As the Secretary of State mentioned, we should use the revenue from licensing to help to fund the transition to clean energy and jobs and to support the Government’s pragmatic approach to reaching the goal of net zero by 2050, which I know is an important commitment to my constituents. The UK is one of the first countries to commit to ending unabated coal-fuelled generation and has cut emissions by more than 40% since the turn of the century. At the same time, our economy has grown by two thirds.
Our ambition to nurture some of the most highly educated pupils in the world is rooted in our desire to harness the full potential of new technologies. From groundbreaking medical advancements to the integration of AI, which we heard about in the statement to the House earlier, we are committed to modernising regulation to facilitate the growth and competitiveness of major tech firms in the UK. That has the potential to revolutionise this country, particularly in respect of some of its deep-seated problems, such as how to decarbonise and meet our 2050 targets. A series of Bills, including the Automated Vehicles Bill, the Digital Markets, Competition and Consumers Bill and the Data Protection and Digital Information Bill will be introduced to govern the actions of those global tech giants, ensuring a level playing field for established and emerging technologies.
The Government must continue to build on their commendable environmental record; to lead the charge in combating climate change and particularly biodiversity loss, which has not been mentioned so far in the debate; to support developing nations in their transition to sustainable energy sources; and to hold other nations accountable for their own environmental commitment, as my right hon. Friend the Secretary of State has so ably set out today.

I fully recognise that environmental schemes such as tree-planting and soil improvement schemes to prevent our rivers from being polluted will help to slow climate change and improve our natural environment. However, it is also the case that as global temperatures warm, vast swathes of countries near the equator will inevitably produce less food, which means that temperate countries such as ours will have to produce more to feed the world.

A more ambitious project, which would inevitably add considerably to the costs and timeline, would see other major developments also taking place. The Palace could become increasingly more accessible for people with any kinds of disability, and services could be upgraded to the latest design, with digital future-proofing and improved, redesigned energy systems to provide optimal green standards to meet the aims set out in the public sector decarbonisation scheme.
As the Public Accounts Committee heard this week, the public sector has a target of achieving a 50% reduction in direct emissions by 2032 and a 75% reduction by 2037, compared with 2017 baseline emissions. The R and R delivery authority has set out an ambitious programme to enable the parliamentary estate to achieve net zero. However, it will be difficult to properly assess the details of how the policy will be achieved until a definitive way forward is decided. Even without that information, it is unlikely that the Palace will be able to meet the same decarbonisation standards as many other public buildings due to its historically old nature. The energy system, which has not yet been decided, could be completely redesigned to provide optimal costs and energy efficiency.

So what exactly are these proposals as laid out in the circulated tactical delivery plan? Well, page 66 states that the council wishes to borrow a total of £76.5 million to finance various projects, at the same time exhausting the council’s general reserve fund. The plan envisages that £49.7 million be borrowed to finance climate change and green energy investment projects. The largest of these projects is to buy five solar farm sites for a total of £46.5 million. There is more than sufficient finance in the market to fund these schemes without the council’s intervention. In addition, there are plans to borrow £25 million for investment in a variety of projects described as investments for economic development and asset usage, although further details on these schemes are currently not available.
We have seen many recent examples of councils losing huge amounts of money in failed investment schemes. For example, Nottingham City Council ultimately lost £30 million of public money in 2015 after it set up and invested in Robin Hood Energy—a localised green energy company that ran into financial difficulties and could not pay its bills. By 2019, the council was forced to bail it out. In 2020, Croydon Council effectively declared itself bankrupt with a £73 million shortfall. It borrowed £545 million during a three-year period to invest in commercial and housing properties. The council invested £30 million in the Croydon Park hotel in 2018-19. A central Government taskforce was sent to oversee an audit in 2020, following these risky property investments and the council ignoring repeated warnings on its dire financial situation, and last year the council had to have a £120 million bailout from the Government.
Although the Government have set some achievable targets under the green agenda, such as bringing all greenhouse gas emissions to net zero by 2050, and securing global net zero by mid-century to limit global warming to 1.5°, there is evidence that, faced with the cost of living, people are asking the Government to help with the squeeze on bills by slowing down the increases in green levies. The same applies to the extreme borrowing that is proposed by Cotswold District Council for solar farms.

There are still many areas that require productive and sensible China-Anglo dialogue. COP26 is an important milestone for the future of the UK’s climate change agenda and ambition. The UK produces around 1.1% of the world’s emissions, whereas China emits around 28% and accounts for almost two thirds of the growth in emissions since 2000. Clearly, we can set a good example to other countries to decarbonise more quickly and make a real difference to climate change, but we need alliances with other countries, so that they can do the same. We need China to come on board with that agenda. Any fallout over AUKUS will have consequences for other matters, as I have demonstrated with COP26, but I would like to think that it is of benefit to both the UK and China to continue with a constructive dialogue.
While we will always have our differences, and I do not hesitate to articulate our views vociferously to the Chinese when I talk to them, particularly over human rights, overall it is in both sides’ interests to have a realistic but frank dialogue in the future. The idea of breaking off all dialogue with China, as some would advocate, is simply cutting off our nose to spite our face. Worse still, as I have said, we would lose the chance to influence Chinese thinking on issues such as climate change.

I urge farmers to take advantage of growing global markets. The Department for International Trade is launching a new mentoring programme, providing expert advice on trading internationally. Farmers in the UK are leading the world in finding innovative farming methods to farm in climate-change friendly ways, with the NFU pledging an ambitious net zero target by 2040.
The UK beef industry is one of the most sustainable in the world, with an extensive grass-based grazing system—not a cause of deforestation as in other countries, as my hon. Friend the Member for Tiverton and Honiton (Neil Parish) said. The Committee on Climate Change found that the UK beef industry emits around half the greenhouse gases compared with the global average.

It has been estimated that for England alone, 345,000 new homes a year will be needed to tackle the under-supply in the market. Through commitments including the affordable homes programme, the Government are ready to build, but we must ensure that, in the urgency to deliver, we do not compromise on the quality of these homes. As the Public Accounts Committee reported last year in the “Planning and the broken housing market” report, the standard of many new developments does not reach acceptable levels, with insufficient funding for their infrastructure. That is why these measures need to be underpinned by statute. With such a building boom planned, it is essential that we create the mandate to ensure the necessary infrastructure of our homes. Importantly, because the Government intend to achieve net zero carbon emissions by 2050, they must address the 15% of greenhouse gas emissions that currently come from the residential sector.
Thirdly, on electric charging points, the final part of my Bill will also be vital in reaching our net zero goals by requiring electric charging points to be installed in all new-build homes. The 2018 £1.5 billion “Road to Zero” strategy sets out the Government’s ambitious target that, by 2030, between 50% and 70% of all new cars will have ultra low emissions. The Government have brought forward their plan for ending the sale of all petrol and diesel vehicles to 2035. To support the growth in electric vehicles on our roads, the Government and the private sector have invested in the installation of more than 24,000 public charging points. Unfortunately, a league table released by the Department for Transport last November on electric charging availability across the UK found that there are still over 100 authorities with fewer than 10 public charging devices per 100,000 of population. The road is set for electric vehicles, but there are still significant concerns for those considering the purchase of an EV. A YouGov and Aviva study from last year found that 74% of people stated worries about finding charging facilities.
Today, the Prime Minister has made a headline speech on building infrastructure for Britain. The Bill will supplement that by future-proofing new homes. In supporting the Bill today, we will be improving all new build houses so that they have connection to superfast full-fibre broadband, insulation standards that improve their overall energy efficiency, and electric vehicle charging points. It is far cheaper to install all those measures in the initial build than to retrofit them expensively some time down the line, which will be inevitable. They will literally transform our housing market, go a long way to reducing the shocking 15% of residential emissions, and play a massive part in helping the Government achieve their ambitious net zero carbon emissions target by 2050.

The new ELMS and productivity scheme needs to be implemented on time, to see how it works in practice and to play an important role in achieving net zero goals. If it is not introduced on time in 2024, there will be a gap in funding. Many experts believe that introducing it on time will be extremely difficult, and that it is more likely to slip from 2024 to 2028, which will produce a gap in funding. We have an opportunity, post Brexit, to create a progressive, carbon-neutral model of farming in the UK, with the NFU committed to an ambitious target of the sector being carbon-neutral by 2040.

I agree with my hon. Friend that whether or not climate change is taking place and is caused by human activity, there is no doubt that we are getting an increased number of events with increased rain intensity, and we must therefore have better defences against flooding. There is no reason in the 21st-century why we cannot have sewerage systems that cope with such events. In particular, as I shall come on to say, we need sewerage systems that will cope with new development, which often adds to existing problems.
