    The Energy Security and Net Zero Secretary is again showing his leadership by driving down energy costs through his renewable sprint, with GB Energy and the retrofitting of homes. In the light of the report from the Committee on Fuel Poverty, highlighting how progress to achieve fuel security slowed under the last Government, he completely gets the opportunity of power. I simply urge him to achieve a social tariff, so that the oil and gas giants, profiteering to the tune of tens of billions, are made to help those wrapped in jumpers and blankets.

    I have met Yorkshire Water, the Environment Agency and City of York Council to look at what is happening in our city. We have a major choice to make. Do we shut water out and have the continual battle of keeping it away, as the hon. Member for Shrewsbury and Atcham (Daniel Kawczynski) suggested, or do we learn to live with water? It is a very difficult choice, given the climate changes we are seeing; Members from across the House have articulated how much more frequent flooding is and the extent to which water levels are rising. I have praised our flood defences, but we know that we do not have long in relative terms until they will be challenged. What do we do at that juncture? We have been looking across the globe, as the hon. Member mentioned, but this is very real for us now. We have to make strategic choices about how we manage water, while remembering that flooding is not our greatest threat—drought is—so we also need to think about what we are doing on storage for the long term. York does not have one river; we have two. Of course, many of our towns and cities were built along rivers, which were traditionally trading routes. We have to deal with that.

    It will be tough for Labour—our inheritance has been squandered—but we will stabilise, invest in and reform the economy. We must do so, rebuilding with fundamental Labour values that determine economic competence and stability and address the scourge of inequality. We will invest in future industries and jobs, innovations, entrepreneurs, and science and technology, not least on climate mitigation, with Great British Energy decarbonising the grid. We will double onshore wind, triple solar power and quadruple offshore wind, bringing down energy bills for the benefit of all.

    Nice and Berlin witnessed hostile vehicle terrorism in 2016 and Barcelona, Westminster and others in 2017—we will never forget—so, following discussions, the police, the counter-terrorism unit and what is now the National Protective Security Authority believed that York needed protections. The minster was the first out of the blocks, as blocks were literally put around that magnificent cathedral to prevent vehicle incursion. Discussions also suggested that some thoroughfares might present a risk and needed further mitigation. Years passed and nothing happened, so clearly urgency was not apparent. In June 2020, barriers suddenly appeared without any consultation. That was due not to terrorist threats, but to covid and the need for social distancing. No one talked to disabled people. They were locked out by section 18 of the Traffic Order Procedure (Coronavirus) (Amendment) (England) Regulations 2020, which provided for a temporary ban for blue badge holders. We were then told by Green party councillors that it was because that was better for the environment, as if disabled people caused climate change and did not also want to save the planet. Then the barriers were for street cafés, to aid covid recovery, as opposed to ensuring that disabled people could spend their “purple pound” in York.

    Before the Minister makes all sound well and plausible, I want us to appreciate the environment in which we are calling for immediate and urgent talks to settle our future in Horizon Europe. I welcome the new Department for Science, Innovation and Technology, which brings focus, and I welcome the commitment on energy. However, President Biden’s Inflation Reduction Act is dwarfing the global community. His “Build Back Better” plan for life sciences, climate mitigation and industrial investment is ambitious, challenging and market-changing, built on invest-to-save principles. He is investing half of what he will see in return, posturing as a global leader and ensuring that he is sucking in the global science community. Things are scaling and advancing at pace.

We have a climate crisis and are talking, at this very cold time, about the need to retrofit homes, yet we do not have the skills or the workforce to do that. We could train a new generation of workers to be part of the army that will be needed to address those issues. Construction and engineering are other examples. There are so many such areas.

    There are a number of useful provisions in the Bill that we support, but we fear that any benefits that might flow from them will ultimately be undermined by others that risk causing serious harm, whether it be to already low levels of affordable housing supply, the status and remit of local planning or important environmental protections. If the legislation before us were only an idiosyncratic mix of the good, the half-baked and the bad—a typically Govian curate’s egg, one might say—that would be disappointing enough. What adds to the frustration we feel is the fact that, in a larger sense, it represents a real missed opportunity to enact the kind of planning reform that is required to meet the multiple challenges that we face as a country: to tackle the housing crisis, to respond to the climate emergency, to address our rapidly degrading natural environment, and to better promote health and wellbeing.

    The green belt is not safe in the hands of the Conservatives, and the Bill should be strengthened to provide much greater protections for it. People will not forgive politicians who concrete over the rural landscapes that they value so much. Nor can we trust this Government to protect the environment and address the climate emergency: that was made abundantly clear last week by the Secretary of State’s decision to grant permission for a new coal mine in Cumbria, a shocking decision which has attracted the attention, and the concern, of John Kerry, the United States climate envoy.

    The setting up of Great British Railways was meant to include ticketing and pricing, and the cost of commuting continues to weigh heavily on my constituents, particularly during the cost of living crisis. Furthermore, if we want to encourage people on to the trains and out of their cars, it is key that we make trains affordable. The Department for Transport has said that it will not put up regulated rail fares by 12.3%, in line with July’s retail prices index, but will the Minister commit to freezing rail fares next January, to help with the cost of living crisis and the fight against climate change?

    Turning to my proposed new section 204N(3)(j), the Government are missing a massive trick—I want to stress that this is so important. I was just listening to a BBC World Service programme, which a constituent drew to my attention, about what other countries are doing in relation to energy. It was a fascinating listen; I do not know whether the Minister heard it. Particularly in the Netherlands, but also in Scandinavia, they are making facilities for local energy production on the outskirts of areas. We are currently in an energy crisis, and we all obviously want the very best for our constituents. I notice that the energy debate has started in the main Chamber; I am sure we are all longing to see what the exact proposals are, but in Scandinavia, they allocate land to be used for energy development and production. That is renewable energy production for a local community, so there is a dependence on local energy, which of course can be built into wider networks.

    Normally, we enter the summer with relief, but this year it is different. We have chaos across Government and across the country. The scale and depth of the multiple crises is weighing heavy on my constituents: it is taking five years to see an NHS dentist; GPs are under unbelievable stress and struggling with demand, with appointments now being issued for 16 August, with nothing before; we have the elective surgery backlog; we have the mental health crisis— I do not know where to begin there—covid is, yet again, dangerously on the rise; children’s social care is unable to meet demand; children are in dilapidated schools; we have the courts backlog; we have the passport backlog; we have the Driver and Vehicle Licensing Agency backlog; we have the visa backlog; we have a climate crisis; we have an economic crisis of inflation at 9.4% today; and we have a cost of living crisis. After 12 years, this is what the Tories have given our country. We are in meltdown, not just because of the temperature, but because of the temperature of what is coming out of the policies of this Government. It is left to us as constituency MPs to pick up the pieces.

    We think about the Afghans we cannot house: 12,000 of them have been in hotels for a year now. We were discussing the climate crisis earlier, and we know that 100 million people are displaced across our planet. Some of them will come to the UK and need housing. Things such as the Afghanistan crisis suddenly shift the dial, yet we do not have housing for these people. That is why it is so important to ensure that we are not relying on old information but have relevant and up-to-date information in our planning system, so we can break the deadlocks that can occur by being dependent on old data. The purpose of the amendment is to ensure that the planning system is more reflective of the now, as opposed to the past—a point that I have made a number of times. Unfortunately, that impacts on the outcome of the planning process.

    Caroline Lucas, supported by Clive Lewis, Zarah Sultana, Debbie Abrahams, Wera Hobhouse, Nadia Whittome, Claire Hanna, Stephen Farry and Beth Winter, presented a Bill to place duties on the Secretary of State to decarbonise the United Kingdom economy and to reverse inequality; to establish a ten-year economic and public investment strategy in accordance with those duties which promotes a community- and employee-led transition from high-carbon to low- and zero-carbon industry; to require the Government to report on its adherence to the strategy; to establish higher environmental standards for air, water and green spaces; to make provision to protect and restore natural habitats; and for connected purposes.

    Many things that the Secretary of State put out were not included in the statement. I could think of a fifth, a sixth and a seventh thing that could be on the table: the long-term stability needed across the rail industry; long-term planning around industrial relations and workforce, in order to get smoothing so as not to have to go down the road of redundancy, let alone compulsory redundancy. There are so many issues. The Government are concerned about the fall in patronage, yet they have not put forward a patronage plan to increase rail travel across the board, which is absolutely essential with the climate crisis that we are facing.

    The electric vehicle revolution is too slow, too expensive, with too little infrastructure and too few people engaged, and it is not sustainable enough. We need travelling by train to be competitive with travelling by road. Pricing matters. Rail advancement will be far more efficient, faster, cleaner and greener, if we are to decarbonise and claim the climate dividend to keep the target of 1.5 degrees alive. That must be our bicentenary challenge.

I hear that the Liberal Democrat-Green council is now kicking proposals into the long grass.     COP26 started a conversation that should have taken place decades previously. It did not end where our fragile planet demanded, but, with 1.5° now in critical care, it failed to grasp the scale of the crisis and it fell short of the demands required to safeguard against our planet burning, melting, flooding and people dying.

    COP26 said there is no time for delay, no time to prevaricate or put off, no time to postpone. When opportunity comes to accelerate our path to net zero, to cut carbon, to protect biodiversity, to end the plastic endemic, to enable a carbon negative future and to put investment in sustainability, it must be grasped. Delay has been our failure. To take action is our hope.

    BioYorkshire will place not only York and Yorkshire at the heart of the UK biosciences economy, but the UK at the heart of the global bio-economy. Its ambition is for domestic transition, but its power is in global mitigation. It will demonstrate how investment in biotechnology is hugely beneficial for our own economy, and on a global scale will give us new tools through which to drive international markets and international development. While the climate crisis drives our world apart and accelerates inequality, a just transition draws us together and demands equality: a time when global north reaches out to global south with the solutions they need to build their futures as we transition ours; and when we quicken the move to clean energy as we leave fossil fuels to rest in their carbon seams.

    Yorkshire’s ambition to be net zero by 2038, as set out in the Yorkshire and Humber climate action plan, and for North Yorkshire to be the first carbon negative region, will rest on BioYorkshire being given the power to deliver. It will use world-class science and local expertise to turn lab technologies to fully scaled-up applications to deliver profitable, bio-based production of chemicals, materials and fuels, and enable productive, net zero food, feed, farming and wider land use practices.

    Will the Minister first make it his priority to come to York to meet the partners? I know that he will be keen to do so. Secondly, will he agree to make BioYorkshire one of his Government’s flagship projects and bring forward the full funding now, so that scaling can commence without delay? To have such a well-developed project could help accelerate the success of the Government’s 10-point plan and bring a crucial offering to COP27.

    With COP26 done, the world is watching. Science, economy and ethics are yearning. The Prime Minister talks about a green industrial revolution; BioYorkshire is ready to lead that revolution. The Prime Minister talks about levelling up; BioYorkshire could deliver sustainable jobs and investment to the north right now. The Prime Minister said he would fund BioYorkshire. Will he keep that promise? The Government must see the opportunity, hear the need and feel the urgency to invest in Yorkshire’s green new deal. We cannot afford to delay.

    Judged while seeking justice. Criminalised while fleeing criminals. Expelled while being exploited. Scapegoated while escaping some of the worst violations against human dignity or human rights. In breach of global agreements. The words in the Bill should never enter the minds of anyone, let alone those entrusted to protect us. They should never be echoed in the Chamber, let alone be brought forward in legislation. In our country—the place that founded human rights—the Government have reached the depths of stigmatising people fleeing war, terror, trafficking, climate catastrophe and, yes, destitution, judging them on how they arrived, not what they have left. As the Government play on the global stage by cutting aid to the world’s poorest and removing their last hope of being able to stay home and support family and community, play with our climate, which is burning our planet and every grain that could feed the most destitute, play war by selling arms while walking away from building peace, fail to use their voice, power and influence on the global stage to stem some of the worst violations against humanity, and preside over a broken asylum system and do not fix it, they must recognise their contribution to the decimation of the global order before pointing the blame at its victims.

    On funding, I agree with the call from the hon. Member for Waveney (Peter Aldous) for a long-term plan, which is an economic necessity, and for Labour it goes to the core of our values. Withholding vital funding chokes off the economy and chokes off opportunity, yet the Minister is significantly holding back on the resources needed, not least at this time of crisis. We have heard about the ageing workforce and the loss of skills through Brexit, advances in technology and automation. Obviously, the fall-out from the pandemic, which we are facing now, and the climate catastrophe will demand real new skills to turn the situation around. Therefore, adult skills and lifelong learning have to be funded effectively.

    Let me turn to my constituency. York is one of the worst-hit economies in the country. In my Budget submission, I set out three pillars for investment to rebuild York’s economic foundations. First, BioYorkshire would have put York at the heart of the global bioscience economy through significantly cutting emissions and reducing waste, while creating 4,000 green collar jobs and upskilling 25,000 people. Just £12 billion for a green investment bank in the year of COP26 shows no commitment to mitigating the climate crisis.

    Building a carbon-storage landscape in both urban and rural settings means rebuilding lost habitats, creating beautiful environments and, importantly, holding water and restoring soils. The Committee on Climate Change echoes the need for ambition if net zero is to be reached by 2050, although that is far too late. It says that woodland cover needs to rise from the current 13% to at least 17%, but 19% would be better. Friends of the Earth says that it should be 26%—double the current cover.

    How are the Government doing? Let us take last year. Some 13,460 hectares of new woodland was created in the UK. Just 17% of that was in England, and just 90 hectares was created by public bodies; 96.2% of planting in England was by the private sector. This is an abysmal record by the Government. They are committed to planting 30 hectares of new woodland in England; at that rate, we will be lucky to meet the Committee on Climate Change targets by the turn of the next century, and meet less than half of our ambitions. In England, the Government are hardly scratching the surface. Compare that with the coverage in France, where it is at 32%; Germany, where it is at 33%; and Spain, where it is at 37%. We have to pull our weight and look at the mitigation that forestry brings.

    We need to get the balance right. At the moment, it feels as if it is tipped against nature, and we need to pull that back. After today’s debate, as we head towards COP26, I hope that the Government will wake up to the climate challenge, and challenge themselves, now more than ever.

    Before I talk about my constituency, which is due to be the worst-hit area in the country from the current economic crisis—we could see unemployment rise from 2.8% last year to 27% next year, because the recovery from the last economic crisis was built on insecure jobs—I want to highlight three areas where we could see real movement in reshaping the economy. First, we should build sectoral councils. The fragmentation of the economy is not helping our response, so we need the economy to come together. Establishing sectoral councils will provide a framework for employers, workers, trade unions, academics and industrial leaders to come together, build back better, institute a skills analysis and look at the economic opportunities of those sectors. The fragmentation is preventing that from happening, but linking with local and devolved authorities and local enterprise partnerships would be a real opportunity to focus on the future and ensure that the big issues such as climate mitigation are at the heart of the discussions. It is also about building a base for sectoral negotiations to determine things such as pay, pensions terms and workers’ conditions in those sectors.

    The challenge, therefore, is not to do with knowing the causation. The solutions are evident. The key is to ensure that there is the right accountability is in the system, that there is enforcement and that sufficient resources to deliver meaningful outcomes are secured. Local authorities cannot be handed the risks and responsibility if they are not also handed the resources. Ultimately, the Government must be held to account if they fail to enable authorities to deliver change. I fear that the Environment Bill does not have the powers to make the significant difference we need. I echo hon. Members in calling for that Bill to return to the House, and for it to be robust and rigorous in addressing climate change.

    The residents of York, who have sent me to this place, are deeply disturbed about the environment and climate crisis, the loss of species and habitats and the impact that has on our biodiversity and human race, whether flood or famine, drought or conflict, poverty or migration. I support their call for a climate emergency Bill. There is no planet B—we must care for the one we have.

    The petitioners therefore request that the House of Commons urges the Government to introduce a Climate Emergency Bill to set out in detail as to how the United Kingdom will play its full roll nationally and globally to meet its commitments made in Paris in 2016, and to ensure it overhauls its consumption of all resources to end the climate and environmental crisis and build a sustainable world.

    Although Parliament did declare a climate emergency, “emergency” seems to have slipped from the lexicon, so it is really important that we in the debate ensure that the Government hear very clearly their responsibility not just for our generation but for future generations, and not just for our nation but as a global partner, to ensure that we get this right. After all, it is only a fleeting time that we are on this planet, and we therefore carry such a huge responsibility, not least in being elected to this place, to ensure that we do absolutely everything within our power to make sure that we address the climate injustice that we see at this time.

    That is why Brazil’s commitment at COP 24 was so significant. It stated that carbon emissions were to decrease by 37% by 2025 and 43% by 2030. It is extremely alarming that we have heard that President Bolsonaro wants to withdraw from the Paris agreement. At COP 24, it was stated that 94 million more hectares in the key biomes would be protected; that was on top of the 335 already protected areas.

    COP 24 was a hopeful moment. However, we are all realistic enough to know that unless we see global action taken, the Paris accord will be futile. I do not belittle the agreements, such as the tropical forest alliance, to which the UK is a signatory, and I urge the Government to use greater influence within these alliances for global action. Nor do I belittle the drops of money that we have placed in the ocean needed to tackle the global climate catastrophe. But it is clear that the political and financial relationships of the UK and global partners also have a significant role to play.

    Does the hon. Lady agree that it is really important that we encourage the City of London, for example, to invest in ethical funds, particularly those seeking to unleash the huge potential that I alluded to in my speech with regard to renewable energy, particularly offshore wind, for which Brazil’s coastline is unmatched in terms of ability to produce?

    However, we do have a role in applying leverage over the protection of natural resources; otherwise, our battle with the climate will be lost. Real climate justice must be rooted in making the connection between politics, finance and climate change. Where harm is occurring in one corner of the world, the consequences will be felt by us all, and of course the least resilient will feel them the most. Therefore, we cannot deal with this issue just as nation states, or see it as our responsibility just to have jurisdiction over our country. These are global issues, and as internationalists it is vital that we address them globally.

    How will that help? They talk about “dialogue with Brazil”—really? We are currently part of the UN and the EU. How are we using our leverage to ensure that those responsible for not only Amazon deforestation but the wider global climate crisis are held to account?

    Further, in the light of the climate crisis, we must seriously explore the leverage we can apply through a system of global justice to those who breach global agreements, whether a signatory to them or not. The level of devastation to our climate is so significant that it demands an international judicial approach, with powers to strip assets from companies that breach international agreements and political Administrations that enable them to do so. We have a role in shaping the future and leading the world in these matters, and I want to hear what the Minister will do to that end. I know that we cannot sit back and wait. We need innovative and harsh solutions to tackle the crisis that we are facing.

    I want to end by reflecting on the climate strikes, and the words of one boy who spoke in York. His speech was very short. As he got up and left his class to join the climate strikers, his teacher called out, “What difference are you going to make as one person?” He said, “Let’s see” and walked out of the room. He spoke at that climate strike and I spoke to him. I am now speaking to the Minister. Let’s see what difference that boy can make, as well as the thousands of young people who have come out on to the streets, the people protesting from Extinction Rebellion and the global movement that is building today. Let’s see how the Minister responds. Let us hope that we can really address this climate emergency and put real measures in place that will transform this very serious situation today.

    Our driving force is, first and foremost, to decarbonise our transport system. Currently, 29% of emissions come from our transport system, and we are in fact seeing regression on carbon reduction, not least with the deeply ecologically and environmentally damaging road building programme—road investment strategy 2—that the Government propose. We want to see good public transport investment, and certainly that is what people will get under a Labour Government.

    There is an opportunity to have good connectivity between ports and airports and to ensure that we can bring that right through to urban consolidation centres and then to the final mile. We need to seriously decarbonise our transport system using rail.

    The transport brief is about clear, strategic objectives. However, there are some really important things missing and areas where greater focus is needed from the Government. I want to highlight the decarbonisation of our transport system. We have a carbon crisis at the moment. Transport comprises between 29% and 32% of all carbon emissions in the UK, and we have to reduce our carbon emissions by 15% year on year.

    The Committee on Climate Change has been scathing about the Government’s abysmal response to the UK’s seriously poor air quality, citing the fact that we are now on course to miss the fourth and fifth carbon budgets. Many of us struggle to breathe due to air pollution, and around 50,000 people die prematurely each year, while the Government have spent hundreds of thousands of pounds defending their record in the courts. When will they get a grip and put forward a workable and funded air quality strategy for the sake of my residents in York?

    Other organisations have been brought to my attention that are even worse affected than those with the 600% increases I have cited. For instance, there are organisations that have had rooftop solar panels installed and then seen their business rates rise by as much as 800%, and all for doing the right thing. The Valuation Office Agency is discussing similar measures for battery storage, all at a time when green energy and microgeneration should be promoted; instead, people are being deterred from doing their bit for the environment.

    Thank you for chairing the debate, Mr McCabe. I congratulate the hon. Member for South West Bedfordshire (Andrew Selous), who was incredibly helpful in the advice that he gave the Government. Whether in the Paris agreement, Committee on Climate Change reports or numerous High Court rulings, the Government have clearly had serious warnings about how pollution is killing our planet—and is also killing us. Of course, transport is the major pollutant.

    The Government’s spending around active travel is woeful. Cycling and walking must come centre stage and must be seen as the mode of choice for shorter journeys, supported by more public sector options. We also need to address the strain that the increased use of electric vehicles will put on our national grid and look at the options available to decarbonise our energy at the same time. We need to ensure that investment goes in the right place. We heard how investment in our manufacturing sector will give a real boost to our economy, but we must not ignore the threats, particularly from China and the investment opportunities that it will see in the future.

    We have heard clear demands from across the House on the environment. Yesterday we heard that 50,000 people in our country die prematurely each year due to poor air quality; people in bottlenecks in the south-west know those risks all too well. We need a serious modal shift in our transport system. Climate change in particular is increasing some of the risks. We have heard about Dawlish and the Somerset levels, where changing weather systems are impacting on how people travel. We must ensure that we address climate change in resolving our transport issues.

    This is not just about climate; it is also about congestion. We must ensure that people can get on efficient forms of transport, and that rail is built to be resilient for the future. Essential upgrades have been made Cowley Bridge, Teignmouth and Dawlish, as well as an avoidance route for Dawlish, to ensure that disruption is not repeated as the climate changes. That is why it is important to draw the Environment Agency report identifying the risks into the rail strategy as we move forward.

I am sure all Members present would agree that to address flooding in our country properly, the resource and focus need to switch upstream.     It is good to see you in the Chair this afternoon, Mr Bone. I start by thanking the Environmental Audit Committee for the rigour with which it has conducted its inquiry. It has produced an excellent, evidence-based report. The Government should take heed of its warnings and embrace its solutions. The qualities and properties of our soils are so finely balanced, as we have heard this afternoon. Our understanding of that has led in the past to the degradation of soil and peat bog erosion in the lowlands and the highlands, and it has had a wider impact on biodiversity, natural habitats, and flooding and water management. It now presents issues around public health, climate change and food security. The call for an effective plan with clear targets, which my hon. Friend the Member for Wakefield (Mary Creagh) made at the last Environment, Food and Rural Affairs questions and again in her speech today, is the issue of today’s debate.

    The Paris agreement has set the pace for the world on how we need to address the matter. The cap on temperature rises—it is frightening to see a 1.5 °C rise in global temperatures—will determine how we farm our land. With a 1 °C rise in temperature, we could see a 30% loss in peat. Without action, we could see half of our peat depleted. Likewise, we are losing 2.2 million tonnes of soil each year in the UK, but it takes 100 years to grow back just 1 cm of top soil. Action is needed now to ensure that we have sustainable soils by 2030. I have heard that with current farming techniques, much of our land has only 30 harvests left due to the depletion in soil quality. That puts our food security back under the spotlight. We have not seen the action that we would expect since the signing by Sir David King at COP 21 of the agreement to move forward on this issue. We have had a wasted year.

    I have read the Government’s response to the Environmental Audit Committee’s work, and it is worrying. There is too much dependency on voluntary codes that are not delivering the required change for carbon sequestration back into our soils, particularly in the lowland peatlands. We are told that the answers will be found in plans yet to see the light of day. My concern is that we need a framework now. That will ensure that we restore soil health in a comprehensive, managed way. How will the Government monitor soils comprehensively? What will the drivers be to re-carbonise soils? What year-on-year targets will the Government set to ensure that they fulfil their obligations? Even the Committee on Climate Change is worried about the Government’s dependency on a narrow agenda to reach anywhere near what is needed.

    Last year was a very important year for us all. Not only were we signatories to the UN sustainable development goals, but we had the agreement in Paris on climate change. Both are very important indeed for challenging the real issues facing our planet at this time. Often in this place, we involve ourselves in debating the minutiae of operational processes, as opposed to taking a step back and looking at the big issues of our time and the global crises we are facing in this era. Therefore, it is a shame that there are not more parliamentarians here. I trust that this is the beginning of a process, not the end.

    The fact is that where we are, the analysis has been done, the reports have been made, the targets have been set and monitoring processes are being put in place, but the issue is political ambition and delivery. That is where my concern sits. If we are honest, this House saw the movement towards the Climate Change Act 2008, put forward by Labour, which was really momentum building, moved the whole issue forward and delivered a world-changing agreement on the back of it. That legislation was leading the world, but we have not seen the same on biodiversity and we are certainly not seeing the same importance being placed on that agenda by the Government.

    I listened carefully to the hon. Gentleman’s speech. Yes, there were unprecedented levels of rainfall and, yes, we are seeing climate change that is bringing increased rainfall. The Environment Agency’s mapping shows that we should expect to see more heavy downpours. However, importantly, the causation of some of the flooding—not all of it—is how the uplands are managed. I took time over the summer to visit the sources of some of the rivers that feed into my city, which also flooded. I observed the deep peat bogs and both the post-industrial land and the driven grouse moorland, recognising the differences in the land use, and also pulled on the evidence that we have much debated today.

    Because of time, I will move on. We need to be cognisant of tomorrow’s debate on sustainability, and the points that Members have made on climate change are important. We have to understand the urgency of the issue. Conservation must be the prime driver and main consideration of our management of the uplands, as opposed to the pursuits carried out on the land. It is a matter of urgency, and we cannot just focus on the economic issues. The economic issues and the environmental issues are of equal importance. The crisis happening across the globe should focus everyone’s attention as a prime issue.

    My question to the Minister is: how systemically is she prepared to look at the issues? Can we allow the burning of heather, which reduces the carbon storage properties of soil, impacts on hydrology, removes some mosses and leaves degraded soil and habitats behind? Is that acceptable? We would say no. Heather burning has also been cited by the Committee on Climate Change due to the depletion of carbon-rich peat soil, so how can we sustain that activity?

    This has been an excellent debate, however, with a deep understanding of all the impacts of leaving the EU. The shadow Secretary of State, my hon. Friend the Member for Brent North (Barry Gardiner), talked about the impact on climate change and the impact it is already having on some of the poorest people in our communities—2.83 million households are already in fuel poverty and, as we have heard, fuel bills are rising. We also heard an excellent speech from my hon. Friend the Member for Wakefield (Mary Creagh), the outstanding Chair of the Environmental Audit Committee, highlighting many of the protections at risk if we leave the EU, along with the advances of the past 40 years—40 years of marriage summed up in two years of divorce. In particular, she highlighted the issues of air quality, water management, waste and, of course, biodiversity protection.

    Many Labour Members are concerned about the global impacts on the environment because we believe that protecting our climate and environment is one of the most important functions of Government. We are already witnessing a massive impact of decades of neglect. We see floods and famine, disease and drought, climate change and conflict, and we see population migration as a result, the impact of which can be felt across the globe, including on us here in the UK. The environment does not respect national borders. From the macro level to the micro level in respect of the loss of habitats and species, the Government have a weighty responsibility to drive forward a programme of responsible stewardship.

    In 2010, the UK led the world on issues such as climate change and improving the environment. Opposition Members are proud of that, even while we acknowledge that there was so much more to do. As we have heard today, when it comes to dealing with climate change issues, we have slipped out of the top 10 nations and are now ranked 13th in the world—not the way in which we want to progress on these issues as we move forward. The UK led the EU as a major player on the global stage for environmental protections. We want to ensure that we maintain a strong voice as we move forward, rebalancing our natural environment. The strength of our influence, however, is now unclear. We will no longer be at the EU table, pressing the EU to go further.

    What are the issues that we should be debating this week? Climate change, population expansion, 60 million people on the move on our planet, disease, famine, humanitarian disaster, instability and conflict. There was not a whisper of any of these issues in the Queen’s Speech, yet right across our country there is a deafening chorus crying out for a response and leadership on these very issues. Even worse, we see the Brexiteers wanting to take us into the wilderness, without being able to articulate where we are heading, how we are going to engage with nations, how we are going to trade, how we are going to protect jobs and provide for our future security, or how we are going to address climate change and find the solutions to the issues facing the populations under so much threat. That why our membership of the EU is so crucial.

    We have been able to establish that the risk that the Foss barrier would fail was known. It was understood through successive reports over many years that the capacity of the pumps at the barrier could not match the challenges of climate change and the volume of water coming down the River Foss. That has now been established as fact through the Environment Agency and reports from the local authority, but questions remain. Why was the barrier not upgraded sooner when that was known for more than 12 years? Why were there only two mechanisms to operate the pump and why have no steps been taken to raise the level of the electrics in the nearly 30 years since the barrier was established? York needs answers to those questions and I trust that we will hear them later.
