What steps will the Minister take to reassure the clean energy industry that the UK is serious about the transition to net zero, which must include moving away from a commitment to max out oil and gas production?

The climate change emergency has been downgraded, the Government are going backwards on their commitments. Our rivers have been turned into open sewers. Schools are struggling to cover their costs. Public buildings are collapsing. Food bank use continues to soar, and more and more children are falling into poverty. All this zombie Government could offer in their last stand before the general election was this pathetic agenda. Instead of genuine attempts to fix the problems they have created, the Government have opted for more division and yet more authoritarian anti-strike measures; they do not believe that public service workers have a right to stand up for fair pay, conditions and better services for the patients they care about.

I have always maintained that East West Rail should be electrified or carbon free from day one, and I am disappointed that the Government have not committed to low or zero-emissions rail. It is outrageous that they are even thinking about a new rail project that is not powered by green technology. I hope the Minister will commit today to a green East West Rail, which will be vital if the Government have any chance of meeting their net zero targets.

I recently had a meeting with Cranfield Aerospace Solutions, which is on track to certify a zero-emissions aircraft for passenger flight in 2026. The company is growing and has an ambition to reintroduce whole aircraft manufacturing to the UK, bringing in new jobs. The ATI—Aerospace Technology Institute—investment programme has been important in getting to this point, but, as they go beyond research and development, what more will the Government do to support ambitious companies such as Cranfield Aerospace and Hybrid Air Vehicles to manufacture the technology they have developed in Bedfordshire?

I have been asking for clarity on the future of East-West Rail for well over a year now. The Government’s shambolic handling of the project is causing a lot of distress to my constituents in Bedford whose lives have been in limbo since their homes came under threat of demolition in 2020. We urgently need to see the massively delayed consultation response and route announcement. I urge the Government to publish the business case before they proceed with full consideration of the environmental impacts. No new rail infrastructure should be built if it is not compatible with our net zero targets.

The consultation response, which was due in March, has been delayed, so we are still none the wiser; we cannot even be sure whether the project will go ahead. I do not know why the Government will still not commit to electrifying the line from day one, given their net zero targets.

It is impossible to trust a word this Government say. They have so far refused to answer when I try to pin them down on the electrification of East West Rail. No new infrastructure plan should include the use of diesel trains if we are serious about reaching our net-zero targets. East West Rail must be electrified from day one to avoid the need for diesel locomotives and the future costs of retrofitting. Although it is important to investigate new ways to decarbonise transport, we know that existing technology such as rail electrification works now.

The Chancellor claims to want to tackle climate change and improve air quality through measures including the decarbonising of transport. If he is serious, this week of COP26 presents him with a great opportunity to commit himself to the electrification of the East West Rail line from day one to avoid the need for diesel locomotives and the future costs of retrofitting. Will he make that commitment today?

One of the most astonishing aspects of the Budget was that, just days before the most important climate conference in a generation, the Chancellor failed to mention “climate” or “environment” once. Green transport is key to reaching our net zero targets, and a green rail network must be part of that ambition. The Treasury will continue to plough billions into the UK’s rail network to help train operators to cope with a fall in passenger numbers because of covid-19, but the funding falls way short of what is needed to level up local economies and decarbonise the transport system.

In March 2019, Bedford Borough Council declared a climate emergency, and it has pledged to become carbon neutral by 2030. I know that many other local authorities have done so too. It has committed:
Many of my constituents are deeply concerned about climate change. They want to make a difference, despite how overwhelming the task feels. They can make a difference, however big or small, with initiatives such as community energy projects. The Government must do all they can to support and encourage such projects.
Bedford Borough Council was awarded more than £1.8 million from the South East Midlands local enterprise partnership’s Getting Building Fund last year, enabling plans for the all-new Bedford Green Technology and Innovation Park to become a reality. A former landfill site is being transformed into a green energy innovation park, and work is now under way at Elstow in Bedfordshire. Work to cap the closed 30-hectare site with clay began last year, and the site is soon set to become home to more than 1,800 solar panels, which will generate and supply on-site buildings and local businesses with low-carbon, clean energy.
There is a huge consensus of support for initiatives such as solar panels in schools. What better way to show the generation that is most going to have to deal with the consequences of the rampant abuse of fossil fuels that we mean business than to have their schools run on green energy? Although the Government talk the talk on such initiatives, they are not walking the walk. We need urgent and early action, not words.

Over six months ago, the Intergovernmental Panel on Climate Change warned that we had just 12 years to limit climate change catastrophe. The leading scientific experts in the world told us in no uncertain terms that urgent changes were needed to cut the risk of extreme heat, drought, floods and poverty. To put it another way, we should take urgent action before catastrophic life loss occurs. No such urgent action has taken place.
At the World Economic Forum in January, Sir David Attenborough told world leaders that we are destroying the natural world—and with it, ourselves. But no real urgent action followed. We have known for decades now that climate change was a threat to our planet. Many have devoted their lives to the climate change cause, to wake the world from its complacency and make it understand the gravity of the situation. But human beings are not great at planning and preparing for their future, and even less good at planning for the benefit of future generations.
I am very pleased that last month Bedford Borough Council voted unanimously to declare a climate emergency and committed to a six-month project to identify actions needed to achieve its 2030 carbon neutrality target. We heard from scientists who talked of the deafening sound of huge glaciers calving off the Greenland ice shelf and said that the current logging and burning of tropical forests releases more carbon dioxide than our remaining forests could possibly absorb.
I urge this Government, like Bedford Borough Council and other local authorities, to show true world leadership and declare a climate emergency. Nothing short of a green revolution will do. I am very happy to support the motion.

This surprisingly warm weather has been a pleasure for most of us this week, but I know I am not the only one who feels unnerved by it. We must be cautious about attributing every single extreme weather event to climate change, but the evidence of our senses, as well as what the vast majority of climate scientists tell us, is overwhelming. The Met Office has already warned that changes to our weather are unprecedented. In 2018, global carbon emissions, a key driver of global warming, reached an all-time high. We are going in the wrong direction.
It is difficult to know why political leaders have taken so long to address climate change when the public want them to, and it is impossible to comprehend why some are still wasting such precious time denying it. I am pleased that Bedford Borough Council has committed to declaring a climate emergency, but the older generation is really letting young people down on this issue. They have every right to be angry about the future that we shall pass on to them. Rather than criticising them for taking time out of school to protest on the biggest issue facing our planet, it is time we listened to them and shared their sense of urgency and alarm.
I am pleased that the UK has signed up to the Paris agreement goal of limiting global warming to 1.5 °C above pre-industrial levels, but we are a long way off achieving it. Tougher action is needed, which is why I support the target of net zero emissions by 2050. The Government claim to support the target but that has not been followed up with action. The scale and scope of our policies to address climate change should be defined not by political compromises and unambitious targets but by what is necessary to keep temperatures within safe levels. I agree with Sir David Attenborough: unless we sort ourselves out now, we are dooming our children and grandchildren to an appalling future.
