    Last week, Stellantis, the owner of the Vauxhall car plant in Ellesmere Port, announced that it would import electric vehicles, despite the fact that we produce some great electric vans in Ellesmere Port and want to move on to producing cars there as well. Does the Minister think that, over the long term, reaching our net zero targets through the import of cheaper Chinese vehicles will be a good or bad thing for the UK car industry?

    I am not aware of a similar review being undertaken here. It was reported in February that the Government were contemplating commissioning the Trade Remedies Authority to undertake an investigation into subsidies, but three months on we have silence. Is the Minister able to confirm whether the Government are still looking into that and whether they will look at what the EU says if conclusive evidence of subsidies is found? We risk putting ourselves in a very exposed position. Our manufacturing capacity would be reduced, probably permanently, and we would be kidding ourselves about the race to net zero if we were reliant on Chinese imports.

    It is clear that China holds a dominant position over global supply chains that are critical to the net zero transition. It controls a significant proportion of the rare metals necessary for lithium-ion batteries, wind turbines and solar photovoltaic modules. On the lithium-ion battery chains, China is responsible for 80% of the supply of spherical graphite, refined manganese, anodes and electrolytes, so we clearly need a co-ordinated response to that.

    I have many constituents, as other hon. Members do, who asked me to take part in this debate, because they understand the importance of the ocean for protecting not just the diverse ecosystem in there but the wider planet. We have seen the effects of the failure to protect our environment in this country alone. A report from the House of Lords Environment and Climate Change Committee published last year noted that, in the UK,

    Last year, we saw record temperatures in the oceans. We cannot ignore the influence that has on the climate. The oceans absorb heat and carbon dioxide. Importantly, they drive weather patterns, the impact of which we are seeing regularly. Warming oceans also contribute to the increasing melting of ice, which causes sea levels to rise. Everything is connected. It is clear that with every passing year, the battle against climate change becomes a little harder to defeat. Protecting the oceans is a key part of that. Ultimately, it will determine whether we continue to survive as a species on this planet, which is why we really must get on and ensure that the treaty is delivered and begins to produce results.

    The automotive industry is vital. It is a vital part of the UK economy and it is integral to delivering on levelling up, net zero and advancing global Britain. After a challenging period where covid and global supply chain shortages have impacted the international automotive industry, the UK sector is bouncing back. Production is increasing, and in 2022 the UK’s best-selling car was the Nissan Qashqai, built in Sunderland.

    The hon. Gentleman will know, when I respond to this question, just how seriously I take the sector, as he does—he and I have worked on this previously. I agree that the automotive industry is a vital part of the UK economy and I will go on to explain all the work we are doing there; if we add it all up, it is more or less a very strategic strategy. We know that it is integral to delivering on our levelling-up agenda, which is why it matters to so many constituents and why there are so many MPs in the Chamber today. We know that it matters to net zero and to advancing Global Britain. We also know how important this is to Members of Parliament because of the number of people who work in the sector.

    On Government support, the Government and industry have jointly committed approximately £1.4 billion in innovative projects through the Advanced Propulsion Centre to accelerate the development and commercialisation of strategically important vehicle technologies, strengthening our competitive edge internationally. We also work on the automotive transformation fund, which puts the UK at the forefront of transition to zero-emission vehicles.

    The Minister is sticking her fingers in her ears and burying her head in the sand on this question. The Government were told time and time again about the rules of origin issues, and the car industry seems to be another casualty of the Government’s damaging Brexit. Increasing the uptake of low-emission vehicles is vital to meeting our net zero goals, but the UK’s disastrous trade deals are making the domestic manufacture of those vehicles impossible.

    My hon. Friend is once again the lady of steel, raising the topic on behalf of the whole industry across the UK. She will know about our recent work to look at procurement and the whole lifecycle of supply chains, and to ensure that we are doing everything we can in the UK. She knows about our commitment to the steel sector—we have provided billions of pounds-worth of support for energy costs, and now there is a huge amount of support for decarbonisation—and because of her work, steel will not be left out of any conversation when it comes to advanced manufacturing.

    I am very proud to have the Vauxhall van plant in my constituency. I was going to ask the Minister whether the Government accepted that setting ambitious targets, such as the zero emission vehicle mandate, without a plan, alongside the issues with the rules of origin, was simply reckless, but I want to impress upon her that what we are debating impacts on people’s lives and livelihoods. Will she accept an invitation to Luton South to visit the Vauxhall van plant and speak with workers there, and their representatives, to see how Government decisions impact on people’s lives?

    We are very much aware of how this impacts on people’s lives. I can tell by the number of Members in the Chamber. I co-chair the Automotive Council, so I know how incredibly important it is that we are sensitive to the needs of the industry while delivering on our other ambitious targets, including net zero. For the meeting this week with the sector, I took a delegation over to the Department for Transport to explain a little further the challenges of the ZEV mandate. There is a huge commitment to delivering electric vehicles, but there are also challenges if we want to ensure that the UK automotive sector continues to be as competitive while delivering on our net zero ambitions. Of course, if the opportunity arises, I would be more than happy to visit the hon. Member’s manufacturing site when she is available. I will do my very best to try to make that happen.

    Stellantis gave evidence to the Select Committee on a number of issues, and it seems peculiar that just one particular point has been raised, which has been in process for quite some time. The confidence that the hon. Member can give his constituents is that Stellantis has invested over £100 million in the UK—that is the confidence that employees have as well. A series of submissions were made to the Select Committee, and I am sure that the Chair, the hon. Member for Bristol North West (Darren Jones), will see a lot of activity on the website going forward. I read out the submission from Nissan expressing the confidence it has in the UK, as well as in us being able to deliver a huge amount of technological advancement in providing net zero vehicles. I ask the hon. Member for Birkenhead (Mick Whitley) to read the submission in full, not just the snapshot that was in the news.

    I thank the hon. Member for that question, because it shows that we have to work across Whitehall. Access to the national grid is a major issue for any of the large manufacturers and of course, as their plans grow, they need to have greater access over a faster timetable than one would have previously thought National Grid would make available. Conversations are taking place, in particular with colleagues who were previously in the Department for Business, Energy and Industrial Strategy, who are now in the Department for Energy Security and Net Zero and are leading that relationship with National Grid. The issue comes up regularly in the meetings that we have with the manufacturing sector, and my priority is to support the advanced manufacturing sector, so the hon. Member can be assured that I am campaigning incredibly hard to make sure that all our advanced manufacturing sites—present or planned—get access to energy at a timetable that suits the business, not just National Grid.

    It is not about jam tomorrow: it is about money committed previously and money committed today. The transition to zero-emission vehicles is being supported by up to £1 billion for R&D and capital investments in strategically important parts of the electric vehicle supply chain, building on the £1.9 billion in spending review 2020. The Government have committed £620 million to support the transition to electric vehicles—that is committed today; it is not jam tomorrow. I ask the hon. Member to read all the submissions to the Select Committee, and to respond to the positive comments that have been made about why businesses continue to see the UK as a great place to manufacture cars.

  • 9 May 2023: Energy Bill [Lords]

    I would like to talk a little bit about the hydrogen village trials and the experience of the process in Whitby, because it has told me—and, indeed, this debate has highlighted—that it is not at all clear that we have the answers yet to how to reach net zero in home heating. Without that certainty, we do not have a hope of persuading people that the disruption, inconvenience and expense they will face is a sacrifice worth making to possibly at some point in the future reach net zero. I say that knowing that the vast majority of my constituents are persuaded of the urgent need to tackle climate change, as am I.

    We may have already learned the most important lesson, which is that if we do want to decarbonise the domestic energy market, technological change cannot simply be done to people. The Government need to decide which technologies they want to prioritise and then take a lead in persuading people that the choice being made is the right one, both for the individual and for the planet. However, when that choice is made, I ask them to please make sure that they have as many answers to the questions as possible, because my constituents know that, at the moment, the Health and Safety Executive has not signed off the use of hydrogen in the trials. They know that the energy needed to create green hydrogen is currently far greater than that which would be needed for other renewable sources. They know that it will cost them more, and that up until now 37 independent studies have shown that hydrogen is unlikely to play a significant role in home heating.

    In conclusion, hydrogen certainly has a role in industry. It probably has a role in transport too, but in the home that role seems far less certain. The uncomfortable reality is that we have yet to find the panacea for decarbonising home heating. Moving to unproven, uncertain technologies is not going to wash with the public, especially when they are being asked to make a significant sacrifice, and always when they are not going to be given any choice. Given the money that has been spent so far on persuading people of the merits of hydrogen in the home, the fact that I and the majority of my constituents are now more sceptical about it, not less, should give everyone food for thought about whether this whole exercise is really just a case of selling ice to Eskimos, and whether it needs to continue at all. I believe that Cadent has been given more than enough opportunity to demonstrate that these trials could be a good thing, but it has failed to take that opportunity. That is probably because, at the end of the day, this experiment just does not stack up, and the idea that my constituents would end up paying for it through a hydrogen levy just adds insult to injury.

    Let us look at what is happening around the world. With his Inflation Reduction Act, President Biden is taking steps to prepare the United States for an extremely challenging future. We have nothing approaching that scale or that ambition, at least not from the Government Benches, but those of us on the Labour Benches do have ambition. We are ready to face the challenges of global competition and climate change; we are seeking to reduce our dependence on fragile international supply chains with our plans to buy, make and sell more in Britain; we will have a real go at funding the step change in home insulation that is needed for this year’s and every subsequent year’s energy bills; and we will end the chronic disease of low-paid, insecure employment.

  • 17 Apr 2023: Pandemic Prevention, Preparedness and Response: International Agreement

    The treaty has nothing to do with Bill Gates, and it is not the first step in creating a world-dominating authoritarian state. I do not believe that it will even impede our sovereignty. It will enable the combined efforts of our brilliant researchers, medics and scientists jointly to tackle the increased threat that we face from pandemics. We achieve far more as a species when we work together. The far bigger risk to our continued existence on this planet is not the so-called great reset, but a descent into paranoia and distrust, such that we avoid using our brightest and best, they end up working in silos, and they do not share their knowledge and efforts collectively. We want to avoid that. From pandemics to climate change and eradicating global poverty, we face many challenges as a species, some of which are existential. If we do not seek to work together to meet those challenges, we will ultimately all be the worse off for it.

  • 23 May 2022: Taxes on Motor Fuel

    This debate cannot really happen in isolation and away from the influence of the Treasury, and we must be realistic and acknowledge that it will always be the primary driver of these decisions, given the huge amount of revenue that fuel duty brings in. Sooner or later, however, the debate must move on from whether we take off 2p here or add 2p there, because if we are to meet our net zero targets and move away from reliance on fossil fuels, we must also move away from reliance on taxing those fuels that we currently tax. At the heart of this is a complicated dilemma about moving to a similar fuel duty system for electric vehicles, which may disincentivise people to change. If instead we decide to tax people by the mile—I know that has been suggested in some quarters—that may disproportionately impact some communities, as well as removing one of the major reasons for investing in an electric vehicle in the first place.

  • 3 Nov 2021: Hospital Building Programme

    My hon. Friend probably needs to direct his pleas to the Minister more than me—at this stage, of course—but I would be delighted to visit the facility with him. I am sure that he will make a strong case for investment, as other Members have done. There is an issue with how the interplay works between some of the competing bids for what is obviously a very competitive process, which I will return to later. Like the hon. Member for Eddisbury (Edward Timpson), my hon. Friend the Member for Weaver Vale (Mike Amesbury) has shown that there is cross-party support for the case for a new hospital that was made by the hon. Member for Crewe and Nantwich, who also set out why this is good for patients. He talked about some of the issues around privacy, dignity and infection control, and he said that a new build gives us an opportunity to invest in modern digital infrastructure. Of course, he also mentioned important stuff to do with COP26 and the energy efficiency of a new build. Those were all well-made points.

    It is a pleasure to see you in the Chair, Mr McCabe. I thank my hon. Friend the Member for Birkenhead (Mick Whitley) for securing this debate and for the excellent points in his introductory comments. As he said, he has a long, proud association with Ellesmere Port through his time at Vauxhall Motors; that company, with many others, is synonymous with my town. It is vital for their future prosperity that we get this right. They all impact the local economy and they also use huge amounts of energy, contributing about 5% of total energy usage in the UK. Faced with that fact, companies are not oblivious to the need to change and have been working together on a whole series of projects that will contribute to reaching net zero and enhance our local economy at the same time. [Interruption.]

    Several Members have talked already about the HyNet North West project, which is vital for the future of industry, not just in my constituency but in the whole sub-region, if it is to meet the challenges of decarbonisation and increased energy costs.

    The concept of a just transition is not only realistic but essential if we are to achieve the aims that I think we all want to achieve. When I walk around my constituency in 10 years’ time, I want to see people going about their daily business in electric vehicles that have been manufactured in Ellesmere Port, powered by batteries that have been made locally, driving into secure, well-paid jobs that they can raise a family on in a manufacturing industry that is enjoying a renaissance thanks to the advances we have made in carbon capture and hydrogen. I want us to be living in a time when emissions have gone down but wealth has gone up. That is the future I want. I hope that the Government share our vision and will work with us to make it a reality.

  • 28 Oct 2019: Restoring Nature and Climate Change

    I congratulate my hon. Friend the Member for Cambridge (Daniel Zeichner) on his excellent introduction on behalf of the Petitions Committee. E-petitions have become a feature of this Parliament; they are an excellent way for the public to ensure that we hear their concerns and to press us to take action. It is fair to say that we have all received many representations on climate change in the past year or two, but today’s debate relates to a particular aspect that we have not touched on much. That shows that the climate emergency is moving up the agenda of the public’s priorities fast. In my view, we are not going far enough fast enough. How many of us can say that in our own lives we are doing all we can to tackle climate change?

    Of course, change should come from the top. The Committee on Climate Change’s report in May led the UK to adopt a net zero target by 2050, but it also found that the Government are failing to prepare the country for the inevitable impact of climate change. That failure is putting our communities and infrastructure at risk. The consequences of our actions are with us already: over the past two decades, severe weather events across the country have cost an average of £1.5 billion a year—only this weekend, parts of Cheshire were subject to severe flooding. Those figures will be dwarfed in coming years by the overall cost and effect of climate change, including the cost to our environment and the human cost as swathes of land become uninhabitable all over the globe. If we do not take action now, the effects predicted in this country alone will include a trebling of heat deaths by 2050, far more frequent flooding, and food insecurity, which is a matter of national security. This is an emergency—and, of course, we may well be one of the more fortunate countries in respect of the impact of climate change.

    We cannot and should not act alone, but that should not be an excuse for failing to take a lead. Why are we still financing fossil fuel projects overseas? According to Christian Aid, the UK Government are still spending more on fossil fuels than on renewable energy in developing countries. How does that set an example? It is not leadership. What does it say to the likes of China and India, whose CO 2 emissions dwarf our own? Will our desperation to seal trade agreements with those countries—should we ever leave the EU—inhibit our ability to talk candidly with them about their need to change tack, too? I have a particular regard to the United States in that respect.

    We know that natural climate solutions, and carbon capture and storage, can play a very important role in getting us to net zero. Rewilding and other natural climate solutions can be used to draw potentially millions of tonnes of CO 2 out of the air, and to restore and protect our living systems. Indeed, new research estimates that a worldwide planting programme could remove two thirds of all the emissions that have been pumped into the atmosphere by human activities. Of course, to do that we need to really prioritise the environment.

    I am sad to say that previous generations of politicians have failed to appreciate the enormity of what we now face. We are sleepwalking into a climate catastrophe, and unless we begin to face up to the fact that carbon reduction needs to be done now, we will be the last generation to enjoy the benefits of industrialisation and we will impose on the next generation the consequences of our indolence.

    This debate is not about some theoretical future prospect; it is about something that is happening now. We see it all around us, and around the world, with increased fires, droughts and cyclones. The warnings from the scientists are crystal-clear: unless we begin to tackle these issues with urgency, we will only see more of these climatic events. We should not hesitate to call this an emergency. People say words can be spoken in here that do not really change anything, and maybe at the moment they have a point, but we must show people that we can do better and that we have a real commitment from the heart of Government to tackle climate change. A substantial British green new deal should be central to that. It would reduce emissions, create employment and show the rest of the world that economic benefit and climate benefit are not mutually exclusive.

    We need to recognise that we are here now because there have been several centuries of relentless pursuit of economic growth without thought for the environmental consequences. There have been so many advances made in that time that it would be wrong to suggest that economic growth is a bad thing, but it is no longer tenable to consider economic advancement in isolation. The scale of the challenge we face from climate change should lead us to say that restoring nature is as much an economic imperative as a moral one.

    It is good to see you in the Chair, Ms McDonagh. I congratulate my hon. Friend the Member for Sheffield Central (Paul Blomfield) on securing the debate. If we have learned anything from the past few years, it is that people feel ignored by politicians and powerless to influence decisions about the most important things in their lives, such as whether a local hospital is kept open, whether their child’s education is properly funded, whether bus services continue so that they can get to work, or even whether they can afford to buy or rent a decent home to live in. They are told that the economy is growing, but everywhere they look services are being cut. Nowhere is that more true than in the north of England. The north has a population of 15 million people, which is roughly twice that of London. It has five major cities, 265 towns—including mine—and more than 1,000 villages and small communities. Our economy is more than twice the size of Scotland’s, and if the north were a country it would be the ninth largest in the EU. We have eight major ports, 29 universities and four national parks. We produce a third of the UK’s renewable energy and are leaders in the manufacturing, scientific and high-tech sectors. That is a pretty impressive CV.

    I would like to know whether our desperation to seal trade deals with other countries, especially the United States, will inhibit our ability to talk candidly with them about the need for them to change tack on climate change, because I want the Government to embed in any future trade agreements legally binding commitments to reduce carbon emissions, as we can do everything humanly possible in this country to reduce our carbon footprint, but if we continue to trade with the rest of the world as we do now, our efforts will be for nothing.

    We have to take responsibility for our actions—all of us. We have to declare a climate emergency and then we have to act on it. That is the most important thing: we have to take action, not just today but every day from now on in.

    The Prime Minister has said that our climate is the most precious thing that we can pass on to the next generation, and we would all agree with that, but how can those fine words possibly be consistent with these proposed changes? The Committee on Climate Change has stated categorically that supporting unconventional gas or oil extraction is incompatible with meeting our binding targets under the Climate Change Act 2008. We have spent months in here trapped in a Brexit mess of our own making, and all the while the impact of climate change both at home and abroad is happening around us. Are we so wrapped up in our own squabbles that we fail to fully appreciate the enormity of this?

    I fear that when we put all that together it is clear that we are sleepwalking into a climate catastrophe, and that unless we really begin to face up to the fact that we need to shift away from carbon-producing energy sources and we need to do it now, we will be the last generation to enjoy the benefits of industrialisation and it will it be the next generation who suffer the consequences of our selfish inaction.

    Members have talked about the challenges, which are on a par with climate change, global terrorism and various other apocalyptic scenarios. It is a sad fact that generally our constituents talk about these issues only when they become everyday concerns. If that happens with antimicrobial resistance, we will have failed. We are all committed to ensuring that that does not happen; we certainly have a duty to do so.
