, be carried out swiftly, given the projected doubling of overall electricity demand by 2050. Members are acutely aware of the scale and importance of this challenge, as are the British Government. Furthermore, this transition also comes with major economic opportunities for green growth and green jobs, which we are determined to seize. Together with partners in industry, Ofgem and others, we are working to deliver this once-in-a-lifetime transition while ensuring that we all feel its benefits.

    Nuclear provides clean, affordable and secure energy, and the sector is of paramount importance as it underpins the whole economy. We have a diverse mix of low-carbon generating technologies in the UK and, along with investing in new technologies to lead the global mission to tackle climate change, new nuclear has an important role to play in reducing greenhouse gas emissions by 2050. That is why next Thursday, with great pride, we will be launching Great British Nuclear and beginning the down-selection process to ensure this country invests in the small modular reactor technologies that will help us to deliver our projected target of 24 GW of nuclear power on the grid by 2050.

    Let me turn to the comments about carbon capture, usage and storage. It is an important part of the debate and it was discussed by my hon. Friend the Member for Great Grimsby (Lia Nici) and the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy). CCUS technologies have the potential to accelerate our decarbonisation across the UK, but especially in the Humber region, as has been said. We selected the east coast cluster as part of the CCUS programme’s track 1. We will launch a process later this year to enable the expansion of track 1 clusters, including on the Humber. We also set out our view that the Viking transport and storage system, given its maturity, is one of those best placed to deliver Government objectives for track 2. We will provide an update on track 2 in the summer.

    I thank the Minister for that informative response. Will he emphasise that although the Viking project is crucial, two pipelines are needed in the Humber, one at Easington and one at the south? To meet our net zero target, we would need to deliver both. Will he briefly comment on the other pipeline, as well as the Viking project?

    The only problem with the comments made by the hon. Member for Bath (Wera Hobhouse), which were well informed, was that they were so negative. As my hon. Friend the Member for Stroud (Siobhan Baillie) pointed out, we cannot meet doom with doom—we have to be positive about the benefits to our economy, this country and the environment that will be brought by this energy revolution. I am very positive, as are this Government. For those who think that this Government are complacent, let me say that this Prime Minister and this Government created the Department for Energy Security and Net Zero, we are leading the G7 on cutting carbon emissions and we are launching new nuclear programmes, as well as investing in new technologies across the piece. This Government are not complacent: we are tackling the challenges head-on and we are growing the economy in the process of doing so.

    We heard contributions from the hon. Member for Stockton North (Alex Cunningham), my hon. Friend the Member for Peterborough (Paul Bristow), the hon. Member for Ceredigion (Ben Lake), my hon.     Improving the energy efficiency of our homes is the best long-term solution to reduce energy bills and therefore to tackle fuel poverty. That is why the Government have set a new and ambitious target to reduce final energy demand from buildings and industry by 15% by 2030, and are committed to ensuring that homes are warmer and cheaper to heat by investing £12 billion in Help to Heat schemes such as the home upgrade grant and the social housing decarbonisation fund. The Government remain committed to helping low-income and vulnerable households to reduce their fuel bills and heat their homes. The Great British insulation scheme will be a crucial element of that help over this winter and for years to come.

    The invasion of Ukraine and the subsequent rise in global energy prices have demonstrated the paramount importance of accelerating home-grown power and strengthening our national energy security. The hon. Member for Strangford (Jim Shannon) put that better than I ever could in his intervention. That is in addition to the significant contribution that nuclear could make to achieving our net zero objectives.

    GBN will work with the Government on access to potential sites for new nuclear projects to achieve our long-term ambition. This reflects our collective awareness of the growing local and regional interest in a number of sites for further nuclear development. We intend to publish consultation in 2023 as a first step towards the development of the new national policy statement for nuclear, to ensure our approach remains resilient to the needs of achieving net zero.

    The Government recognise the strong interest in and support for nuclear power across north Wales. The Government are also aware of the potential of the Wylfa site, which is included in the national policy statement for new nuclear power. Looking ahead, both Great British Nuclear and the national policy statement team would welcome any conversations with stakeholders who are considering whether their land might be suitable for the deployment of nuclear facilities in the future. GBN will, of course, support the Government’s consideration of further large gigawatt-scale projects to help us deliver on our net zero ambitions.

    I know that uncertainty is beginning to build in the Scottish cluster. The firms that are investing are asking, “Well, what’s going on? Are the Government in favour of it or not? Are they supporting it or not? Should we put in our investment early, late or not at all? If we do put it in, how can we be certain that it will come to fruition in the timescale that we thought it would when we first committed to invest in that area?” It has very real consequences for investment in CCS, hydrogen and various other things.

    With the leave of the Committee, I will not push the new clauses to Divisions, having—belatedly—read the room today. I am starting to catch on that they might be defeated. I want to make the point behind new clause 47: I want to see that certainty for the category 2 clusters and greater support going forward, because we only want to see the Acorn CCS cluster delivered. I beg to ask leave to withdraw the motion.

    I hope I have reassured right hon. and hon. Members that the Department is already carefully considering all these factors before coming to a decision on the trial. Importantly, we will be closely examining the evidence and outcomes of the gas transporters’ engagement with local authorities and consumers. Undertaking a formal consultation, however, would duplicate the work that the Department and the gas transporters are already doing and could delay important milestones on the way to these trials and net zero. Given that detailed explanation, I hope the hon. Member for Kilmarnock and Loudoun might feel willing to withdraw the motion.

    The “Powering Up Britain” plan set an ambitious pathway for the UK to move to clean, cheap power and lead the world in moving to net zero by 2050. The UK has decarbonised more than any other major economy since 1990, but oil and gas still supply about three quarters of the UK’s overall energy use today.

    Our aim is to accelerate the reduction in oil and gas use. We recognise, however, that they remain essential to modern life, and will do so for many years to come, not just for energy, but to manufacture materials such as chemicals, plastics and steel. We want to avoid an increased reliance on foreign oil and gas imports as we move to net zero. Surely that is brought home by Putin’s illegal invasion of Ukraine, which reminded us all of the importance of a secure and resilient energy system. We are determined to power Britain from Britain.

    We are a net importer of oil and gas and a rapidly declining producer, so new oil and gas development and licences will simply reduce the fall in the UK supply; they do not increase it above existing levels and will not increase emissions above legally binding carbon budgets. As someone who was born, brought up, schooled and went to university in, and now represents, the north-east of Scotland, I can tell the hon. Member for Southampton, Test that the North sea basin is in decline. Even with continued exploration and development, UK oil and gas production is expected to decline by 7% a year. Contrary to what the hon. Gentleman said, that decline is faster than the average global decline needed to align with the Intergovernmental Panel on Climate Change 1.5° pathways.

    We already lead the world, therefore, and are already moving beyond what we need to do to reach our commitments regarding the climate goals that we have signed up to. By preventing the issuing of exploration and production licences, however, Labour’s policy—this new clause—would cause a faster decline in UK oil and gas production. That would lead to increased liquid natural gas imports, which are less secure and more carbon intensive, and provide no tax revenue or employment benefit to the United Kingdom.

    New clause 56 relates to perhaps a rather more immediately clear position. If we are to move towards a sustainable low-carbon economy in this country—I am sure that the Minister is absolutely at one with me in wishing that that would come about—we must ensure that we have available to us all of the sources of renewable energy that we can get hold of to provide the amount of renewable generation necessary for clean energy provision for our country. There is a divergence between the Opposition and the Government on the dates by which this would be achieved. The Government would like to see our energy supply system effectively decarbonised by 2035; Labour thinks that should be 2030, and that the resources and arrangements should be put in place to allow that to happen.

    One particular criticism that we have of the Government’s 2035 target is that, while they have some good ideas on how to make that happen in the abstract, they are very lacking in how to go about the process of quickly reaching a low-carbon energy economy in the not-too-distant future. Indeed, a Climate Change Committee report will come out very shortly that may reflect the Government’s lack of preparedness to do what they say they will about low carbon energy for the future.

    There should be no doubt of the value that the Government place on a strong renewable power sector, which includes onshore wind. Over recent years, we have committed to delivering deep decarbonisation of the grid by implementing new legislation, stimulating growth through ambitious policy pledges, and bolstering growth through the provision of financial support. I very much doubt it, but I hope that the hon. Gentleman is reassured by the actions that we are taking, which will facilitate the growth of onshore wind while ensuring, importantly, that local communities continue to have a say on their area.

    Barrier No. 2 is the community consent clause that the Government introduced in 2015, which creates an absurd position. I have said in the House that the planning system should be scrapped because it inhibits development in a way that is totally unnecessary, or prohibits it in a way that is damaging to our economy, and in this case to our future renewable energy security. The idea that one person can object to national infrastructure of that importance is frankly ridiculous.

    I thank the hon. Member for tabling his new clause and for his attempts at my reformation. To be clear, the new clause would change the name of the Oil and Gas Authority and introduce an express obligation for it to ensure the transition to net zero in carrying out its functions.

    In March 2022, the Oil and Gas Authority changed its trading name to the North Sea Transition Authority, or NSTA. The change, supported by the Government and the Opposition, reflects the expanded role the NSTA plays in our transition to a net zero economy.

    I thank the hon. Members for Southampton, Test, and for Sheffield, Hallam, for their impassioned contributions to the debate. There has been talk of apocalypse and catastrophe, and there has been some idea that the country is not taking the issue seriously. The hon. Member for Sheffield, Hallam suggested that we were just setting a date and hoping for the best. Nothing could be further from the truth. We have decarbonised faster than any other G7 nation. Off the coast of this country are the first, second, third and fourth-largest offshore wind farms in the world. We created an entire Department to focus on the challenges of net zero, and we are passing this Bill, which will enable us to unlock so much of what we need to do to move this country forward even more quickly.

    There was talk of economic illiteracy, but it is economic illiteracy not to support our outstanding British offshore oil and gas industry as it continues to produce the oil and gas that is required to keep the lights on in this country as we transition to a net zero future. It is the safest, most responsible offshore oil and gas sector in the world. Indeed, by 2035 we will have the first net zero offshore oil and gas sector, and the North sea will be the first basin in the world to be a net zero basin. I urge colleagues to stop talking down this Great British success story and start talking it up, as it contributes so much to our energy security and net zero ambitions.

    The objective of maximising economic recovery in the North sea forms the basis of the North Sea Transition Authority’s regulatory functions, and removing them could significantly undermine its ability to operate as intended. It would also lead to a significant lack of clarity about the authority’s regulatory role. Maximising the economic recovery of oil and gas need not be in conflict with the transition to net zero, and the North Sea Transition Authority is already doing a great deal of work to support an orderly transition that delivers on our climate commitments and supports workers.

    Under the revised strategy, the North Sea Transition Authority has also introduced new expectations for how North sea oil and gas assets will be managed in the least polluting way, and it will consider the full societal carbon cost when taking decisions. The North Sea Transition Authority will continue to work with Government, industry and other regulators to help accelerate the move to net zero while meeting the UK’s energy demands and need for energy security.

    I pay tribute to our offshore oil and gas industry, particularly Offshore Energies UK and its “Vision 2035” plan, which means the North sea will become the world’s first net-zero basin. With these explanations, I hope the hon. Gentleman feels able to withdraw his new clause.

    I heard what the Minister had to say about the amendments. I am pleased to hear that the Government are taking this seriously, and I hope that the measures that he suggests by which they will do so are sufficient for the purpose. I think that the Secretary of State in question for the National Security and Investment Act is the Chancellor and not the Secretary of State for Energy Security and Net Zero, so the option to do anything about it will be at one remove from his Department, although I am sure the Secretary of State would be able to communicate with the Chancellor were there serious issues.

    The Government have carefully considered the effect of the clause, which was added on Report in the Lords. On 17 May, I tabled an amendment indicating my intention to oppose the clause. The Government do not consider that it would be effective in helping to deliver our commitments to improve the energy performance of buildings and to deliver net zero. However, I know that opinions among Committee members differ, and I look forward to the discussion that we may well be about to have.

    The heat and buildings strategy, published in autumn 2021, sets out how the Government plan to reduce emissions from buildings and provides a clear long-term framework to enable industry to invest and deliver the transition to low-carbon heating. The Climate Change Committee already plays a key role, providing independent advice and scrutiny, and holding the Government accountable by publishing statutory progress reports to Parliament. Those are comprehensive overviews of the Government’s progress. The clause would simply duplicate those efforts.

    In our net zero growth plan and energy security plan, the Government announced that we will publish a consultation on options for upgrading houses in the owner-occupier sector by 2023. The content of the consultation has not yet been finalised, and we need to gather further evidence on the potential impacts of interventions in that sector. More time is needed to ensure thorough consideration of options in this area, and the clause would not allow that time.

    Clause 7 provides the economic regulator, Ofgem, with the power to grant licences that permit the carrying out of carbon dioxide transport and storage activities and charging for transport and storage activities. The Government’s CCUS cluster sequencing process will identify the first CCUS clusters eligible for government support and the first transport and storage operators to be granted an economic licence.

    Whether a competitive process is appropriate in the enduring regime will depend on how the CCUS market develops, including the anticipated number of market participants—that relates to the answer I just gave to the hon. Member for Kilmarnock and Loudoun. Any regulations that may be made under the power would first be subject to consultation with the economic regulator and the devolved Administrations, and they would be subject to the affirmative procedure.

    This is a bit unsatisfactory, to be honest. I appreciate that the Minister has very carefully said that this is a discretionary power for the future and the Department may, as the CCUS market develops, consider making—I presume—some licences viable on a competitive basis, and that the Government may do that by regulation; I am pleased to hear that the regulation will be subject to the affirmative procedure, should the Government do that. Nevertheless, that seems to leave huge gaps in the procedure by which competitive licences might be determined. Is the determination based on, for example, how much money a company gives for the licence, and would the competitive licence mean that the highest bidder won the licence regardless of their suitability for the purpose?

    I thank the hon. Member, and completely understand his concerns and where he is coming from. Ultimately, however, the appropriateness of a competitive approach to licence allocation will be considered, taking into account the learning from both the track 1 and the ongoing track 2 licence allocation processes, as well as the wider developments in CCUS markets and technology. This is not without precedent. In gas and electricity, Ofgem runs different processes for allocating different licence types. Some are allocations that are run competitively, such as offshore transmission licences, and other licence types are not.

    We are supporting Scotland’s energy transition through the North sea transition deal. Additionally, 52 of the 178 projects awarded contracts for difference for renewable electricity are in Scotland. We are also supporting the clean technologies of the future with over £80 million-worth of funding through our net zero innovation portfolio to 81 locations within Scotland, including offshore wind, carbon capture, usage and storage, and hydrogen.

    Let me remind the House why the Bill matters: it is a critical part of securing the clean, inexpensive energy that Britain needs to prosper. It will do that by leveraging investment in new technologies and by securing clean home-grown industries that can reduce our exposure to volatile gas prices in the long term. We are already world leaders. We have reduced emissions more than any other country in the G7, but this Bill will allow us to go further. It will enable reform of our energy system. It will protect consumers from unfair pricing, and it will make Britain an energy-secure net zero nation.

    My hon. Friend the Member for Hitchin and Harpenden (Bim Afolami) and others raised issues about the independent system operator, or the future system operator. To be clear, the independent system operator and planner will be an expert, impartial body with responsibilities across both the electricity and gas systems to drive progress towards net zero while maintaining energy security and minimising costs for consumers. We are confident that we have struck the right balance on that issue.

    My right hon. Friend the Member for Camborne and Redruth (George Eustice) raised the issue of renewable liquid heating fuel. Decarbonising off-gas-grid properties is a key priority for this Government. I was pleased to meet with my right hon. Friend recently to discuss this issue, and I look forward to working with him and others on ways to ensure that the transition to clean heat will be fair and affordable for all. As we must acknowledge, however, sustainable biomass is a limited resource. Policy decisions on the role of biomass in heat will need to reflect the outcomes of the forthcoming biomass strategy, which is due to launch later in 2023.

    I will write to my hon. Friend on that specific issue immediately following the debate, once I have the answer from both the Department for Transport and the Department for Energy Security and Net Zero. However, we are committed to implementing the recommendations in the report. It is a policy of the Department for Transport, but I will discuss the matter with officials in that Department.

    Many Members raised community energy schemes, which I strongly agree have a role to play in tackling climate change. While it would not be appropriate to mandate suppliers to offer local tariffs, and this should not be a commercial decision for suppliers, I reassure the House that my officials are actively looking into what further support we can offer the sector. I have already met, and I am sure will meet again, my hon. Friend the Member for Wantage (David Johnston) to discuss how we can work together to move that forward.

    On offshore wind, again where we are leading the world, the offshore wind environmental improvement package in the Bill will support accelerated offshore wind deployment and reduce consenting time while protecting the marine environment. A number of Members made broadly supportive comments on the UK’s nuclear sector, although, as is to be expected, not those on the SNP Benches. New nuclear has an important role to play in reducing greenhouse gas emissions to net zero in 2050, but we have always been clear that any technology must provide value for money for consumers and taxpayers. Great British Nuclear will address constraints in the nuclear market and support our new nuclear builds as the Government work to deliver our net zero commitments.

    I could not finish without referring to my constituency neighbour but one, my hon. Friend the Member for Banff and Buchan (David Duguid). I agree with him on many issues, and he is absolutely right in his comments on oil and gas. The transition to non-fossil forms of energy cannot happen overnight, as recognised by the independent Climate Change Committee. While we are working to drive down demand for fossil fuels, there will continue to be UK demand for oil and gas, and we will be net importers of both.

    I thank Members from all parts of the House who have contributed to today’s debate. I have tried to address all the points, and I apologise that I have not addressed every point. I will write and offer meetings to those to whom I have not responded. I am encouraged by the broad support for this Bill and look forward to continuing my engagement with Members in our many Committee sittings and beyond. The measures that this Bill contains will not only determine our future energy security, but will shape our environmental security, consumer security and economic security. As my right hon. Friend the Member for Ludlow (Philip Dunne) said at the beginning, we cannot ever be at the mercy of autocrats. That is why we now have a dedicated Department for Energy Security and Net Zero. It is why we will deliver the reliable, affordable and clean energy that are needed to power energy’s future under the next Conservative Government and beyond.   • 18 Apr 2023: Energy Transition Projects in Scotland

    We are supporting Scotland’s energy transition through the North sea transition deal. Additionally, 44 of the 161 projects awarded contracts for difference for renewable electricity are in Scotland. More recently, we have allocated £81.1 million of funding to 81 locations throughout Scotland—I have a list, but I will not go through them—as part of the £1 billion net zero innovation portfolio, from 2021 to 2025. Furthermore, we have committed to funding the Aberdeen energy transition zone by £27 million, and the global underwater hub aimed at diversification for the subsea sector by £6.5 million.

    The hon. Member is absolutely right that there was a lot to take in, because the UK Government are doing so much to support Scotland’s energy transition. On Acorn, he does not recognise that this Government have already invested £40 million of funding in the project—most notably, £31.3 million under the industrial decarbonisation challenge. I have the breakdown of the funding, if Mr Speaker will allow me: £31.3 million from the industrial decarbonisation challenge for onshore and offshore front-end engineering design studies; £9.3 million of innovation funding for CCS innovation and advancing CCS technology and hydro supply programmes; and £250,000 for the development of Storegga’s Dreamcatcher direct air capture plant.     We are absolutely committed to building a UK-based supply chain, and that includes, of course, new jobs in Scotland. I would be delighted to meet my Scottish Government counterparts and the hon. Gentleman to discuss how we can progress that further and faster. If we are going to have an even more successful renewable energy industry in this country, it is essential that we have a UK-based supply chain. That is what this Government are committed to achieving and, moving forward, I would be happy to work with anybody so that we can do that.

    Reducing connection timescales is a high priority for the Government. We will publish a connections action plan in the summer, which will articulate actions by Government, Ofgem and network companies to accelerate network connections for renewable energy and other projects.

    Frankly, that question is utterly ridiculous. It is because of the Government’s investment in new renewable technology that we are powering ahead and leading the world in reaching our net zero obligations. Half our energy now comes from renewable sources. I have already acknowledged that the delays to grid connections are completely unacceptable, which is precisely why we commissioned Nick Winser to develop his report. We will be publishing his recommendations in June.

    This Government are committed to onshore wind as a huge part of our renewable energy mix—14 GW, in fact. We are also committed to new renewables offshore and to new nuclear, which the Labour party opposed for such a long time. It will be a whole collection of those new technologies and infrastructure projects that will help us drive our way towards our net zero ambitions and the cleanest and cheapest electricity in Europe.

  • 24 Mar 2023: Energy Efficiency of Buildings: Funding

    It is being delivered through the Home Upgrade Grant (HUG), Social Housing Decarbonisation Fund (SHDF) and Public Sector Decarbonisation Scheme (PSDS).

    The effort will be shared across many sectors, and decarbonising the energy used in buildings, and increasing energy efficiency will be a vital component.

    To reach our net zero target by 2050 we need to decarbonise the way we heat and cool our homes and workplaces, and to ensure that in the near term we meet our fuel poverty targets and emissions reduction targets.

    The Social Housing Decarbonisation Fund and Home Upgrade Grant

    In addition to the SHDF and HUG, the Department for Energy Security and Net Zero will also use EC04 and ECO+ to accelerate our efforts to improve homes to meet fuel poverty targets and the Government have committed to a four-year, £4 billion extension and expansion of ECO with EC04. We have announced a further £1 billon extension of the scheme through ECO+ to start in Spring 2023.

    Public sector decarbonisation scheme

    Over £409 million of grant funding has also been awarded through the Government’s public sector decarbonisation scheme. This Phase 3b of the scheme will support 144 public sector organisations across 171 projects to undertake low carbon heating and energy efficiency measures across hundreds of buildings.

    £2 billion has now been awarded across over 900 projects to decarbonise the public sector across all phases of the scheme to date, and even more funding through Phase 3b is to come as applications are assessed and approved.

    * The Public Sector Decarbonisation Scheme was open to applications from public sector bodies in England and areas of reserved public services across the UK.

    ** Further funding is available to the region via the Midlands Net Zero Hub which represents £138 million of grant funding across the Midlands

    The Department for Energy Security and Net Zero has also partnered with the energy systems catapult to launch a freely accessible suite of tools, templates, and guidance to support the public sector in further decarbonising their sites.

    This support will help public sector bodies through the entire decarbonisation lifecycle, from the first stages of developing a strategy, through funding, installation, and completion, to help make achieving net zero sites and energy savings simpler.

    It is a pleasure to serve under your chairmanship, Mr Gray, and to respond to my right hon. Friend the Member for Kingswood (Chris Skidmore) on such an important and pertinent topic. Thanks to his work in passing net zero legislation into law, and through his work on the review, the UK is committed to tackling climate change at home and internationally through our ambitious net zero targets and our international climate agreements, including the Paris agreement. I want to assure him of my personal commitment to achieving those goals, which I hope he knows already.

    We have spent two years negotiating to align the treaty with today’s changing energy priorities and investment treaty practices, as well as international climate commitments, such as the Paris agreement. We took a leading role in pushing for additional safeguards for the sovereign right to introduce measures such as net zero and a flexible mechanism to allow parties to phase out investment protection for fossil fuels. To be clear, there were challenges to overcome in the renegotiation. It is a multilateral treaty across more than 50 states, each with different priorities on energy and climate. The UK was able to secure coverage for modern technologies, and provisions to ensure a stronger environmental, labour and climate focus.

    We use radioactive substances in many different products and processes: to treat and diagnose serious illnesses, to deliver research and development, and in industrial processes. In some parts of the UK nuclear power continues to provide low-carbon electricity to our homes and businesses.     The Government are supporting hydrogen projects around the country, including in the north-west, with capital support from the \xA3240 million net zero hydrogen fund, support through the hydrogen production business model and through the cluster sequencing process.     Before I move to the subject of the debate, it will not have escaped the notice of Members—in fact, it has been referenced a few times—that I stand here as a Minister on behalf of the brand-new Department for Energy Security and Net Zero. As my right hon. Friend suggested, this is the first debate for this new Department, on my second day. I hope that demonstrates our commitment to net zero. The Department’s laser-like focus will be on securing a long-term energy supply, bringing down bills and halving inflation, giving the UK cheaper, cleaner and more secure sources of energy—something covered in great detail in part 2 of this excellent report.

    The report and the creation of the Department align wholeheartedly with the great strides the UK has already made in our actions to tackle climate change. In 2019, my right hon. Friend the Member for Kingswood and the former Prime Minister, my right hon. Friend the Member for Maidenhead (Mrs May), ensured that the United Kingdom became the world’s first developed country to set a legal commitment to reach net zero by 2050. That was followed by our 10-point plan for a green industrial revolution, published in November 2020. We built on that momentum in October 2021 by publishing the net zero strategy, which set out a detailed pathway to meeting our carbon budgets and net zero targets. That was followed by the British energy security strategy in April 2022, accelerating our ambitions on cleaner energy.

    As Members will be aware, since publishing the net zero strategy, the economic conditions have changed significantly, due primarily to the Russian invasion of Ukraine. Energy prices and inflation rose sharply—the former to record levels. In the light of that, in September last year the Government appointed my right hon. Friend the Member for Kingswood to chair an independent review of our approach to meeting our net zero 2050 target, to ensure that we deliver on our legal commitment to reach net zero by 2050 in a way that is pro-business and pro-growth, given the change in the economic landscape.

    I am delighted that the results of my right hon. Friend’s independent net zero review were published on 13 January 2023. I wholeheartedly thank him and congratulate him on his work. This is a substantial and thorough report. I assure him that I will read it in full very soon, and that a full Government response will follow later this year. As we have heard, the independent review of net zero heard from businesses, academia, individuals and local government across the country that net zero is creating a new era of change and opportunity. It confirms that the Government have understood that the benefits of net zero far outweigh the costs and have acted on that for some time. It explains the opportunities and benefits of net zero for individuals and the economy, and specifies the action needed in individual sectors of the economy, through to how we enhance the role of local authorities, communities and the individual to deliver a just tradition. [ Interruption. ] If those on the Opposition Front Bench would listen rather than chuntering from a sedentary position, I said I would read it in full. I have read the report, but I will read all 120 recommendations in full and we will reply in full later this year.

    Furthermore, the report reconfirms that the 2021 net zero strategy is still the right pathway, based on modelling on the most cost-effective net zero energy system in 2050, and that the policy should go ahead.

    The review of net zero recognises that we have all made a great deal of progress through leveraging our international leadership in COP26. The proportion of the world committed to net zero has risen from 30% of global GDP to 90%. His Majesty’s Government have committed more than £2 billion to support the transition to zero-emission vehicles. That funding has focused on reducing barriers to adopting such vehicles, including offsetting the higher upfront cost and accelerating the roll-out of charge point infrastructure.

    I take issue with the tone taken by the hon. Members for Bristol East (Kerry McCarthy) and for Brentford and Isleworth (Ruth Cadbury), who claimed that the Government had done nothing on climate. It was a Conservative Government who legislated for net zero. It was a Conservative Government who hosted COP26, and we look forward to working with the UAE as it looks to deliver COP this year to carry on that excellent work. It was a Conservative MP who brought forward the legislation for net zero—indeed, the same MP who wrote the report that we are debating. It was a Conservative Government who hosted the green trade and investment expo in Gateshead last year.

    Despite all that, we are not resting on our laurels. We are raising our ambitions to ensure that we deliver net zero and realise the benefits. In last April’s British energy security strategy, we raised the ambition to deliver up to 50 GW of offshore wind by 2030, including 5 GW of floating offshore wind. We have already invested millions in offshore wind, securing many jobs and up to £320 million of Government support for fixed-bottom and floating wind ports and infrastructure.

    To accelerate a reduction in energy demand— [ Interruption. ] If those on the Opposition Front Bench listen, they might learn something from what we are announcing today in response to the report. To accelerate a reduction in energy demand, the Government announced a long-term commitment in the 2022 autumn statement to drive improvement in energy efficiency to bring down bills for households, businesses and the public sector, with an ambition to reduce the UK’s final energy consumption from buildings and industry by 15% by 2030, against 2021 levels. That will be supported by an additional £6 billion commitment to 2028 and the launch of a new energy efficiency taskforce, further details of which will be announced in due course. By 2030, 95% of British electricity could, if we work together, be low carbon, and by 2035 we will have decarbonised our electricity system, subject to security of supply.

    I turn to the concerns raised by my right hon. Friend the Member for Gainsborough (Sir Edward Leigh). As a Member representing a vast rural constituency with a similarly vast road network, I hear the concerns about the EV charging network and the protection of farmland for food security. The Government take this incredibly seriously, and in due course the Department for Environment, Food and Rural Affairs and our Department will publish plans for how we speed up the roll-out of the EV charging network and ensure food security while meeting our net zero ambitions.

    We continue to build on the strong progress we have already made. We have many exciting policy announcements in the coming year. The Energy Bill, which is going through Parliament right now, will deliver an energy system that is cleaner, more affordable and more secure. We are committed to publishing an update to our green finance strategy early this year, setting out how we will mobilise finance for the UK’s energy security, climate and environmental objectives, and maintain our position as a leading green finance hub. We will set out the next steps of the United Kingdom’s emissions trading scheme in response to last year’s consultation. We have committed to adopting a zero-emission vehicle mandate, requiring that a percentage of manufacturers’ new car and van sales be zero-emission each year from 2024.

    New technology will be critical to the transition, and this comes back to the point made by the hon. Member for Bath (Wera Hobhouse) about phasing out fossil fuels. Of course we need to move away from a reliance on fossil fuels as our energy baseload. That is why we are transitioning. That is why Offshore Energies UK has its “Vision 2035” to make the North sea the first net zero basin in the world. We continue to work with the oil and gas sector as it produces the energy we require and will need for many years to come, and as it invests in the new technologies of the future, including carbon capture and storage—a technology in which there are many projects across the country.

    We are a world leader in green and clean tech, as I saw just last week. We are delivering green and clean tech to countries across the world, but we must also work with our existing industry. The net zero research and innovation delivery plan will set out the Government’s current portfolio of research and innovation programmes that are backing Britain’s most innovative businesses to develop the next generation of technologies needed to deliver net zero. We expect to set out the next steps in a range of other critical areas, from energy efficiency to carbon capture and storage, very soon.

    Yes, that will play a major part in where we move to, as we take forward the ambitious agenda that this Government instigated by legislating for net zero and that has been reinforced by this report, which we will reply to in full in due course. Extending and improving connectivity for solar farms is, of course, important.

    As I have set out today, our net zero target remains a Government priority. I assure the House that we will carefully consider the recommendations proposed in the review and in this debate, and provide a full Government response later in the year.

Earlier, the Minister for Trade Policy, who unfortunately has a prior engagement in his constituency, said in response to an intervention from the hon. Member for Rochdale (Tony Lloyd) that the climate change agreement in the deal was Australia’s first. It is not; it is actually Australia’s second. It also has an environmental chapter in its agreement to the CPTPP. In addition, the Trade and Agriculture Commission has separately confirmed that our free trade agreements do not require the UK to change our existing levels of statutory protection in relation to any areas.

    More than that, the measure would be bad for the environment. It would almost certainly cause companies to cease or pause investment in what is already one of the cleanest basins in the world, which will be net zero by 2050, with the vision being 2035. As all eyes are trained on Ukraine, the Labour party’s policy would lead Britain to a place where we were less secure in our energy supply and more reliant on Vladimir Putin of Russia and countries in the middle east. That is why the Labour party should think again before it comes in here with headline-grabbing stunts, instead of well-thought-through policy, when it has no idea about how those stunts would impact on the working people of this country.

    The North East division of Police Scotland is 60 officers under establishment. We know the pressure that police services across the country are under, not least in this year of dealing with enforcing covid regulations, securing the G7 and preparing for COP26, on top of all their usual duties. The closure of Portlethen police station, as an example of a move away from having a permanent police presence in our communities, is a worry to many people. I urge those in charge to look at alternatives—not necessarily maintaining the present building, but using imagination and investment to build a better and more visible police force in my part of the country.

    Do we need more? Does the region need more? Do we need to invest more to see the transition succeed? Of course we do, which is why I welcome the groundbreaking, ambitious and world-leading oil and gas transition deal, unveiled just before prorogation in this Parliament. This is investment of £16 billion by 2030 in new technologies, supported by business models to enable carbon capture and storage and hydrogen at scale. All the while it is protecting the jobs of my constituents and supporting up to 40,000 direct and indirect supply chain jobs in decarbonising the continental shelf production and in the CCS and hydrogen sectors, and all while we reduce greenhouse gas emissions in the industry, to ensure that the North sea is a net zero basin by 2050—that is ambition.

    Britain is already a global power: a world leader on foreign aid spending; the second highest defence spender in NATO, with that set to increase; a permanent member of the UN Security Council; a leading member of the Commonwealth; and a country that has shown by its action that it respects and enacts the results of democratic referendums and elections. We are a believer in free trade between free nations because it enriches our people and spurs economic growth and prosperity around the globe. That is why we have signed 64 trade deals since leaving the EU, worth over £885 billion. We are among the leading nations on earth in fighting climate change. Over the past decade, the UK has cut carbon emissions by more than any similar developed country, and it was the first major economy to legislate for net zero emissions by 2050.

    This year, we have a great opportunity at this crucial juncture for our world—at this epoch-defining moment when we, the liberal democracies, can choose either to simply watch as those who care not for liberty, freedom of speech, freedom of assembly or democracy overturn the rules-based international order, or to stand up for the values of the enlightenment, for democracy, for globalisation. The United Kingdom has been handed the opportunity to lead—to guide the world forward into the next decade of the 21st century. With our presidency of COP26, hosted here in Scotland this year, and with our presidency of the G7 coming at this most critical and crucial of years, we have the opportunity to be bold and to signal to the world that, though bruised, the values we hold dear are enduring and that, working together, with confidence in who we are and what we stand for, we can take action to combat the greatest threats to our planet and our people. A global Britain, with Scotland at its heart, will lead the fight in the struggles of this century, and I think, with conviction, that we will win.

    With the renewed rejection in July by both America and Australia of China’s territorial and maritime claims in the South China sea, it is time that a truly global Britain steps up to the plate and meets this unwarranted and illegal encroachment with renewed assertiveness. It was very welcome in 2018 to see HMS Albion en route to Vietnam demonstrate our determination to uphold international law by sailing through the legally defined international waters around the Paracel Islands, but the reaction from China, though predictable, was depressing, claiming that we had infringed China’s sovereignty. China is a great country and the Chinese people are great people. We want to work with them, co-operate and learn as we jointly confront the biggest issues of our time—climate change, covid and developing emerging economies—but we must stand firm and defend international law and the rules-based order.

    I add my welcome to the Prime Minister; it is great to see him back in his place. And I add my congratulations to him and Carrie on the birth of Wilfred. My right hon. Friend knows that the oil and gas industry is suffering from a perfect storm at present, buffeted by the global oil price crash and the lockdown. This is a moment of real danger for the industry, with the prospect of tens of thousands of job losses unless action is taken. Action and investment by this Government over the past decade have of course been welcome, but more action is needed now to protect jobs, to ensure energy security and to ensure a future for the industry, which is key to delivering net zero by 2050. Can my right hon. Friend promise to bring forward the oil and gas sector deal as soon as possible, and commit the UK Government to investing in a transition park in the north-east of Scotland, ensuring a future for thousands of workers?   • 25 Feb 2020: UK Oil and Gas Industry

    It is a pleasure to have you in the Chair, Mr Robertson, for this important and timely debate. It is important because the oil and gas industry is a major employer and a major contributor to the Exchequer, and its success is vital to the economic growth of not just my constituency but all those represented in the Chamber and indeed the entire country. It is timely because never before has an industry—indeed, a country—faced such challenges, had to react to such quick-changing expectations and move at such speed alongside an ever-evolving debate about our future energy needs and how we address the UK’s contribution to anthropogenic climate change.

    It was nearly two years ago, in April 2018, that the last debate on the UK’s oil and gas industry was held in this place, led by my former colleague and constituency neighbour, the former MP for Gordon, Colin Clark, and responded to by the then Minister for Energy and Clean Growth, the former MP for Devizes, the right hon. Claire Perry—how times change! When I read that debate in Hansard at the weekend, what really struck me was how little reference there was to climate change: in fact, the phrase was used just four times. There was little comment from anyone on how the UK and indeed the world needed firm, ambitious action to reduce our climate emissions.

    That is remarkable, given that but a year later, in May 2019, the UK Committee on Climate Change recommended a target of net zero carbon emissions by 2050. A month after that, the then Prime Minister Theresa May committed the UK to that target and, a month after that, on 27 June, the United Kingdom passed legislation committing us to net zero by 2050, making us the first, and as yet only, major economy to do that. I bet that no one in the Chamber for that debate two years ago—or here for this one—foresaw the speed of that change. No one could have envisaged Her Majesty’s Government committing to such an ambitious and challenging target. Likewise, I bet that nobody could have ever imagined the chief executive officer of BP saying, as Bernard Looney did last week, that

    “The world’s carbon budget is finite and running out fast; we need a rapid transition to net zero. We all want energy that is reliable and affordable, but that is no longer enough. It must also be cleaner.”

    He did that as he unveiled BP’s commitment to be a net zero company by 2050.

    Perhaps we should have foreseen such a speech from one of the world’s largest and the UK’s most successful companies, engaged in the extraction of fossil fuels and with a long history in the North sea; the UK oil and gas industry has, throughout its history, had to battle for its success, be that through economic slumps, environmental challenges, tragedy offshore or simply the difficulties that arise from extracting oil and gas from under the North sea. The industry has had to fight, develop, innovate, experiment and persevere to maintain its continued success. I know, from talking with men and women across the industry at all levels, that it stands ready to do all that again as it plays its part in our future energy mix, leading the way as we transition to net zero.

    I thank the hon. Gentleman for his intervention and I could not agree more. The importance to the wider Scottish economy, and indeed the UK economy, is demonstrated by what we see going on in Caithness, Aberdeenshire and further south. Offshore wind is vital to our wider energy mix and meeting our target of net zero by 2050. We have seen such advances in that field over the last few years in terms of reducing the cost of producing energy through offshore wind, so it is incredibly promising and very good to see as part of a wider energy mix.

    However, the industry is not without its challenges. It is still emerging from one of the deepest and most sustained downturns in its history. The oil price crash of 2014 to 2016 saw an oil price drop of 70%, which had a huge effect on the industry, particularly in the north-east of Scotland, with many people retraining and leaving the industry altogether. Many of the smaller support companies struggled to survive; some did not. Some, particularly in the supply chain, are not out of the woods yet, but, as I said, resilience, inventiveness and ingenuity are bywords for the oil and gas industry in the United Kingdom and, alongside UK Government support to the tune of £2.3 billion, including investment in the Oil & Gas Technology Centre and the global underwater hub, the industry is confident about its future. We need it to be, for it is from this industry that the skills, technology and investment will come if we are to maximise economic recovery from the basin and reach our target of net zero carbon emissions by 2050.

    Many people who do not know the industry—or, indeed, the people in it—might expect it to be averse, even hostile, to the Government’s climate change targets, but nothing could be further from the truth. One need only speak, as I have in recent weeks, to companies such as Total, BP or Equinor, the people at the Oil & Gas Innovation Centre, the technologists and engineers of the Oil & Gas Technology Centre, and the industry body itself, Oil and Gas UK, to learn that the industry is not only not averse to the challenge, but actively embracing it. I recommend the ambitious industry plan Roadmap 2035 to anyone who doubts the industry’s commitment to leading the way, embracing the change and engaging with the challenge as we strive towards net zero, committing the UK continental shelf to be a net zero basin by 2050.

    That will, of course, require significant investment and new technology, but it cannot happen in a vacuum and the industry cannot do it by itself. It is committed to developing carbon capture and storage, making it work and making it affordable. That needs to happen. According to the Committee on Climate change, some 175 million tonnes of CO 2 a year will have to be stored and captured in the UK alone by 2050 if we are even to come close to meeting our targets.

    All those advances, however, and all the optimism for the future—embracing the challenge of net zero, investment in new technologies, maintenance of an indigenous energy production sector here in the United Kingdom, investing in British talent and maintaining and creating British jobs—are dependent on one thing: fiscal stability in the North sea.

    The industry obviously faces challenges, but it is embracing the challenge of reaching net zero by 2050. Its commitment to being a net zero basin is world leading; we have not heard that from any other industry around the world. The Government must work with the industry to face its challenges, not least on visa issues. The hon. Member for Aberdeen North (Kirsty Blackman) talked about the visa problems in Aberdeen, but in Aberdeenshire, and especially in Portlethen, where we have a large Nigerian diaspora, I too have seen issues occur because of visas.

    I am delighted to hear that the Government are committed to CCUS. I would have been even more delighted to hear a more detailed timeline for when we might see the oil and gas sector deal, but we live in hope, and we will be watching with bated breath for it to be very soon.

    We have continued to support our oil and gas sector, to the tune of £2.3 billion, maintaining our globally competitive position and making the North sea basin the most attractive basin in the world in which to invest, while introducing the transferable tax history mechanism. We have recently righted the wrong—and I admit that it was wrong—of convergence uplift money not getting to Scotland’s farmers by delivering not just £160 million to them but an additional £51 million to ensure a fair funding settlement for the agriculture industry across our United Kingdom. Unemployment is at its lowest level in half a century and youth unemployment is at its lowest level ever. We have taken millions of the lowest paid out of tax altogether, cut tax for millions of others, and ensured that military personnel will not be punished financially solely for being based in Scotland, combating at least in part the regressive and failing policy of taxing middle-income earners more for doing the same job north of the border than they would be in any other part of our United Kingdom. In doing this, we are also the first major economy to commit to net zero carbon emissions by 2050, cementing our place as a global leader in the fight against climate change.
