After more than a decade of stagnation, the window is closing in which to deliver the transport infrastructure that our country needs to make people’s lives better, boost growth and reach net zero. Because of the fiasco that the Government have made of the now staggeringly expensive High Speed 2 project, poor connectivity, high congestion and low capacity will continue to hold back the midlands and the north. It is therefore vital that today’s motion does not unintentionally restrict any future plans to address rail capacity between Birmingham and Manchester.

As we look to the future, it is vital that the Great Western main line continues to evolve and improve. Key to that is making it fit for the net zero Britain of the future, but sadly successive Conservative Governments since 2010 have failed to deliver on that. According to the Government’s own figures, the 2013 cost estimate for the electrification of the 221 miles of the Great Western main line between Heathrow Junction station and Cardiff was £1.7 billion. The work, which was due to be completed in 2017, was part-finished in 2020 at a cost of £2.8 billion—a whopping £1.1 billion over budget—at a much reduced scope, with the removal of the 45 miles between Cardiff and Swansea, the 30 miles between Chippenham and Bristol Temple Meads via Bath, and the five miles between Bristol Parkway and Bristol Temple Meads.

From hearing the Chancellor’s comments last week, one would also be forgiven for thinking that the climate crisis was over, but the sad reality is that the UK is being left behind in the global race for green good jobs. Our investment in green energies and industries is now five times less than that of Germany, and roughly half that of France and the USA. We urgently need a Government who understand the scale of this problem and can make Britain a clean energy superpower, to create jobs, cut bills, boost energy security and accelerate our economy to net zero.

Will it pay particular attention to the inadequacies of ventilation demonstrated during the pandemic? It is no secret that successive Conservative Governments have chronically mismanaged the MOD’s budget. The National Audit Office reports a black hole in the defence budget of up to £17 billion, and we are still not clear on how much of the extra money will be swallowed by the deficit in current programmes. After a decade of short-sighted, last-minute decision making and poor procurement practice, our capabilities have fallen behind our allies and potential adversaries, and it is our forces on the ground who will be vulnerable. As right hon. and hon. Members across the House have pointed out, all of this comes at a time when the threats we face are immediate, growing, and complex. My hon. Friend the Member for Bristol North West (Darren Jones) reminded us of the threat that our nation’s security faces from the climate crisis.

The operation of the new clause is similar to that of the Well-being of Future Generations (Wales) Act 2015, which ensures that relevant new legislation and guidance pass a climate change litmus test. Why would we not require the same standards for our armed forces communities? The covenant contains laudable commitments that should be delivered to those who have served our country with courage and distinction, but for many in service communities it is a well-meaning but nebulous document that cannot be relied on to make any tangible difference to their day-to-day lives, as we have heard from witnesses and seen in successive reports. A practical example is the debate around priority care for veterans. That is guaranteed by the covenant, but as Cobseo pointed out in the armed forces covenant annual report, it is implemented in an inconsistent manner, and its ambiguity can cause problems on the ground.

Improving air quality is an essential part of our work to tackle the climate emergency, yet the Government refused to back Labour’s call to make sure that air quality targets meet World Health Organisation guidelines by 2030. What will the Minister do to ensure that we are truly world-leading in our efforts to reduce emissions?

There is no point in the UK achieving our own zero-carbon targets if the trade deals we reach with other countries are pushing them ever further away from achieving theirs. Can the Secretary of State ensure that all future FTAs agreed by the UK reinforce the legal primacy of emission targets established in the Paris climate change agreement?

I thank the Minister for her reply. I know that when the Secretary of State met council leaders last week he spoke positively about the Government providing a package of support to secure the future of the ferry service. I look forward to the Department achieving that. The continuation of the Gosport ferry after this crisis is vital to the connectivity of communities along the south coast, but so too is tackling the climate crisis. As the fourth most congested city in the UK, Portsmouth faces some of the worst air pollution outside London. The Pompey Street Space campaign aims to give pedestrians and cyclists priority, widen narrow pavements and create commuter cycle routes to allow people to travel safely. It is only right that I begin by paying tribute to our blue light services, volunteers and local government workers who helped Britain to weather the storm of unprecedented flooding. With three major storms, Storm Jorge being the latest, February saw record rainfall. We also know that the last 10 years have been confirmed as the warmest decade on record. As a representative of a coastal community, which bears the brunt of the rising sea levels resulting from climate change, I find that deeply concerning.
Another point that must be addressed is the current Government’s failure to recognise the interaction between flooding and heritage sites. A case example is Southsea castle in my patch, which is a major cultural English heritage asset. As expected, sea defence works surrounding the Henry VIII-constructed fortification require extra care and diligence in stabilising its groundwork, but the way that the Government currently give out funding fails to recognise the increased cost incurred to protect heritage sites. I fear that other local authorities will no doubt encounter that problem as the climate crisis worsens. I would like to ask the Minister if she will address the way that Government funding is structured to consider the extra costs of protecting cherished heritage sites.
Coastal communities such as my own are not only facing additional threats of flooding due to climate change: they are also at risk because they have been hit hardest by austerity. As the House of Lords Select Committee report shows, communities such as Portsmouth are dealing with a toxic cocktail of even less funding than their neighbours and being forced to face more climate change challenges. There is a clear imbalance that needs to be redressed. The Prime Minister has previously committed to hosting a flood summit, bringing together regional partners and stakeholders, and I echo the concerns we have previously heard that we need to ask the Minister when this summit will take place.

It is not just air pollution that must be addressed. As a coastal community, people in my city disproportionately bear the brunt of climate change. The report by the IPCC said that if we do not act to stop a temperature increase of more than 2° C, we will see severe coastal flooding. In my city, the local authority is engaged in a programme of building the largest sea defence scheme this nation has ever seen. Without it, nearly 9,000 residential properties, 800 commercial buildings and millions of pounds-worth of essential infrastructure run the risk of ruin.
But it is not all doom and gloom. On 1 May, Labour forced the Government to agree to the UK Parliament becoming the first in the world to declare a climate emergency. With that trailblazing motion, pressure was rightly applied to force the Government to bring forward urgent proposals. Last year, Labour published plans for a green transformation, in which we set out how we would decarbonise our economy. That has been followed by exciting policy announcements, such as the promise to build 37 new wind farms and a fleet of 30,000 electric vehicles for hire.
The mildly technical nature and distant-sounding threat of climate change may not be enough to provoke people to come out fighting from their beds, but pretty much all of us would do so to protect our loved ones, homes and livelihoods, and to build a better planet. The Government owe it to young people such as Poppy from Portsmouth to tackle this priority once and for all.

It is a pleasure to serve under your chairmanship, Mr Bailey. Active travel is an integral part of our arsenal when it comes to tackling climate change, but not enough people are involved. Cycling makes up just 2% of trips taken in the UK, and in a European Commission report on rates of cycling in 28 countries, the UK feebly features in 24th place. How can we change that? We must see widespread reform and structural overhaul.
