Britain is blessed with many of the world’s greatest innovators: the developers of the covid vaccine and the internet, cancer specialists and green energy pioneers. We are home to those who are at the vanguard of research, yet they have been failed by this Conservative Government time and again. They have left our researchers locked out of the world’s leading scientific collaboration project, worth over £80 billion, for the past two years. It has been like keeping Lionel Messi or England’s Lucy Bronze out of the World cup.
I warmly welcome the statement by my right hon. Friend and constituency neighbour. It will be warmly welcomed by the scientific community across the United Kingdom. It might even be described as one small step for her but a giant leap for British science. Will she comment particularly on Arctic science, as 78 universities or other institutions are looking into matters in the Arctic at this moment? They will warmly welcome the rejoining of Horizon, but I want to hear from her a particular commitment by the British Government to further support British science in the Arctic. It is such an important area with regard to climate change and other things, and I want to hear that she and her hon. Friend, the Minister for Science, Research and Innovation, who does great work on these matters, is fully committed to supporting British science in the Arctic.

Previous Ministers—including the previous Brexit Secretary, no less—failed to understand the important role that the port of Dover plays in UK imports and exports. I would not normally consider this necessary, but I feel that I may have to explain, for the benefit of some of the sedentary chunterers across the Chamber, that the Pacific is quite some distance away from the UK, which is why even the Government’s own forecasts are predicting that the UK emissions of greenhouse gases will increase as a result of this deal.

On climate change in the Australia deal, the Government failed to include a specific commitment to limiting the rise in global temperatures to 1.5 degrees. On workers’ rights, there was a failure to include commitments to the International Labour Organisation conventions, and there was a lack of substantial concessions on geographical indicators. Unless there is a change of negotiating approach, this weakness in negotiations will have even further consequences for this country in deal after deal.

We also see in the Australian deal a lack of success on tackling climate change. The former COP26 President, the right hon. Member for Reading West (Alok Sharma), told the House last December that the Australia deal would reaffirm

The current Secretary of State for International Trade, the right hon. Member for Saffron Walden (Kemi Badenoch), was sadly not here to open the debate. When she was standing to be Conservative party leader, she branded the net zero climate target “unilateral economic disarmament”. I think it is fair to say that there are worries about her commitment to delivering the progress needed on climate change, given that she has expressed that view publicly. Not only does that view misjudge the economic imperative of action to tackle climate change, but it fails to recognise the huge opportunities that the transition to net zero could provide. The question must also be asked: how broken can a party be when dabbling with climate change denial is a way to drum up support from its members?
I want to highlight the real challenge in the Committee for the Bill that the Minister referred to, which was not a Bill about giving effect to a whole range but a specific, narrow Bill on public procurement provisions. The nature of the Bill meant that, under the entirely appropriate rules of this House, finding areas of debate in Committee was very difficult. It was prohibitively narrow: climate change, workers’ rights, consultation with devolved Administrations and animal welfare were not within the scope of the Bill. The agreements were signed before they came before Parliament, so the scope for meaningful debate was fatally curtailed. There has been no scrutiny worthy of the name.

The Opposition will press four issues in Committee: farming and animal welfare; climate change; labour standards and workers’ rights; and, as has been raised in interventions, the role of the devolved Administrations in the process of negotiation and ratification, and the protection of geographical indicators. Let me deal first with farming and animal welfare. Labour is proud of our farmers and the high standards that they uphold, and we are confident in British produce to be popular in new markets, but we also recognise the need for a level playing field for our farmers.
I turn to climate change. I realise that the Conservative party has a long-standing reliance on conservative allies from Australia, not least with the appointment of Tony Abbott to the trade board, but surely it has not signed up to some of the more extreme views that he and his colleagues hold on climate change, including that it is “probably doing good”. The current COP26 President, the right hon. Member for Reading West (Alok Sharma)—

Frankly, I would have cheered as the hon. Lady did if, a few weeks later, the deal had actually contained what the right hon. Gentleman said it would. However, the explicit commitment to limit global warming to 1.5° was not in the deal, despite what had been said. What went wrong in the final couple of weeks of the negotiation? Did Ministers simply give in for the sake of getting a completed deal? It is a lesson that tariff-free access to our UK market should not be given away easily. Looking at the concessions made by the Government in those final weeks, are people not right to worry that the Government are more interested in the press release announcing the completed deal than they are in standing up for UK jobs and livelihoods? It surely cannot be right that, as across the world we debate the devastating impact of climate change, we are not capturing that fully in deals like this. Not only is it dangerous to the planet, but it fails to recognise the huge business and export potential that climate change technology, innovation and services can create. It is not only environmentally unsound, but it also makes bad business sense. I implore Ministers to speak again with the new Administration in Australia to see what more can be done to take joint action on climate change, and to put it at the front and centre of the very well established and historic relationship between the two countries. I am sure that the recent change in Government in Australia will be beneficial in enabling that to happen.
In addition to climate change and the other areas that my right hon. Friend raises, the British Medical Association and the royal colleges are still very concerned about the impact on our NHS of the new trade deals being negotiated, with profit rather than patients being the prime focus. Is he reassured by the passage of the Bill?
Returning to climate change, we really must use future trade deals to drive forward this agenda and recognise the mutual benefit of tackling the biggest challenge of our generation.
I will not hold the Government to impossible standards and of course there are aspects of the deals that I welcome. In particular, the provisions to advance women’s economic empowerment across the New Zealand agreement are to be welcomed. Chapter 25 enables collaborative work between the UK and New Zealand to support women business owners, entrepreneurs and workers to access opportunities for international trade, complementing other areas, such as small and medium-sized enterprises—mentioned in an intervention—services, procurement, labour, development and digital trade. I was pleased to meet the Prime Minister of New Zealand on her recent visit, and I know that the New Zealand Government share ambitious climate goals and the need to uphold workers’ rights. However, after looking at the two deals and the differences between them, I observe that they seem to be more a consequence of the political persuasion of the Governments with whom Ministers here were negotiating, rather than a deliberate strategy on the part of Ministers.
A dynamic trade policy that aligns with a clear industrial strategy is vital to boosting our appalling levels of growth and averting recession, yet we find that the Australia deal does not even mention the specific target on climate change, despite that being one of the great challenges of our generation.

Labour backs our steel communities up and down the country. Our steel sector is foundational for our economy; we must support it, now and as we transition to net zero. However, it is regrettable that resolution of the issue has once again gone to the eleventh hour, just as it did when the present Foreign Secretary extended the safeguards last year, and that the Secretary of State did not even attend the Select Committee this morning to face scrutiny.
Let me also put on record that the last-minute rush to extend safeguards in no way makes up for the shortcomings in support for the steel industry from this Government, and that Labour has set out plans to secure the industry’s future for years to come by investing £3 billion in the transition to net zero over the next 10 years.
My hon. Friend has been championing her steelworks, and we have worked closely to understand the support needed. There are already a number of examples of supports for the sector. Since 2013, more than £600 million of relief has been provided to the steel industry to help with high electricity costs. The £315 million industrial energy transformation fund is also available, and the £1 billion net zero innovation portfolio is also a really important part of the work that we are going to do. I absolutely hear my hon. Friend and I will continue to work with colleagues across Government, especially the Secretary of State for Business, Energy and Industrial Strategy, to support the steel industry, to transform it and to take on the challenges of clean steel, which is part of our net zero challenge.
The right hon. Gentleman is right that, as part of the 10-point plan set out by the Prime Minister back in 2020 and the work the Government have continued to do to be at the forefront of solving some of the net zero challenges, of which steel is at the heart of so many, the Government will continue to work with the industry to find long-term solutions both through technological change and through developing clean steel. Hydrogen and other potential energy solutions are currently part of that mix.
The hon. Lady, with whom I have worked on many issues, is a doughty champion of all in her constituency, including Liberty Steel. We will continue to work with all steel producers through the DIT and across Government to make sure we drive forward solutions not only on high energy prices, on which there are a number of sources of support for the steel industry, but on making sure we have the best steel we need, produced in the UK, as we move towards net zero. It is a strategically crucial industry for us. Our producers need to be able not only to produce what our downstream users need, but to export some of the finest steel production in the world to the rest of the world, where it is needed. Having been able to remove the section 232 tariffs, we are now going to see some of our high-end steel production back in the US market. That is important to the US, because some of the stuff it imports we make here, and it needs it. So we are going to continue to work to ensure that those flows—imports and exports—are as they should be and are part of the free and fair trade that the steel industry needs to have.
As I mentioned, there is a £1 billion net zero innovation portfolio, managed by the Department for Business, Energy and Industrial Strategy, in which we are seeing the thinking and the projects coming through to help our industries move into clean steel and the clean generation of any number of parts of our economy, so that we can meet our net zero commitments. We have committed to be 78% net zero by 2035—this is one of the highest commitments in the world. That is a huge challenge and every one of our industries needs to be involved, making changes not only to themselves but through their supply chains, so that we can meet that net zero challenge. We are doing that not because we like a big industrial challenge, but because it is incredibly important that we do it, as part of our commitment to the global challenge to bring down our carbon dioxide emissions and because British businesses are designing and coming up with the innovative solutions with which we can help the rest of the world to do it. My Department is proud of, and is championing, all that British innovation is doing with the rest of the world to help it meet those challenges as well.
I appreciate that it is sometimes necessary in the national interest to impose trade restrictions, but free trade is the way to increase competition, bring down prices and raise living standards. The fact is that energy-intensive industries in the United Kingdom have been shedding jobs for many years now, partly because of the energy price costs that have resulted from the Government’s net zero policy. Does the necessity for today’s decision not give the Government another reason to examine the wisdom of the current net zero policy, given that the priority for our competitors is cheap energy produced from fossil fuel?
As I said earlier, we have provided over £600 million in financial relief to the steel industry since 2013 to address high electricity costs, and the recent security strategy on energy continues to support that. This will be an issue for some time, which is why my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy continues to work with all energy-intensive industries to find solutions. However, it is absolutely right to continue pushing forwards on our net zero agenda, because we need to have security of electricity and other energy supplies and to move to clean energy sources as we transition away from hydrocarbons. In that way, we will have not only security but clean energy, and we need the rest of the world to do the same. If we do not do these things, large parts of our planet will no longer be habitable, because of the climate change impacts.
The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for North East Derbyshire, will have heard that question. It is not within my purview to set such a policy, but the Government want to continue to ensure that, as we drive forward our net zero strategy to meet these challenges, every part of our industrial base moves to a net zero position, and that will involve clean steel. We will continue to work across Government to help find those solutions in the long term.
My constituents work at the nearby Corby steelworks, and I see the Under-Secretary of State for the Home Department, my hon. Friend the Member for Corby (Tom Pursglove), on the Front Bench supporting the Minister. However, I have concerns that we have gone down the protectionism route rather than cut energy costs. I am afraid that the Secretary of State has mentioned net zero more times than she has mentioned cutting energy costs. I am disappointed that we do not have a policy of saving the steel industry. It is no good talking about green steel in the future if we do not have an industry. I hope that the next statement will be about cutting the energy costs to the steel industry.
May I thank my right hon. Friend on behalf of all those who work for REIDsteel, which is the largest private sector employer in Christchurch, manufacturing and supplying steel structures across the world? However, what will happen in two years’ time? Can she guarantee that REIDsteel will be able to get supplies of clean British steel in two years’ time? If not, will she not need to abandon this net zero doctrine? What is more important than actually being able to supply homegrown steel so that people in Christchurch can manufacture and export their products?
My hon. Friend is a champion for his constituents, and it is great to hear more about REIDsteel. As all downstream users look to meet their net zero commitments and demand cleaner steel, we will see industry changing. A healthy industry, as we see now, has both imports and exports. We export some of our British steel to the US for its defence industry—they do not make that particular specialist steel themselves. As in any good business, we are sharing our expertise with industries abroad. Equally, there are some steels that we do not make in the UK that we therefore import. As regards the category 12 steel safeguard, I have decided to extend the TRQ because downstream users have been clear to me that they need more of that steel. We do not produce it domestically in the quantities that would meet that need, so it is right to ensure that the balance of the market is right for our downstream users. I look forward to seeing REIDsteel continuing to thrive in the years ahead.

On climate change, which the Secretary of State mentioned, the COP26 president said, on 1 December, that the deal would reaffirm

But an explicit commitment to limiting global warming to 1.5° is not in the deal. Perhaps the Secretary of State can tell us what went wrong in those final days. Does the Secretary of State also accept that the failure to include that explicitly in this important deal damages the UK’s ability to lead on climate change on the world stage— [ Interruption. ] Ministers shout at me, but they told the House on 1 December that it would be included. What went wrong?
On standards, the animal welfare chapter is the first one the Australians have ever done. Their commitment to moving forwards—as the right hon. Gentleman says, there is the non-regression piece—and to working with us is really important. In the same way that the environmental chapter does, that commitment shows their very clear policy objective as a nation to move forwards. The environmental chapter is, again, the first they have ever committed to, and in it they have committed to the Paris agreement. As we were in the final throes of the negotiations—I was very much involved, and it was a great honour, at COP26 with the President of COP26—Australia brought forward a net zero commitment, which is something that many have failed to do in Australian politics. That commitment, alongside this environmental chapter, shows a very strong commitment by the Australians to move forward on this issue. We will work together, not only as mutual friends and allies, but with other countries to help them meet their net zero commitment. That is a really important commitment.
I, too, am grateful for sight of the statement by the Secretary of State. Trade deals are the ultimate curate’s egg—there are things to admire and things to dislike in all of them. There are things to admire in this deal. I am grateful for that, and I welcome such progress as has been made. In the European Parliament, I was in favour of ambitious trade deals, and often found myself voting against the deals that had been negotiated because I thought that they could go further on environmental standards, human rights and climate change. In this deal, there really is a missed opportunity on climate change. It could have gone an awful lot further with one of the key countries in the world in the fight against climate change, and the standards could have been an awful lot higher.
I am thrilled to hear that the hon. Gentleman is a supporter of ambitious trade deals, and I look forward to working closely with him in the months and years ahead as we continue to do many more. This is the first of many. It is an exciting, broad, liberalising trade deal for both parties, and I am disappointed that he thinks differently. Australia has for the first time ever agreed to an environmental chapter and made climate change commitments to embed in a treaty with us its commitment to the Paris agreement, which we all understand very clearly and which was reiterated at COP26 in Glasgow. The aim to keep 1.5 alive continues to be the commitment that the world makes. Australia has, as I have just said, made the commitment for the first time to a net zero strategy for its own nation. We should commend its effort to do that and its willingness to embed in a treaty with the UK—a world-leading nation when it comes to driving the environmental agenda—the fact that it wants to work closely with us to make sure that we make progress.
In this free trade agreement, the UK and Australia have committed to combat illegal logging and related trades, which, as the hon. Lady pointed out, is critical to the preservation of our natural environment and that critical biodiversity—an area that the UK has led on in the COP26 discussions led by Lord Goldsmith through the nature track in Glasgow. The environment chapter in this free trade agreement recognised the importance of sustainable forestry management, and it strengthens our relationship of co-operation and information sharing on a bilateral basis. We have also agreed provisions on promoting and co-operating on the transition towards a circular economy in reducing waste that goes beyond the CPTPP arrangements that Australia has with its neighbours, alongside working in further areas such as air quality and marine litter. There is a really important starting point for the work that we will do together with Australia to ensure that deforestation becomes a thing of the past.
Happy new year, Madam Deputy Speaker. In the Committee stage of the Trade Act 2021, I tabled a series of amendments to include environmental chapters in all future trade agreements. The Government rejected all our amendments of that nature on the basis that such chapters would be included on a deal-by-deal basis, but that was not true, was it? The procurement chapter of the agreement specifically excludes the environmental chapter. As my right hon. Friend the Member for Torfaen (Nick Thomas-Symonds) said, the failure to include 1.5°, added to the exclusion of an environmental chapter, means that the Government have completely undermined in this trade agreement any commitment to tackling the climate crisis.
I am very proud that we have the environmental chapter in the free trade agreement, which sets out a mutual commitment to the Paris agreement. As I set out earlier, that was reiterated as meaning keeping 1.5° alive at COP26, where the Australians and we led the charge to ensure that we all work together to try to meet that challenge and maintain our climate.

The objective of the New Zealand-led international agreement on climate change, trade and sustainability is to break down global barriers to trade in green goods and services and eliminate the subsidies that are propping up fossil fuel producers. The Secretary of State announced last week that the UK would not be taking part in this crucial initiative. Can the Minister explain why?

I will come to the right hon. Gentleman’s other points, including the fact that there is a global migration crisis. This is not new—this is absolutely not new. Even in my days at the Department for International Development, humanitarian and climate crises led to forced displacement. We have seen many movements of people, through the Sahel, Libya and the eastern Mediterranean, since 2013, 2014 and 2015, culminating in much vaster people movements, with the Afghanistan crisis and other points as well.
First and foremost, there is a great deal of work. I should emphasise that the right hon. Gentleman’s comments are presented in a light that is actually quite unfair and unreflective of the work that takes place across Government with multilateral organisations and the global situation. Humanitarian crises lead to displacement and climate crisis leads to displacement—that is a fact of life. None of this is new; it has existed for decades and decades. That is why the international community comes together, whether that is in convening power through the European Union, through the UN or through multilateral systems. That is exactly how it works.

That failure also extends to economic support. It is why the Government must come forward with the long-promised sector-specific support deal called for by my hon. Friend the shadow Transport Secretary, saving jobs and ensuring that there are environmental improvements as set out in this motion. Let me be clear: we need to see this support package, and the money needs to be properly targeted to meet its aims. We have seen appalling fire and rehire tactics, which should be outlawed. That practice has no place in our country and it is an insult to workers. Staff salaries should be protected with a clear commitment to workers’ rights, and let us see a commitment to cleaner fuels and other cutting-edge low or zero-emission technologies. Companies’ tax bases should be in the UK, and there should not be dividends paid until a company is commercially viable. UK-based suppliers must be the priority, and operators must comply with consumer rights regulations. The Government have known the need for this for months, and inaction and continuing inaction is not the answer.

It has been sad to watch a summer of the Government chasing cheap newspaper headlines, rather than getting a grip of this challenge, because growing global climate change will only make more challenging migration patterns for European countries. We need a cross-European solution. We have heard from the Minister for immigration compliance what his solution is: “Nothing to do with me, guv—stay in Italy, stay in Greece, stay in France, stay in Germany.” That will not do. So what are the Minister and the Home Office doing, today, to get to a mature, equitable and humane solution with our European partners?
The Minister keeps referring to applying for asylum in the first safe country, as though it were a legal requirement. It is not—it is one of the criteria under Dublin. People have a right to apply in any country they choose and family reunion is supposed to take precedence, so I would like him to correct that when he replies. I would also like him to say whether his Government will focus more on the causes of migration, including the accelerating climate emergency, and take seriously a Bill that I will be tabling later today—the climate and ecological emergency Bill—which is designed precisely to try to tackle some of these root causes of why so many people are taking to dangerous boats.
Of course we agree that dealing with issues in source countries—economic issues and others—is a vital part of fixing this problem. Migration trends across the world, and into Europe across the Mediterranean and the Aegean, have grown dramatically over the last few years. The small boat crossings that we are seeing are a small part of that much bigger picture. This Government have done a huge amount on climate change. We have virtually eliminated coal-fired power stations, one of the biggest emitters of greenhouse gases, and CO 2 emissions generally in this country have fallen dramatically over the last 10 or 15 years, as the hon. Lady well knows.
