    The Climate Change Committee has said that there should be no more than a 25% increase in airport capacity, compared with 2018 levels, if we are to achieve net zero by 2050, yet current planned and recently approved airport expansions will allow for a 50% to 70% increase in demand. Can the Secretary of State explain why Ministers in the Department for Transport are considering giving a green light to a third runway at Heathrow? How on earth will that allow the country to meet its net zero targets?

    It is no secret that our water system is under pressure. Both population growth and climate change are challenges that must be overcome, so I recognise and welcome the work that Thames Water has undertaken to prepare for future water shortages. However, because of the limited capacity and the potentially disastrous impact on water quality and the environment, our community believes that Thames Water has taken a damaging wrong turn in promoting a water recycling scheme at Teddington.

    Since the last general election, we have gone from one Prime Minister who threatened to lay down in front of the bulldozers at Heathrow—but who was tellingly missing for a critical vote in the House of Commons on Heathrow expansion—to another who actively supported expansion, although luckily her tenure was short lived. Our current Prime Minister has taken a leaf out of their book, talking tough on climate change and net zero while instructing his Chancellor to slash air passenger duty on domestic flights. I hope the Minister will clarify the Prime Minister’s position on the third runway project. In particular, as the hon. Member for Putney said, we need a review of the airports national policy statement; it is five years old, and the analysis is completely out of date, especially given the pandemic. We need a commitment to a national aviation strategy that addresses the sector as a whole, not just Heathrow.

    To conclude, I speak on behalf of thousands of residents across Twickenham and south-west London, as well as London Liberal Democrat MPs, Richmond Council and members of the Greater London Assembly, when I say that we wholeheartedly and vehemently oppose a third runway at Heathrow airport. We will mobilise against any further plans. It is bad for the environment, bad for local communities, bad for our net zero targets and even potentially bad for our economy. It is time that the Government woke up, smelt the kerosene and opposed Heathrow expansion.

    As the hon. Member laid out, hospices have not been classified as an energy-intensive industry, whereas many other places—including even botanical gardens, I think—have been. Hospices are therefore not getting the additional support, yet supporting care for those with very serious conditions is an energy-intensive task. Hon. Members who have visited hospices will have seen the paraphernalia and the equipment, and children and their families also have to be kept warm. It is absurd. I plead with the Minister to make strong representations to his colleagues in the Treasury to ensure hospices are reclassified as energy intensive. Earlier this week in departmental questions, my hon. Friend the Member for Westmorland and Lonsdale (Tim Farron) asked the Secretary of State for Energy Security and Net Zero to consider a specific fund to support hospices with their energy costs. The Secretary of State said he would look at those concerns. I therefore task the Minister with speaking to both the Secretary of State and colleagues at the Treasury to see what can be done to support Shooting Star and many other hospices.

    T8. An ambitious nationwide insulation programme is absolutely essential to meeting our net zero target, although I note this morning that the hon. Member for Saffron Walden (Kemi Badenoch) has described that goal as “unilateral economic disarmament”. If she and others hoping to be Prime Minister had attended Sir Patrick Vallance’s alarming briefing yesterday on the climate crisis, she would have understood how important it was to reduce household emissions.     We know the majority of the public want to see more in the curriculum on climate change and the environment. I recently ran a local petition on my website about making climate education a stand-alone subject. We can have a discussion on whether it should stand alone, but just locally I got over 300 signatures, so there is definitely a desire out there. We have heard that the UN has asked that climate change education plays a central role in updated nationally determined contributions in terms of the Paris agreement pledges. Now we are going into COP26, so I hope we will see new pledges on climate change education.

    As I touched on already, we can talk about whether there is a sustainability thread running through everything and whether we have a stand-alone subject or a stand-alone GCSE. Children starting secondary school are already asking this. One of the first questions that the daughter of one of my members of staff asked was, “Can I take a climate change GCSE?” We should be offering that. Climate change education is split across science and geography, but fewer than 50% of pupils are taking geography GCSE, so a core part of that curriculum is not being taught to many young people. The Liberal Democrats have talked about having a curriculum for life taught in schools, with climate change being part of that. These are details to discuss, but we are all united in saying that this needs to be a core part of the curriculum.

    A Natural England survey last year showed the income and racial inequalities in terms of access to the natural environment. As with so many other things, that has been exacerbated by the pandemic. We know that fewer people from ethnic minorities and fewer people from lower income backgrounds have managed to get access to outside space. My hon. Friend the Member for Westmorland and Lonsdale (Tim Farron) has been campaigning for a nature premium for schools to boost outdoor education. There are mental wellbeing benefits, there are physical wellbeing benefits, and there are educational benefits, so we need a joined-up approach to climate education in the curriculum. I hope the Minister will respond positively given the cross-party consensus. This needs to go beyond COP26; it is great that we are having these discussions now, but we need long-term commitment and action.

    I will finish by saying that here we are, on the eve of COP26, and we cannot have a car-led recovery. We need to be incentivising rail travel—these cuts will simply push people into their cars—and we need a clear plan to boost rail travel post pandemic. It is clear that these cuts are financially driven, but they are financially illiterate, because we will have all the fixed costs of the network remaining in place while passenger numbers are depressed and revenue is therefore reduced.

    I hope the Secretary of State will join me in welcoming my hon. Friend the new Member for Chesham and Amersham (Sarah Green) to the Chamber today. I am sure he will agree that it is critical that children and young people learn about the scientific causes and consequences of climate change, and that they are equipped for the future in terms of practical action and the impact on jobs and future careers. With fewer than 50% of GSCE pupils taking geography, what consideration has he given to creating a standalone subject that properly prepares and empowers our young people to engage with climate change?

    Despite the heavily publicised announcement last week that aviation emissions will be counted towards the UK’s sixth carbon budget, the Conservative Government have made no moves to cancel their plan for a third runway at Heathrow airport or update their aviation national policy statement, which remains in favour of Heathrow expansion. If the Prime Minister is serious about air pollution and climate change, it is time for him to make good on his promise to scrap a third runway.

    In the short term, these sectors can be enabled to kick-start the recovery now. In the longer term, the Chancellor has talked a good game on green jobs, but his announcement today does not go nearly far enough. We need an ambitious green recovery package that seeks to insulate every home in the next 10 years and massively expand renewable energy and new air quality standards. That is why it is also time that the Government put the final nail in the coffin of any plans to build a third runway at Heathrow.

    I thank the Labour Front-Bench team for moving this motion, and I welcome the unanimity across the Chamber, and the growing sense of urgency among the public, on taking tougher action on the climate emergency. The question arises as to whether the political rhetoric matches the reality in terms of policy and action.

    We need to do much more to expand our railways if we are to tempt people out of their cars and away from domestic flights, in order to reduce emissions. So I particularly welcome the motion’s call to bring aviation emissions within the UK’s climate targets. It is therefore somewhat surprising—no, negligent—that neither this Opposition motion, nor anything we have heard from those on the Government Benches today calls for the cancellation of a third runway at Heathrow.

    I am disappointed that the amendment that I tabled with Liberal Democrat colleagues has not been selected for debate. Heathrow is the UK’s biggest single source of carbon emissions, and a third runway would increase carbon emissions by up to 9 million tonnes, making achieving net zero significantly harder. Indeed, the Committee on Climate Change said in 2016 that the construction of a third runway might break the Government’s own climate change laws. How can the Conservatives or Labour be serious about their commitment to tackle climate change unless they join my Liberal Democrat colleagues and me in calling very clearly for a third runway to be cancelled?

    All my predecessors, including the former Conservative Member Tania Mathias, were united in opposing the expansion of Heathrow airport, and I will continue that fight. As Heathrow is the biggest single source of greenhouse gas emissions in this country, regularly breaching statutory air pollution limits, building a third runway would be an immensely regressive step in tackling the climate emergency, and would have a significant impact on the health and wellbeing of tens of thousands of local residents. I invite the Prime Minister to keep his promise to lie down in front of the bulldozers.
