It is also clear, from both the Grenfell report and other research, that the drive towards building efficiency, in particular energy efficiency, has created a risk of a loss of focus on safety. We know that this has been part of a global move to recognise the need to address climate change through better quality insulation and the more efficient construction of buildings. Increasingly, we see buildings being brought forward with modular construction of different types. Hotels arrive in a shipping crate: pre-constructed rooms are simply stacked up and then given a brick skin. Frame-constructed homes are a significant part of the delivery of the housing market. These provide an opportunity to make the available funds go further and create more homes more quickly. That is extremely welcome, but we need to ensure that the risks that might be associated with some of those forms of construction, especially where they take place at scale, are properly considered. I would like to hear a little more from the Government in due course about how the broader context of building safety and resilience will take those matters into account.

Human rights groups have rightly condemned the Bill as an outrageous and unwarranted interference in the ability of councils, universities and other public bodies to use their purchasing power to pursue ethical procurement and investment policies in order to help defend human rights and tackle issues such as climate change. Everyone who cares about issues such as the illegal arms trade, activities of arms manufacturers and traders whose weapons fuel conflicts around the globe, or climate justice, correctly will be horrified by this blatant attack on the basic democratic rights of elected public bodies to act on behalf of the residents who elected them.

I commend the work that about which we have heard from a number of colleagues who serve on the Parliamentary Assembly. I also pay tribute to the work of my former colleagues on the Congress, who have done a tremendous amount to shape both the work and the priorities of the Council of Europe, especially it comes to the rights of refugees, both in the United Kingdom and following their transition from wherever they may have originated to a place of safety elsewhere. It is important that those rights are respected but also managed, and that countries such as Greece, Italy and Turkey—which accommodate millions of refugees at a time when we in the United Kingdom are worrying about tens of thousands at the most—are able to share the challenges that that poses for their communities and the implications for their politics, and also to work with us to find a more functional and effective system of managing the way in which people who are in dire need of help move around the world. As issues such as climate change begin to become a larger factor, we have an opportunity to reflect on how those rights will all play out.

It is clear that climate change is having a significant impact on the breeding habitats of wild birds around the world, especially migratory species. We need to consider what responsibilities our Government have. We need to consider not just what we can do here in the United Kingdom, but what influence we can bring to bear in international forums to try to secure and improve the provision of those habitats, so that both migratory birds and birds domestic to the United Kingdom can thrive.

The complexity of the issue is demonstrated by a point made at the Dispatch Box at the very start of the debate: we must make sure that the benefits of our decisions extend to all parts of the United Kingdom. Let me give the example of the removal of VAT from environmentally friendly green energy products. On 7 December 2021, the Economic and Financial Affairs Council decided to enable the removal of VAT from all those products. About four months later, the same decision, which I very much support, was taken here and presented to this House. The benefit of it has been felt across England, Wales and Scotland, but we are told that it is not possible for Northern Ireland to have that benefit.

Local energy companies are often well placed to support small and medium-sized enterprises with the transition to net zero. Local authorities, with their insight into local opportunities for things such as solar, are best placed to help with that. What assessment has the COP26 President made of the opportunities that that model may afford?

I will conclude with two points. First, I agree strongly with my hon. Friend the Member for Dover (Mrs Elphicke) on the point about needing a new COP26 on the issue of global migration. The world is changing, and the challenges faced by asylum seekers and the numbers on the move mean we must update the way we respond, in partnership with our allies. Finally, I will comment on some of those international obligations, which are often heavily criticised. The UK is rarely referred to the European Court of Human Rights for any breach of our laws, and we are rarely criticised. Indeed, the findings of that Court are not binding on the United Kingdom. As a champion of human rights we should be proud of the UK’s record in that respect, and we should renew our dedication to being a beacon of human rights in the future.

However, as we go into the debate about what type of approach we want to take as part of levelling up, we need to be more strategic about supporting, preserving, developing and improving our green spaces and the part that plays in everything from climate emissions to animal welfare in our country. That is where the concept of a wild belt offers a huge advantage, and it is certainly one that I encourage Ministers to take forward. It is ancillary to the benefits that we see from the green belt, but with a specific focus not just on places that look beautiful and are easy to enjoy, but on places that can provide vital parts of our ecosystem for wildlife; places that may often be found at the margins of our towns and cities, but which are so incredibly important for nature. We must ensure that we support the biodiversity of our country for the future. I commend my hon. Friend the Member for East Surrey for securing the debate, and I hope the Government will give the issue very serious consideration.

Even more important from a human perspective is the prevention of wildfires, as a number of Members have mentioned. Back in 2003, for example, a wildfire on the National Trust’s Bleaklow destroyed more than 2,000 acres of rare habitat and all the heather on the neighbouring 2,500-acre moor. The sad reality is that the CO 2 levels—a climate change issue—being released from wildfires has increased dramatically in the last five years. If we want to prevent and reduce those emissions, controlled firebreaks are a necessary part of our toolkit. The practice has many different names depending on where we are in the country, but the idea behind prescribed burning is that it is a quick burn that removes the canopy and does not affect the underlying peat or soil layer that is so important to the biodiversity of our environment.
