    The UK Government are not contemplating the multi-union plan, which promises a fairer, just transition to a greener future for the sector. The UK Government shut the Welsh Government and unions out of decision making on this matter, and the Secretary of State has claimed that those proposing credible alternatives to protect jobs and virgin steelmaking for the future are “unconstructive”. These are plans that his Conservative colleagues in the Senedd backed in a vote very recently. Then we have the Secretary of State for Business and Trade calling plans to make up to 3,000 people redundant a “good news story”.

Steelworkers from my constituency rallied in Parliament Square yesterday, calling for the Government to support our steel sector, yet they will have heard the Prime Minister’s poor response to my hon. Friend the Member for Ogmore (Chris Elmore) at Prime Minister’s questions, when he merely referred to pre-existing packages of support and funding that was not exclusive to steel in the first place. When will the Government accept the scale of the challenge and commit to helping?

    We are being told that the UK’s energy revolution is being made in Scotland, powering up Britain with Scotland’s clean, green energy—funny, I thought Scotland was a basket case that was too poor to survive without the UK. Plus ça change. When will there be a debate finally in this place on Scotland’s green energy revolution, so that we can see how the track record and future plans of the different parties truly measure up?

    I thank the hon. Gentleman for his very helpful advertisement for forthcoming Backbench Business debates and for encouraging Members to apply for them. I also have some good news for him with regard to a previous matter he and other Members have raised on the complexity of the many energy support schemes that the Department for Energy Security and Net Zero is overseeing. These are complex schemes, and he has had some casework related to them. I am pleased to be able to tell the House that that Department will commence weekly surgeries for Members and their case- work teams on energy schemes. They will begin from the first week back after recess, either on a Tuesday or a Wednesday to maximise the chance of Members being able to attend. They will be in person in Portcullis House and officials will be on hand to deal with the complex areas of the schemes with which Members need help.

    Opening a new oilfield at Rosebank would fly in the face of the UK’s climate commitments. It would produce 200 million tonnes of carbon dioxide and most of the oil will be destined for export, so it would not even contribute to the UK’s energy security. Despite that, The Times reports today that Rosebank will clear a major regulatory hurdle today. Can the Government please be open and transparent about this? Will the Department for Energy Security and Net Zero make a statement to the House about the progress of the application, including how it would sit alongside the UK’s climate commitments?

    I encourage the hon. Lady to make use of the next available questions, which are on 18 April. She will know that we have published a new strategy on energy security. We are looking to meet our net zero commitments as well as to ensure that the nation is as resilient as possible. That includes a greater focus on nuclear power. I encourage her to look at that very detailed document, which sets out how we will achieve those twin objectives.

    One of the themes of today’s debate is innovation, which is at the core of our steel industry, including at Llanwern steelworks in my constituency of Newport East. That the word “steel” did not feature once in the Chancellor’s statement or the Budget document itself speaks volumes. It proves that, despite the Chancellor fleetingly using the phrase “industrial strategy” last week, this Government do not have one. We have a Business Secretary who, when asked whether Britain should offer steelmaking capacity in the future, carelessly said that “nothing is ever a given”, and we have a Chancellor —well, a succession of Chancellors—unwilling to go as far as European counterparts in supporting our steel sector on the crucial issue of decarbonisation. The German and French Governments have already spent billions of euros and committed even more towards greening their domestic steel sectors, while there have been other ambitious investments in green steel in Canada, Belgium and Sweden. UK Steel highlights that a lack of similar capital funding for decarbonisation in Britain is making our steel industry unattractive for investors. We will await further details from the support pledge for carbon capture, utilisation and storage. There was no information last week on where or when this will be spent, but we clearly need an improvement on the current infrastructure fund.

    I am grateful to the hon. Lady for giving way; she is being very generous with her time. She made the very important point a few moments ago that steel is at the heart of many of our growth industries. Does she agree that a growth industry for the future is green energy, and that whether we are talking about floating offshore wind or other forms of marine renewables, steel will be at the heart of them? To that end, does she welcome the agreement struck between RWE and Tata to explore the use of Welsh steel in the nascent floating offshore wind industry? Does she also agree that we need Government to be part of the discussion of how we support the growth of new green industries and ensure that British-made steel is at the heart of them?

    I thank the right hon. Member for that intervention. I wholeheartedly agree; I am agreeing with all the interventions! He anticipates my next point, because I was about to say that steel will be integral part of the UK’s journey to reach net zero. Without a thriving steel industry, there can be no transition to a low-carbon economy that supports a range of industries, from automotive to nuclear and renewables, which he mentioned.

    I am very grateful to the hon. Lady for giving way; she is being very kind in taking interventions. There have been suggestions that a closed-loop cycle could be created in south Wales, whereby floating offshore wind is used not only for electricity but to make green hydrogen for heavy industry in the area, including, of course, steel production. Contracts for difference could be used to support such a relationship. Will she join me in asking the Minister to clarify how the contracts for difference scheme could be adjusted, so that it supports renewable energy hubs that use multiple technologies, and to assess how such projects could be linked? The important words there are “multiple technologies”.

    These interventions prove that we simply cannot decarbonise the economy without decarbonising steel. As Tata has highlighted, almost every aspect of the UK’s decarbonisation plan is steel-intensive, with 10 million tonnes of steel being required over the coming years for offshore wind, solar, nuclear, hydrogen, and carbon capture and utilisation storage projects. The “Britain, we need our steel” campaign was launched by the Community trade union and union partners in 2020. It is not just a slogan; it is a statement of fact.

    The same is true for British Steel in Scunthorpe, which is paying nearly £1 million a day for electricity, the cost of electricity having risen tenfold since 2021. There is still real uncertainty about the situation of British Steel, and I am sure that the hon. Member for Scunthorpe (Holly Mumby-Croft), who is here, will speak about that shortly. I hope that the Minister can provide updates. It is imperative that talks between the company and the Government continue, and reach a successful outcome that ensures that steelmaking at Scunthorpe continues and decarbonises.

    We need a Government who will support the industry in a move towards decarbonisation. We have read the reports of the £600 million that the Government have pledged, or are reported to have pledged, to Tata and British Steel this week to help with lower-emissions technology. I trust that we will get more details on this from the Minister later. I hope the negotiations continue and progress with urgency, and that any plan to decarbonise will be fully consulted on and agreed with the unions to ensure a just transition for the workforce. However, it is important to note that the support arrived significantly later than the support for other European countries did, and is significant lower. For example, the German Government have already spent €8.5 billion towards greening their domestic steel industry, and the French Government have spent €2.2 billion. British Steel Scunthorpe’s multi-union chair, Paul McBean, put it well in his recent interview with The Yorkshire Post , saying:

    It is clear that the steel sector is committed to the transition to net zero, but needs a long-term policy framework to make that a reality without penalising steelmakers with gargantuan carbon prices in the interim years. As things stand, rising carbon costs are eating into any available capital that steel companies may have to invest in decarbonisation. That is completely counterproductive, and we need the Minister to act on it. That is a key point.

    The Government have spoken about a roughly £1.5 billion package of support schemes for the industry. However, it is important to note that those schemes are spread across many industries, so £1.5 billion does not translate into very much direct capital support for the steel sector. In particular, the £1 billion carbon capture, utilisation and storage infrastructure fund is not money provided to steel companies to support CCUS on site, but investment in pipelines and storage that may at some point be used by steel companies—it is far from a certainty. For example, Welsh steel plants will not be using that infrastructure even if they opt for carbon capture, as it is all for the North sea. Let us not forget the £250 million clean steel fund promised by the Government led by the right hon. Member for Maidenhead (Mrs May), which disappeared without trace.

    I also urge the Minister to look at proposals for a carbon border adjustment mechanism. The costs of the UK’s emissions trading system have spiralled over the past two years. Compliance costs for the sector reached £120 million last year, which is equivalent to 60% of the average annual capital investment of the sector, and are set to get much worse. A carbon border adjustment mechanism would create a level playing field by applying carbon prices at the border equivalent to those faced by domestic producers, ensuring that imported steel does not have a price advantage. The Community union has highlighted that such a mechanism would also support the decarbonisation of steel production, as it would allow steelmakers to produce low-emission steel without being out-competed by high-emission, lower-cost imported steel.

    “The green energy revolution presents a huge opportunity to build a robust British supply chain based on the supply of top-quality domestic steel.”

    We need answers today. I hope the Minister will update us on her engagement with Tata, British Steel, Liberty Steel and Celsa Steel. I hope she will acknowledge that the current level of support for UK steelmakers in respect of energy costs and decarbonisation is not enough, and I hope the Government will commit to doing much more. The era of warm words has bitten the dust and the time for meaningful strategic action has come. Just like levelling up, the industrial strategy part of the Department for Business, Energy and Industrial Strategy’s title should not just be a handy buzz phrase; it should be a central, defining mission of the Government.

    If we as steel MPs are frustrated, that is nothing compared to how steelworkers feel. Speaking to union reps from Tata Llanwern and Liberty on Friday, there is a real concern for the future and a sense that opportunities could tragically be lost. There are huge challenges for our industry at the moment. At Tata Llanwern, the average age of the workforce has fallen from 53 to 32 in recent years. The young members of the workforce, having shone with the benefit of high-quality training, are performing everything they are asked to do, but, given the anxieties that hang over the whole sector, these young multiskilled workers are now worried about their mortgages and their futures. Some of those worries relate to immediate problems the industry is facing, including falling demand in the construction and automotive sectors. Llanwern produces world-class automotive steel for Jaguar Land Rover, which has slowed down its production. Looking to the longer term, there is also exasperation with the lack of vision shown by the Government and their failure to stump up the investment funding or work with the industry to help companies decarbonise. Steelworkers feel neglected at a time when their contribution has never been so vital to our economy. We know that the world cannot decarbonise without steel, whether it is for use in wind turbines, electric vehicles, energy-efficient buildings or other green infrastructure. The steel sector is committed to the transition to net zero, but it needs a policy framework that will support, not hinder, it. The Government must provide a solution to allow the industry to invest in decarbonisation.

    I thank the hon. Member for that intervention. I shall look at that with great interest as Members are very interested in this issue. Multiple Departments have a dire record on written parliamentary questions, particularly in relation to COP26 and the Department of Health and Social Care. The record on named day questions is not much better either.

    The picture is not much brighter on general written correspondence. The most recent data shows that only 16% of MPs’ and peers’ letters on COP26 were responded to within the timescale set, with the Government Equalities Office and the Department of Health and Social Care faring only slightly better. That bleeds through to MP hotlines, which have been unreliable for some time. The Home Office said that it needs a recovery plan to support its hotline to return to acceptable service standards, and it is preparing that. However, the Home Office is not the only Department in need of a recovery plan. The recent chaos at the Passport Office shows how badly the Government need to improve. The passport issue was raised by my hon. Friend the Member for Hackney South and Shoreditch, the hon. Member for Harrow East and my hon. Friend the Member for Merthyr Tydfil and Rhymney. We thank the civil servants, including those in the Newport passport office, who work so hard. I also put on record our thanks to all those who have come to work in Portcullis House.

    Unlike the Government, I also want to talk about steel, which is another important issue for Newport East and, indeed, the whole UK, if the Government are actually serious about levelling up. There has been no reference to steel or the industrial strategy in any Queen’s Speech since 2019, and this one was no exception. I declare an interest as a Community union member. It has highlighted that the world cannot decarbonise without steel, whether it is to build wind turbines, electric vehicles, energy-efficient buildings or anything else. It is a foundation industry that we need for our defence and national security, which is particularly important at the moment.

    Will the Government make time to debate the national planning policy framework, focusing especially on decisions that directly contravene our binding net zero targets such as the decisions on the expansion of Bristol airport or new fossil fuel extraction at Horse Hill and in Cumbria?

    I hope the hon. Lady recognises that we need a balanced approach to our energy sources. The Government are committed to moving in the direction of renewable energy, and this important matter is worthy of debate in the House. We have to go at the speed our constituents and taxpayers can afford, and we need a balanced approach to our energy sources.

    I am proud to support the five steps put forward by the all-party group on nuclear energy to supercharge nuclear delivery in the UK. It is fantastic to see the Wylfa site in my constituency getting the recognition it deserves; the Prime Minister recently visited and there is continued interest from multiple developers. Now is the time to turn plans into action, guarantee our energy security and meet our climate change commitments. Will the Leader of the House agree to set aside Government time to debate the all-party group’s five-point plan?

This is true of the steel industry in Newport, where the UK Government must provide our steel industry with the support it needs on decarbonisation and electricity costs. We have talked about that in the House—other members of the all-party group on steel and metal-related industries are here—for over a decade. It is also true of funding for our police, which has been cut by this soft-on-crime Tory Government over the last decade.

    As my hon. Friend the Member for Cardiff Central said, we believe the Union is strengthened when we co-operate across the UK and share wealth according to need. All the energies of the Government, of all Governments, must be spent on recovering from the pandemic, tackling climate change and tackling the cost of living crisis, which is only set to get worse in April when national insurance contributions are cranked up to record levels. We should remind ourselves that Conservative Members here supported that measure.

    Steel was noticeably absent from the Secretary of State’s opening remarks. While the Welsh Government use the levers they have to help our steel industry, this Government have failed repeatedly to address sky-high energy costs, unlike other countries such as Spain and Italy that have stepped in to help. The Government have failed to come up with an industrial policy: we get warm words on procurement, little in terms of helping our industry transition and no news on what the Government will do to lift tariffs. The world cannot decarbonise without steel. Other Governments can step in to help industry––why won’t ours?

    The reasons why we support our steel sector fall into even sharper focus following COP26. Indeed, there was welcome acknowledgement at the summit that the world cannot decarbonise without steel—whether it is for use in wind turbines, electric cars, energy-efficient buildings, infrastructure and much more. That is why it was all the more disappointing that nothing of note for steel was in the Budget, which UK Steel rightly called a “missed opportunity” and a “triumph of complacency”, particularly on support to help the industry to decarbonise. For example, there was nothing on industrial energy costs, even though we know that the move towards decarbonisation will require even more energy-intensive methods of steel production.

    I asked the Prime Minister about this last week but did not get much of an answer, so I will put the question to the Minister: what is happening with the clean steel fund that the industry was promised? It was absent from recent announcements and last month’s net zero strategy paper, and when my hon. Friend the Member for Blaenau Gwent (Nick Smith) raised the issue in the main Chamber recently, he was referred to the industrial energy transformation fund, which is two years older than the proposed clean steel fund. It really feels like the Government do not know what is happening to it, and its absence risks adding to the growing gap between what is needed to decarbonise the sector and what is available in support.

    It is worth saying again that the Government talk the talk on net zero and industrial strategy, but it is really not worth anything if steel is not at its core, as my hon. Friend the Member for Aberavon (Stephen Kinnock) will agree. When the Community union launched the “We Need Our Steel” campaign, the “We” it referred to was not just our world-class, highly skilled steelworkers, or communities such as mine, with industry at their heart, and all those in the supply chain. It also referred to government at all levels harnessing the potential of steel and using it to build back the economy after the pandemic, and to power a green industrial revolution.

    On the theme of missed opportunities, with COP26 beginning on Sunday, there was little in the Budget to suggest that the Government are willing to invest in tackling the climate crisis. Climate action must start at home, and Britain’s credibility as holders of the COP presidency rests on the example that we set. There was little in the Chancellor’s speech to suggest that the Government will invest in delivering the benefits of the green transition to households and to industry, and certainly nothing to match Labour’s ambitions and the achievable demand for an investment of £28 billion every year until 2030 to tackle the climate crisis.

    Crucially, as other hon. Members have said, there was nothing in the Budget this week for steel, an industry that would be a beneficiary of and contributor to the creation of a net zero economy. My right hon. Friend the Member for Doncaster North (Edward Miliband) set out that case brilliantly. Steel should be at the heart of the green recovery from the pandemic, and I say that as the Member representing Tata’s Llanwern site and Liberty Steel in Newport. UK Steel has rightly said that this Budget is a “triumph of complacency” and “a missed opportunity” ahead of COP26. Indeed, in the Chancellor’s statement, there was no hint of action on the sky-high industrial energy costs.

    We heard a hugely weak response from the Secretary of State earlier in the debate that will deeply disappoint the industry, when he said that he is “in active conversations” and “watch this space”. We have been talking about this for many years. It is a really big burden on our industry that holds back British steel manufacturers against continental competitors. There was also no allocation of funding to the clean steel fund or wider decarbonisation support for the sector. The steel industry has highlighted that, of the 10 points in the Prime Minister’s plan for the green industrial revolution, eight relate to industries or goods that depend on steel or support the decarbonisation of steel. Either the Chancellor has forgotten that or the Government’s industrial strategy was not worth the paper that it was written on in the first place.

    Thank you, Mr Dowd, for allowing me to leave early to go to another Committee; it is much appreciated. I congratulate my hon. Friend the Member for Gower (Tonia Antoniazzi) on securing this timely and important debate ahead of COP26 this autumn.

    Like my hon. Friend the Member for Newport West (Ruth Jones), I was reminded of the proximity of the conference this week when my hon. Friend and I welcomed and spoke at an event for the Young Christian Climate Network, which was stopping in Newport as part of an epic 1,000-mile relay on its way to the conference in Glasgow, not only to raise awareness of climate change, but to raise awareness of the UK Government’s promises to tackle climate change. It really did typify the dedication to climate justice shared by so many young people across our society—a generation that will really help to define the future of the planet left to them, so I thank them.

    I also want to point out that in Newport East we have two of Wales’s 12 youth climate ambassadors, Maham Aziz and Poppy Stowell-Evans, who very much reflect that passion for a sustainable future. Members can hear more from Poppy, who will speak virtually at the all-party parliamentary group on youth action against climate change next week, so watch this space. The youth climate ambassadors’ campaigns are around making businesses in Wales more responsible for their carbon emissions, and they focus on the amount of plastic that people use. Those are initiatives that we would all like to get behind.

    There are lots of volunteers and organisations across my constituency doing great work to restore local habitats and biodiversity, which goes hand in hand with the fight against climate change. I want to thank the Royal Society for the Protection of Birds for its work in the Newport wetlands, the Gwent Wildlife Trust in Magor Marsh, the Rogiet wildlife-friendly village team, the Woodlanders, and the Bee Initiative at Penhow. As the young marchers we met last week said, “This is a critical decade for action to prevent climate change and for action to prevent future harm to our planet.”

    The Senedd Climate Change, Environment and Rural Affairs Committee’s third assessment report was published last month. It highlighted that in our children’s lifetime, Wales will experience wetter winters with drier, hotter summers and sea level rises of up to 2½ feet along our coast. I have looked at the maps and I have a coastal constituency, which is why it is so important, as other hon. Members have said, that the Welsh Labour Government have set a legal and ambitious commitment to achieve net zero emissions by 2050, and are pushing to get that ambition even sooner. Ambition is critical. Inaction is not an option; nor is doing the minimum.

    We were the first country in the world—I was here at the time, along with the hon. Member for Monmouth (David T. C. Davies)—to pass a Climate Change Act in 2008, and under the Welsh Labour Government we were the first country in the world to enshrine in law the Well-being of Future Generations (Wales) Act 2015, ensuring that any decision that our Government make must serve the needs of our children and grandchildren, including on environmental issues. As my hon. Friend the Member for Gower said, we have a Minister and Deputy Minister for Climate Change, too.

    Others have highlighted our national recycling rate, which is at an all-time high of 65%. I say to the hon. Member for Montgomeryshire (Craig Williams) that the UK Government could learn from that as we are the third best recycling nation in the world and the best in Europe. I thank Wastesavers at Newport Council for its work, and I look forward to the new youth centre in Magor opening shortly. As others have mentioned, we also have the national forest for Wales to improve air quality and remove harmful greenhouse gases from the community.

    Others want to speak, so I will finish here. There is clearly much more to do. Lots of hon. Members have mentioned decarbonising steel. My hon. Friend the Member for Swansea West (Geraint Davies) was right about the dangers of importing steel, which can make things worse. UK steel should be right at the heart of a green recovery, in terms of jobs and new skills, but also in terms of providing steel for solar energy, the tidal lagoons and for electrification. Green jobs for the future in new industries are important to us, too, as are transport, housing and energy efficiency—all of which are in Labour’s green recovery plan.

    Wales and Labour have shown a lead on environmental issues, which the UK Government would do well to follow. As the host of COP26, the UK Government must strain every sinew to keep the possibility of limiting global heating to 1.5 degrees, in line with the goals of the Paris agreement. We owe that to the young people who are out there campaigning for that this week.

    When Britain left the EU, this Tory Government made a promise that we would be able to support British industry more than we had done previously and that foundation sectors such as steel would be at the forefront of the Government’s thinking. Unfortunately, here is one of the major tests of our new trading priorities, and the Government are sitting on their hands and pretending there is nothing they can do. How can our steel sites supposedly make a business case to investors for long-term projects such as decarbonising when the Government speak positively about the industry one day, only to strip away protections the next? It is a nonsense. I urge the Government to get their act together and secure a long-term solution on safeguards, which are so important to the industry. There is a motion here today that they could choose to adopt, and in doing so they could help the industry. It is a massive test for the Government, and one our industry cannot afford for them to fail.

    The impact of the pandemic on our steel industry has consequences not only on a local level but on a national level. UK steel contributes a combined £5.5 billion to the UK economy, and £3.2 billion to mitigating the national trade deficit through exports produced. That is because steel is a foundation industry for many other sectors: engineering, construction, transport and renewable energy, to name just a few. Steel forms the backbone of our manufacturing sector, and the industry stands ready to supply the world-class steel that will help us to build back better. This is the key message of the “Britain, we need our steel” campaign, which has been launched by the Community, Unite and GMB trade unions, to which I pay tribute for the work that they do to stand up for our steel industry in this country. I hope that all hon. Members here tonight will be actively supporting this campaign.

    It is also vital that the Government recognise developments such as Liberty’s Greensteel hub in Newport, which uses renewable and low-carbon energy to recycle scrap steel to meet the challenges of decarbonisation and growing consumption of steel globally.

Last but definitely not least, we need urgent action on climate change and on the lasting impact of austerity on our communities.     It is clear that the Queen’s Speech today is a programme that the Government have no way of implementing before a general election, in the shadow of Brexit. My right hon. Friend the Member for Delyn (David Hanson), who made an excellent contribution, was right to say that we just do not know what on Saturday we will be voting on, and I say that on behalf of the steelworkers, the Airbus workers, the food producers and more in my constituency. But I cannot let today go by without mentioning a number of issues that are important to my constituents. There is much to say, but I will include the lack of a credible green deal to tackle the climate emergency; an economy that does not work for many in our country, with more children, families and pensioners living in poverty; and the lack of action for the 1950s-born women hit by pension changes, many of whom are in real poverty in my constituency.

    Although I note the Government’s belated intention for new franchises to concentrate on performance and reliability, I ask them please not to forget the issue of rail fares. Passengers face a deeply unfair 2.8% increase in rail fares next January, and average fares are 40% higher than they were in 2010. If the Government are serious about climate change measures, forcing people off the railways due to cost and discomfort is not the right way to go about it. It is completely wrong that commuters are paying for services that are all too often overcrowded and unreliable. I support Labour’s sensible call to bring our railways back into public ownership, run for passengers not profit.

    Thank you, Madam Deputy Speaker, for the opportunity to speak up for the many constituents who have contacted me urging support for the motion, which calls for this House to declare an environmental and climate emergency. In fact, the Welsh Labour Government did just that yesterday. I hope we do so today to instil the urgency that is crucially needed. Climate change is wreaking havoc on our wildlife and our habitats, and is putting lives and homes at risk around the world, with the poorest in the world bearing the brunt. Last year was the fourth hottest year on record, and our UK summer was declared by the Met Office to be the joint hottest since records began. As the motion acknowledges, we need an urgent, rapid and large-scale response by the UK Government and, of course, by Governments around the world. Incremental change is not enough.

    In Wales, we have been ambitious for the actions set out in “A low carbon Wales”, the first statutory decarbonisation plan. It contains 100 policies and proposals across all sectors of our economy to drive down emissions in Wales. We were one of the first nations in the world to make sustainable development a constitutional duty. We have consistently supported and promoted renewable energy generation; put a planning moratorium on fracking; and supported the development of tidal lagoons. In Wales, we recycle more than anywhere else in the UK and are in touching distance of being the world’s top recycling nation.

    We cannot do this alone, however. We need the UK Government to deliver on the areas that are not devolved. The UK may have been a global leader on climate change, but the task is getting much tougher. Onshore wind deployment has fallen by 94% and offshore wind cannot plug the gap. We have removed support for solar and have failed to deliver on the Swansea Bay tidal lagoon, which would have had huge potential for Newport too. Those are lost opportunities to reduce carbon emissions, and to build the green jobs and economy of the future, of which Wales could be a key part.

    The Royal Society for the Protection of Birds, which runs the Newport Wetlands reserve in my constituency, highlighted last week that the loss of species including pollinating insects, the destruction of habitats and damage to ecosystems pose as great a threat as climate change. This debate centres on the impact of humans on the natural environment, and there are difficult choices to make, not least in my corner of Wales, on road building and the challenges of looking after workers and communities reliant on carbon-intensive sectors.

    My constituents, businesses and campaign groups have also set out their positions. CALM—the Campaign Against the Levels Motorway—has argued against the M4 proposals on the grounds of cost, damage to the unique environment and climate change. For businesses such as Roadchef, which runs outlets at services, the problem is that there will be no westbound access if the black route goes ahead, which means no services for nearly 50 miles. Groups such as the Gwent Wildlife Trust and the Royal Society for the Protection of Birds, which have reserves in my constituency, describe the proposal as massively damaging for the unique wildlife and landscape. They say it is totally unsuitable and uneconomical, and that the route will destroy an irreplaceable and precious area of the Gwent levels forever.

    The project is not only a matter of renewable energy generation and playing our part in meeting climate change targets. There is also a chance for coastal regeneration and a boost to recreation and tourism. The leader of Newport City Council, Debbie Wilcox, has given it her backing and said it is a “marvellous opportunity for Newport”. There is huge added value in the project—not least from up to 33,000 jobs at the four lagoons in Wales, were they to go ahead. It is an amazing opportunity that we should grasp for Swansea, yes—but also for Newport. I urge the Government to make a timely decision.

    I start by saying how important it is that the Labour party has chosen to use one of its Opposition days to debate issues affecting the steel industry, which is very important for my constituency. That, combined today with the launch of the Community union’s stand up for steel campaign, provides an extremely welcome focus on an industry that, as the Secretary of State said earlier, is still experiencing extremely challenging times, which put at risk not only the contribution that the steel industry makes to the UK today, but the role that it can play in the future as we transition to a low carbon economy. This is an industry that continues to improve its processes to be more efficient in production and can provide the steel for vital renewable energy production, and is, in itself, infinitely recyclable.

    The Conservative manifesto pledged to reform the climate change levy to introduce a carbon floor price or a stability mechanism so that the total cost of carbon for generators could be more certain. A policy seems to have developed in practice that increases the cost of carbon for UK electricity generators, yet is seen as another tax on the fuel used by generators. The Government’s stated aim for the carbon floor price is to boost investment in low-carbon energy, especially in nuclear power, by putting a minimum price on carbon through taxing fuels used for generating electricity according to carbon intensity. That pushes up the cost of producing electricity from high-carbon fuels such as coal, making renewable and low-carbon means of electricity generation relatively cheaper. UK energy-intensive producers will therefore face huge cost increases that will not be borne by other competitors elsewhere in Europe or the rest of the world.

    The UK steel industry’s submission to the consultation makes it clear that the carbon floor price is the wrong policy for three reasons. First, multiple regulations are trying to fix individual problems in lots of different ways. Carbon is already priced through the European Union emissions trading scheme, the climate change levy and the carbon reduction commitment, alongside the renewable subsidies. Secondly, it runs the very real risk of having a negative impact on the competitiveness of UK manufacturers—a disincentive to invest in the UK. Finally, the industry claims it is questionable whether the policy will deliver the desired outcome at all.

    The industry would say that there is consensus for some regulation in this area, but that current policies are complex and over-burdensome. As I have said, if carbon floor pricing goes ahead, there will be four prices on carbon—the carbon floor price, the climate change levy, the carbon reduction commitment emissions trading scheme, and the renewable subsidies—but no consistent way of measuring carbon as between those. The industry argues that if the Government are to price carbon, they must make it simpler for everybody involved.

    The figures are quite stark. Tata Steel estimates that by 2020 the cost of carbon floor pricing will add at least an extra £20 million per year to its energy bill. I also draw the Minister’s attention to the Waters Wye report, which documents the cumulative impact of all climate change policies on heavy energy users.

    I also ask the Minister to address several other points. It would be helpful if he outlined how the Department for Business, Innovation and Skills has worked with the Treasury and the Department of Energy and Climate Change to limit the impact on intensive energy users of the proposals for carbon floor pricing and of the wider electricity market reform. Does he accept that the Government’s proposals will have a serious impact on the competitiveness of key industries? If so, does he understand how such an impact will directly conflict with the Government’s policies on private sector growth and an export-led recovery?

    Finally, in fairness to the steel industry, I must say that I believe that it is continuously looking for ways to improve its CO 2 performance through improvements to processes, products and investment, particularly in research and development. The UK steel industry wants to be part of the solution to climate change, but it needs the Government to understand that it must compete on a level playing field around the world to do so. Otherwise, we will face a situation where companies could make long-term investment decisions based on the Government’s policies and take their investment plans abroad. As an MP with a steel interest, I certainly do not want that to happen, so let us make our steel industry part of the solution to climate change. I look forward to the Minister’s response.
