    The hon. Member forgets that since privatisation £120 billion has been invested by the water companies in the critical infrastructure that we need not only to provide clean and plentiful water but to ensure the supply, so I do not agree with her that we should be renationalising them. What we do need to do is hold them to account where they are doing wrong, but also enable them to continue to invest the £56 billion they are now required to spend to deliver our future water system, with our growing population and the demands of climate change.

    I pay tribute to some of Britain’s largest charities, including Oxfam, Save the Children and Fuel Poverty Action, which have formed a new campaign coalition—Warm This Winter. The coalition is calling on the Government and all those who seek to lead the Government to support plans to prevent a catastrophic winter energy crisis. Although we currently face record high temperatures, in just a few months families will be struggling again to heat their homes. Let us not forget that all this shows how much the impacts of the climate emergency can affect all parts of our lives.

    I note that Portugal, a direct competitor for tile manufacturers, has recently introduced a 30% reduction in the network access tariff for the ceramics sector. That is just one example. Many countries around the world have taken such steps to support energy-intensive industries that have high costs. The industry’s electricity prices in the UK are some of the highest in Europe and are becoming uncompetitive. Additionally, although many of our manufacturers use electricity to generate heat, others who could switch to decarbonise are deterred from doing so by the high cost of commercial electricity on top of the capital investment that would be needed.

    I am encouraged that the Government’s industrial decarbonisation strategy of April this year recognises the dangers and undesirability of simply offshoring production, or ceding it to competitors, as a route to getting the UK’s overall emissions down. Of course, the Government have devised the energy-intensive industries exemption scheme, which is great for businesses that qualify for it. Unfortunately, many of the industries in Staffordshire are excluded at the first hurdle from what the Department for Business, Energy and Industrial Strategy has dubbed the “sector-level test”. Specifically, that means businesses within NACE codes 23.41, 23.42 and 23.43, which cover household ceramics and ornaments, sanitaryware and insulators. Those codes need to join other NACE codes in the ceramics sector that, thankfully, are within the eligibility criteria—namely 23.20, which covers refractory products; 23.31, which is ceramic tiles and flags; 23.32, which is bricks and so on in baked clay; 23.44, which is other technical ceramic products; and 23.49, which is other ceramic products.

    If we see the industrial decarbonisation strategy as a herald of the Government’s intention for a serious investigation of the longer-term measures needed to support industry as it transitions to lower-carbon energy, we need to look at how the parallel doubling of public research and development investment can benefit energy intensive industries. That will be necessary to improve efficiency, to encourage a move towards more electric firing and to develop hydrogen as the solution for the larger high-powered kilns where electricity is not an option.

    I should note that one such improvement comes from switching from intermittent to continuous kilns. One of the dangers of today’s very high energy prices is that kilns may need to be shut down completely and then restarted, which is far more complicated and dangerous than it sounds, with wide-ranging consequences. However, innovation must continue. That means supporting the development of new technologies, providing incentives for large-scale investment in proven technologies, and creating a regulatory framework that supports decarbonisation alongside the international competitiveness of UK industry. Some of the new technologies are almost there, but there are issues to overcome. For example, we have to overcome tar build-up or moisture content, depending on the fuel innovation; resist corrosion for acidic kiln exhaust gases; and avoid emissions of nitrogen oxides.

    The need to produce and distribute hydrogen on a large scale must be fully researched, not least because hydrogen is also being touted as a fuel of the future for everything from JCBs to trains, including the freight trains that will bring the fine white china clay into the Potteries and will hopefully take more products out in the future. The Government want demand for hydrogen to be high, so they must ensure that the market conditions are right for a ready fuel supply. Interestingly, I note that as part of the Government’s industrial fuel-switching competition, BEIS funded a £3.2-million project led by the Mineral Products Association and Hanson UK to trial a mix of 100% net zero fuels, including hydrogen, meat and bone meal and glycerine, for commercial-scale cement in Lancashire for the very first time this September. Let us see more of those sorts of trials covering more of our energy-intensive industries.

    I thank my hon. Friend very much for securing the debate. She talks about the Agriculture Bill. It is really important that, as we move to make sure that we sustainably produce food in an environmentally friendly way, we also produce enough food, really good-quality food, more vegetables, more meat and more milk. As we experience climate change—we are a country that has a climate that can produce food—we must make sure that we can produce enough food in future.

    I move on to the environmental schemes in Stafford. I am a member of the Conservative environment network and am very supportive of the Government’s environmental agenda, particularly ahead of COP26 in Glasgow this year. Flooding is an all-too-frequent phenomenon in my Stafford constituency. I welcome that the new legislation works to incentivise farms and landowners to implement measures that will improve our environment and reduce the incidence of floodwaters entering people’s homes.

We have bold ambitions, through the Environment Bill, to make radical strides forward in creating a cleaner and greener environment for ourselves, our children and generations to come. We cannot do that if we keep pumping pollutants into our atmosphere. I urge the Minister, who I believe genuinely cares about these issues, to ensure that she has as tight a grip as possible on our future waste strategy so we simply do not keep doing that.

    I thank my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy, who met me last week to discuss this issue. I appreciate the constructive manner in which she engaged with it. We have an ambitious plan to reach net zero by 2050, and everyone in the Chamber—I hope—is committed to clean energy generation and waste reduction.

    We have to account for the true cost of those facilities, the impact on air quality, the emissions from heavy diesel vehicles driven many hundreds of miles to bring waste from far afield, and the current policy, which allows CO 2 from biogenic sources to be ignored in the context of climate change. At best, only 50% of the energy generated from the facilities can be considered renewable, and we should be extremely concerned about the other half. That 50% of energy comes from burning fossil carbon—plastics—and emits as much pollution and CO 2 as coal-fired energy. Would we really consider building new coal-fired power stations?

    We need to improve regulations to make them tighter, rather than having applicants rely on the emissions set out within existing regulations, which I raised in the Queen’s Speech debate a couple of weeks ago. Although I recognise the specific needs of local authorities, this debate is about commercial and industrial waste, not municipal waste, so we have to consider commercial operations and whether it is fair, as the hon. Member for Cardiff South and Penarth has said, to have a landfill tax and not an incineration tax. Incineration is simply not an environmentally sustainable way to tackle waste management. It may be better than landfill in the waste hierarchy—only just—but to allow incineration to proliferate simply does not address the climate emergency that we all agree exists.

    I want to pick up briefly on some of the comments that the Secretary of State made about the generation of clean energy. I urge her to ensure that, when we are generating green energy, it must be properly green. She also spoke of new technologies. I absolutely agree; there are many new technologies coming forward that will enable us to generate power and deal with waste in much greener ways, but we must scrutinise them incredibly carefully, to ensure we do not make mistakes that will be around for many generations to come.

    I very much welcome the Secretary of State’s comments and the policies included in Her Majesty’s Gracious Speech. I particularly welcome the introduction of a landmark environment Bill, the introduction of an Office for Environmental Protection and the personal commitment of my right hon. Friend the Prime Minister to chair a new Cabinet Committee on Climate Change. The environment Bill will cement our position as a world leader on air quality, biodiversity and plastics reduction; I know I am correct on that because I am quoting directly from the Conservative research department brief—something that I would commend to all new Conservative Members.

    My asks of the Secretary of State today are wholly in line with her and my aspirations for a reduction in carbon emissions, enabling us to meet our net zero target and supporting her goal of better air quality, and totally in keeping with the aim to reduce waste, including plastics. We simply cannot keep looking to incineration as a solution to landfill. It is not good enough, and it is not green enough.

    Slashing air passenger duty across the board would make a mockery of the Government’s supposed commitment to climate emissions. It would also benefit a wealthy minority. Some 70% of UK flights are made by a wealthy 15% of the population, with the great majority of people not flying at all. Aviation is set to be the biggest source of emissions by 2050, with Ministers planning for demand to double.

    The Government’s own advisory body on climate change has said that the UK is “way off track” to meet its climate change targets. Rather than proposing to slash aviation tax, will the Minister not listen to the recommendation of the Committee on Climate Change for a frequent flyer levy that would remove people who fly just once a year from taxation while making wealthy frequent flyers pay more?

    The hon. Gentleman mentioned the environmental aspects. Domestic aviation constitutes 4% of UK aviation’s overall emissions. He mentioned the advice of the Committee on Climate Change, which it gave to us just before the election, and we are looking forward to consulting on it imminently. In addition, the transport decarbonisation plan is coming soon.

    We are acutely conscious of the fact that aviation has an important role to play in meeting our net zero target by 2050, and I am working very hard on finding the answers to those questions.

    Will the Minister confirm that the Government do not ring-fence APD moneys for tackling climate change? What message does talk of delaying revenues or reducing APD send out about the Government’s willingness to tackle climate change?

    Over the coming months it will become ever more apparent that tackling the climate emergency means rapid changes to high-carbon sectors and that aviation must decrease, not increase. Instead of bailing out polluting companies every time there is a crisis, and, in this instance, doing so in a way that is going to increase emissions, does the Minister agree that the Government should instead be developing just transition plans for high-carbon industries, including retraining workers in new sustainable jobs, involving unions and local communities, and, in this case, enhancing rail connectivity?

    I think the hon. Lady overlooks what we seek to do to ensure that aviation plays its role in reaching net zero by 2050. As I have said, we will consult on our response to the Committee on Climate Change. The Minister with responsibility for future transport, my hon. Friend the Member for Mid Norfolk (George Freeman), is working hard looking at how to diversify the plane market, and we are bringing forward a transport decarbonisation plan. In the Department, we are informed with good ideas about how we can decarbonise transport.

    The Minister referred to the airline insolvency Bill; will he confirm when that legislation will be brought forward? Many Members have spelled out the importance of their regional airports and domestic airlines for local economies, but what assessment has the Minister made of the future role of domestic aviation in our transport networks? How will that fit with the Department’s decarbonisation plan?

    On both those questions, I am afraid the answer is “Wait and see.” We are looking to bring forward the airline insolvency Bill as soon as we can. We recognise its importance, but it is a complex policy area and there is no silver bullet, so when we bring it forward it has to be right. On the wider issue of how decarbonisation fits in and how aviation can play a role, that will be covered in the transport decarbonisation plan. I recognise that there are trade-offs to be made; we have to have a balanced approach.

    I entirely accept the importance of regional airports to jobs—Bristol airport is on my doorstep and I was a director of London Luton airport in my days as a councillor in Luton—but the fact that the Minister can come to the House to answer an urgent question about domestic flights without mentioning decarbonisation and climate change once just shows— [ Interruption. ] He has mentioned them in response to questions but did not mention them in his initial response. He has been prompted to do that. It is not enough to kick it into the long grass and say, “This is something we’re going to deal with in the future.” Decarbonisation and climate change need to be factored into the Minister’s response to the Flybe emergency and APD now.

    I have mentioned decarbonisation at least three times. I tried to obey Mr Speaker’s instruction to keep my opening statement brief. I entirely recognise the importance of decarbonisation, and a significant amount of work is occurring in the Department, between two Ministers. I ask the hon. Lady to wait to see the documents when they are produced.

    As I said earlier, the Minister of State, Department for Transport, my hon. Friend the Member for Mid Norfolk (George Freeman), is working on looking at alternative sources of fuel and power. The hon. Lady pointed out the example in Orkney; that is what we are working on for the transport decarbonisation plan, which will come forth shortly.

    The Minister went to school a stone’s throw from Manchester airport in my constituency, but is the voice of northern England being heard? After the Thomas Cook debacle, 2.8 million passengers were taken out of capacity. If this Flybe collapse happens, that will affect 1.8 million passengers out of Manchester airport. I know that people are worried about climate change, but APD was a tax devised by London civil servants in Whitehall cooling towers that crippled the growth of regional airports throughout our country, and we are paying the price for that.

    Of course the Government should intervene to safeguard people’s livelihoods and the economy around the country, but on a day on which we have heard about yet another increase in global ocean temperatures, when we know that parts of Australia are burning to a crisp, and when the Government are on target to hit net zero in 2099, not 2050, is it right that a subsidy that supports profitable and successful airlines should encourage and increase air travel, not result in the reductions that are essential if we are to address our commitments to reducing the effects of climate change?

    My hon. Friend the Member for Bosworth (David Tredinnick) mentioned the Department of Health and Social Care being an important partner with the Department for Environment, Food and Rural Affairs when it comes to the environment, but we must also look to the Ministry of Housing, Communities and Local Government, because it has a crucial role in ensuring that our natural environment works hand in hand with the built environment, so we can address the challenge of climate change. I am blessed to represent a heavily treed constituency, but there are many instances of historic oak trees being chopped down, despite having tree preservation orders. There is relentless pressure to build more houses in areas where there is a conflict between nature and the built environment. Valley Park Woodlands are hard up against the 3,000 or so houses built in Valley Park.

    I wish to pick up on comments made about farming. It is important to reflect that agriculture can have an important role for good. Last Friday, I had a visit on my schedule to Broughton Water Buffalo in my constituency. Who would have thought that Indian water buffalo provided so much good to the Hampshire countryside? They are farmed completely sustainably, fed only on grass and moved on to different pasture every day. The hay that they eat in winter is grown on the farm, where more than 15,000 trees have been planted in the past few years. That is an example of how local farmers can play a fantastic role in ensuring that the environment is at the forefront and climate change is uppermost in their thinking when they decide how to get a return from their land and protect it at the same time. Unfortunately, the weather in Hampshire was too miserable for me to be able to go, but it is certainly high on my list of priorities. Who knows? We may all have an opportunity in the next few weeks to disappear back to our constituencies and stomp around in our wellies to our heart’s content.

    It is striking from the Back-Bench contributions that rather than an endless drip of negativity, there is a commitment to the innovative and exciting technologies that are growing in many parts of the UK. Last week in Westminster Hall there was a debate on Government incentives for renewable energy. The right hon. Member for Don Valley (Caroline Flint) may not have been aware of it, but the focus was on the generation of energy from waste. Had any members of her party been present, they would have heard the commitment of the Minister of State, Department of Energy and Climate Change, the hon. Member for Wealden (Charles Hendry) to the eight technologies in the renewable energy road map.

    The commitment to anaerobic digestion was present in the coalition agreement, in the renewable energy road map, and in the strategy published jointly by the Department for Environment, Food and Rural Affairs and DECC last June, and I look forward to the publication of the annual progress report this summer. As my hon. Friend the Minister of State said last week, 56 actions have been identified to tackle the key barriers to deployment. I do not pretend that it is easy or that there are not significant challenges. There are, but I welcome the inclusion of anaerobic digestion in the feed-in tariffs scheme.

    I hope that this debate will feed into the wider discussion about the security of supply and be a useful contribution to the thinking on this issue. Given the three important issues that underpin that thinking—keeping the lights on, the diversity of energy sources and increasing the amount of renewable energy—I am pleased that hon. Members are here to listen to the debate.

    The debate title is a testament to Britain’s growth in green technology and our status as a world leader in climate change awareness. However, as I will explain, for too long we have trailed behind countries such as Germany in the production of green energy, and we must take decisive action to secure support across the whole sector.

    I pay tribute to the excellent work done by my hon. Friend in this regard. Does she think that we need to expand on the excellent work of companies, such as ACM Environmental plc, which has converted waste into renewable energy in schools in Kent? Waste is converted on-site, rather than outside in other areas, and used to heat water, for example, at those schools.

    To date, the main focus of attention on energy from waste appears to have been on large-scale industrial production of waste-sourced energy. Advanced gasification is a key part of securing green energy and decreasing landfill: it is a carbon-lean process involving the efficient, high-temperature conversion of waste to base-load electricity. After the August 2010 announcement that energy from waste can be sold to the national grid, there is now real discussion about how local authorities in particular can secure income sources by selling green energy. For example, Air Products, a leading provider of industrial gases and environmental systems, has been granted permission for a 49 MW advanced gasification plant in Teesside, the building of which will begin next year. That development will create 700 jobs, divert up to 350,000 tonnes of waste from landfill and produce enough predictable, clean power for 50,000 homes. Air Products is precisely the sort of provider of clean energy that we should be encouraging to meet our renewables obligations.

    I should like to explore a number of issues facing the development of the renewable energy from waste industry outside the large industrial-scale plants that I have mentioned. I want to show how the current incentives are working and how we could adjust them to accelerate awareness and the development of the industry, particularly harnessing the potential for small-scale production, as well as production on an industrial scale.

    I have called this debate because incentivising small-scale production could develop valuable employment opportunities, help small businesses and local communities generate their own green energy, grow UK exports and, most importantly, assist the Government to achieve secure, diverse and green energy.

    Anaerobic digestion is the process whereby biowaste from plant and animal material is converted by micro-organisms in the absence of air into biogas, which can in turn be used to generate green electricity and heat. Anaerobic digestion can help reduce fossil fuel consumption and greenhouse gas emissions—two essential goals in our fight against climate change. Almost any biowaste can be processed in that way, including food waste, energy-producing crops and crop residues, slurry and manure. The process can accept waste from our homes, supermarkets, industry and farms, ensuring that significantly less is sent to landfill.

    Another major advantage of anaerobic digestion as a renewable energy source is that the material left over at the end of the process—an odour-free digestate, rich in nutrients—can be used effectively as fertiliser. This could, and really should, become the standard fertiliser on the market. However, many domestic and business users do not understand the benefits derived from buying recycled products. A new petrochemical-derived fertiliser can cost a farmer between £200 and £400 per tonne, but the by-product from a micro-anaerobic digestion site is more likely to be of a consistent chemical and nutritional specification. Currently, the anaerobic digestion industry is struggling to sell recycled fertiliser, produced to resource action programme standards, at £5 to £6 per tonne. I would be grateful to the Minister if he expanded on how we can best explain the benefits of, and incentivise the consumption of, recycled fertiliser in farming and domestic gardening.

    Many sites in the UK are producing biowaste. According to the Department for Environment, Food and Rural Affairs, the UK produces approximately 7 million tonnes of food waste and about 90 million tonnes of animal slurry and manure per year. With 23.6 million households and 41,000 farms, it is clear that the potential for green energy production is enormous.

    All organisations create waste. SeAB is leading the way, through anaerobic digestion, in reducing our dependence on landfill by converting waste into valuable energy. I should welcome the Minister’s visiting and meeting the people who have developed this world-leading technology, so that he can see green energy in production.

    By comparison, decentralised sites are arguably simpler to operate, quicker to build and easier to install and manage. Road haulage is largely eliminated and the waste producer benefits directly from using its own waste to generate its own green energy. I would be grateful to the Minister if he commented on how we can incentivise the many small waste producers, such as farmers, food growers, food packers, hotels, hospitals, schools or prisons—the list is almost endless—so that they can benefit from green energy throughout the country. In short, anaerobic digestion reduces the need for landfill, with the exciting possibility of creating sustainable communities with a consistent waste fuel power source.

    Other sources of renewable fuel can be found in the waste stream, such as the conversion of used cooking oil into biodiesel, which is entirely sustainable and derived from a waste product. That would involve recycling almost 100 million litres of waste cooking oil each year, while helping the Government to exceed their greenhouse gas emission targets in transport by 8%. However, as highlighted by the recent report on environmental taxes by the Environmental Audit Committee, of which I am a member, the removal this March of the 20p per litre duty differential on such fuel will make it prohibitively expensive and high-blend users will have no choice but to return to fossil fuels. That will have a disastrous impact on the UK biodiesel industry, resulting in the loss of green jobs, as well as discouraging further investment in the development of new technologies in the energy-from-waste sector.

    I strongly urge the Minister to continue to speak to his colleagues in the Treasury, because I fear that, without continued support, we will jeopardise the significant steps that have already been taken. The energy-from-waste sector is full of innovative and in many cases ingenious ideas. I am conscious that we need a wide variety of energy generation methods to meet demand. No one form of green energy provides the whole answer, and we need a range of solutions, both large and small.

    I congratulate my hon. Friend on securing this debate. Park home residents are also dealt a harsh hand by park owners in their electricity supply. An electricity supply in my constituency breaches the Electricity Safety, Quality and Continuity Regulations 2002, but the problem is that compliance rests with the Department for Energy and Climate Change, whereas the safety issues rest with the health and safety boards. A further complication in the Welsh context is that other aspects of park homes legislation are devolved to the Welsh Assembly, making it difficult for residents to know who to go to with their complaints.

British farmers can plough their fields, partly because they are much bigger, but also because rain is not in short supply, as we have learned this summer. Where drought is a real danger, it is crucial to maintain soil so that it can yield a crop in good seasons and in bad.
