    My right hon. Friend the Minister for Energy Security and Net Zero earlier mentioned the solar taskforce. Will my hon. Friend the Under-Secretary liaise with his colleagues and the National Farmers Union on combining community energy schemes with farmers and the rural sector? The solar taskforce mentions acres of supermarket rooftops being available for solar, but makes no reference to farm buildings. It makes sense that community schemes, working with local farmers in rural areas, can deliver community energy and allow farmers to diversify.

    Although the country and the Government are making huge progress—the Government are leading the world, to a great extent, with the UK’s net zero target of 2050 and the phasing out of the internal combustion engine by the beginning of the 2030s—it is hugely important that they set aspirations and lead other nations.

    Transport represents 27% of the UK’s greenhouse gas emissions, and road transport is somewhat over 85% of that. We should not underestimate the progress that has been made. There are now 39,000 charging points across the UK and about 1,135,000 plug-in vehicles. But, as the hon. Member for Strangford (Jim Shannon) said, the price of those vehicles and the lack of access to charging points prevent uptake. There is also a lack of a second-hand market—perhaps unsurprisingly, given the relatively recent development of the electric vehicle—which would mean more widespread availability and help the movement to electric vehicles.

    Does my hon. Friend agree that one of the benefits of the whole of East Anglia, working right down the coast from Great Yarmouth to his constituency, is that our local authorities —the county councils and the district authorities—work together closely on the issue of the East Anglian coastline? They face challenges in dealing with the MMO. For example, Great Yarmouth Borough Council has been frustrated in developing the operations and maintenance hub, a new area for renewable energy. It has seen delays of six months and eight and a half months to its progress because of the MMO’s slow decision making. Speeding that up—or, indeed, allowing the local authority to have more authority to get on with the works, given their knowledge from working with enabling authorities—would give us a faster and better way to deliver more jobs and a better coastal community.

    This is not an anti-China Bill; this is not an anti-Huawei Bill. This is about ensuring the greater resilience of our national security through our telecoms infrastructure. It is not about putting up barriers to entry for existing or new companies coming into the marketplace. I agree that we have to be robust against China when that is right, but we also need to recognise that there is a lot of co-operation and collaboration with China on trade and on climate change, so we agree on many things and we disagree on many things, but I do not think talk of sanctions is necessarily right at this stage.

    If it comes on stream, Nord Stream 2 will provide 12% of the EU’s energy demand. On the face of it, that sounds like good news, but it will remove about $1.8 billion of transit fees that currently benefit the Ukrainian economy, from the Progress and Trans-Siberian pipeline systems. I also understand why Germany wants to increase its imports of external energy. Again, on the face of it, that is a very laudable aim. Certainly, as Germany switches off its nuclear power stations and seeks to reduce its coal consumption to meet the EU’s climate change targets, it will invariably find itself more reliant on imports of foreign gas and oil, although I note that those sources of energy are also fossil fuels.

    I congratulate my hon. Friend on securing this debate. I agree that the issue is not just the geopolitical leverage the pipeline gives to Russia or sorting out Germany’s dependency on Russian gas. If the Foreign Office can take the lead in discouraging Germany from the scheme, it would send a clear message about the enthusiasm of all European countries to decarbonise. With that comes greater energy security through a better mix of renewables and the energy security that brings.

    My hon. Friend makes a very good point. As someone who sat on the Environmental Audit Committee many years ago, I remember a report we did called, “Keeping the lights on”. He is absolutely right that the whole of Europe, and in many ways Britain, has led the way on renewables. Germany, which prides itself as being green as a nation and being green politically—perhaps more so than some in Chancellor Merkel’s party would want—needs to ensure that it diversifies its energy supplies and its energy mix. That is good for energy security, the environment and reaching our climate change targets.
