The increased rail options for commuters in the Thames valley region would significantly reduce congestion on some of the UK’s busiest roads, including the M4, M3 and M25. That would reduce carbon dioxide emissions equivalent to those generated by approximately 30 million road miles per year. By helping to shift journeys from private cars to public transport, the western rail link initiative will underpin our transition to net zero and help to deliver the UK’s climate change and carbon reduction targets, as well as being a key support to levelling up in the region.

My hon. Friend makes a powerful point about deforestation and environmental consequences. She might also be aware of Transform Trade’s analysis of the restriction of farmers’ rights to seeds, which underlines the CPTPP’s potential to come into conflict with the UK’s environmental and sustainability goals. There are fears, for example, that the mandatory adoption of the international convention for the protection of new varieties of plants 1991 by CPTPP signatories could severely affect biodiversity and undermine small-scale farming, contradicting commitments under international agreements such as the Paris agreement and the sustainable development goals. Does my hon. Friend agree that it is important both to protect farmers’ rights and to promote agricultural biodiversity?
At COP26, held in Glasgow and chaired by the UK, the UK Government spearheaded a global forest initiative aimed at halting deforestation. I am not sure how this agreement, as it stands without this new clause, meets this Government’s own objectives and initiatives. Could the Minister clarify that?
My hon. Friend is making a very interesting speech. One of the environmental concerns that has been raised with me and others on the Committee by a whole series of green groups is around the use of the investor-state dispute settlement. Thus far, the Minister has ducked answering questions around ISDS. One hopes that in responding to my hon. Friend he might take the opportunity to explain why Ministers are so supportive of ISDS in this context, given the damage it could potentially do in setting back our climate change aspirations under the Paris agreement, and why they were so determined to try and stop ISDS being included in the bilateral free trade agreement with Canada.
I hope the Minister will respond to those points, and that he will vote for this new clause to make sure those standards are upheld and that this trade deal is in line with COP26 and the Government’s very own objectives and initiatives.

It is an honour and privilege to close today’s enthralling debate on behalf of His Majesty’s official Opposition. Tonight, as we consider Second Reading of this important Bill, it is essential to balance our support for it with a critical eye. Labour supports CPTPP accession, albeit with reservations, and this Government are known to promise “oven-ready” deals that often break more ground in rhetoric than in reality. The Labour party recognises the UK’s untapped trade potential, and is committed to harnessing it. However, we must acknowledge the Government’s over-estimation of the CPTPP benefits. Initially they suggested a 0.08% GDP boost over 10 years, but recent forecasts have downgraded that to a mere 0.04% in the long run. To ensure that trade is a force for good, we must subject such deals to rigorous scrutiny, and commit to progress on climate change, human rights, and labour conditions globally.
Our commitment to environmental stewardship is critical. The World Wildlife Fund has expressed concerns about the CPTPP’s impact on deforestation, particularly palm oil, which could conflict with our commitments in the Environment Act 2021. We must ensure that our trade policies align with robust environmental protection. It is essential that our trade deals do not undermine our efforts to combat the climate crisis. The Government’s optimistic portrayal of the CPTPP must be balanced against a history of over-promising and under-delivering in trade deals. Figures from the respected independent Office for Budget Responsibility suggest that the CPTPP might contribute only a marginal 0.04% to our GDP.

On the topic of construction and the hon. Gentleman’s connected point about industrial strategy, does he agree that instead of spending £30 billion to £40 billion on Sizewell C nuclear power station, that money would be much better invested in renewable energy, accompanied by an industrial strategy to create a proper UK-based supply chain?
The Labour party believes that we must see a focus on renewable energies as we transition the economy, which includes investment in the nuclear sector. The hon. Gentleman rightly highlighted the construction industry; from my various conversations with leaders in that industry, I know they have been put in a very difficult position by this Government’s lack of direction, especially with regards to the building of housing. As many hon. Members have rightly highlighted, we have a housing crisis, so where is the Government’s investment to deal with that crisis and ensure that our construction industry grows, thereby providing more jobs for the hard-working British people?

Beyond that, there would be no good or relevant debate without mention of our effort to combat climate change. The debt burden significantly impedes African countries’ abilities to adapt to a changing climate and mitigate the impacts of the climate crisis. As we know, reaching net zero is of critical importance for us all, here and around the world, and I know that the Labour party is doing all it can to acknowledge the impact that the climate crisis is having on African nations.
Sustainable development and climate resilience are urgent needs, yet the debt crisis presents a formidable barrier. I implore the Government to detail collaborative efforts, aligning debt relief with climate change mitigation and adaptation strategies in the countries that I am discussing.
Low-income countries trapped in a debt doom loop cannot access the transformational finance that would allow them to escape from extreme poverty, fight climate change and meet their global goals. So, I urge the Government to share comprehensive strategies for confronting those profound challenges.
In conclusion, the gravity of the African debt crisis necessitates collective action. We must look beyond temporary fixes and address the systemic issues that are at play. I am sure that a future Labour Government will embrace a new approach towards development that is based on respect and a genuine partnership with the global south, which involves supporting its plans to eliminate poverty, tackle climate change and reach the global goals. However, we cannot wait for that future Labour Government; we must act now. So, I implore the current UK Government to act now to address the debt crisis facing African nations.

Some 3.7 billion vehicle miles were travelled on roads in Birmingham in 2019. It is unsurprising that the West Midlands Combined Authority claims that this project alone will reduce traffic congestion in the area by up to 25%. Rail connections into cities and across areas in the midlands are vital in our battle against the climate crisis, but have sadly been long neglected.
In the light of recent announcements, I would like some reassurances on the accessibility and ticketing functions at this station. Will there be a ticket office at these stations, or will it be limited to staff on the platform? We are all aware of the sham consultation that is taking place on ticket office closures, which I hope the Government will discontinue and on which there is legal action pending. While it is clear that this project has wide-ranging support, we must ensure that more is done to keep it on track. This is a crucial decade to build the future of transport and tackle the climate crisis. Sluggish progress will simply not cut it.

We have years of missing annual updates on the rail network enhancements pipeline, which is vital to industry stakeholders. We have had consistent industrial action, which Ministers admit is costing much more than if they had agreed the pay rises for rail workers. We were promised simpler fares; instead, we get a 5.9% increase. We were promised net zero; instead, we got only 2.2 km of rail electrification in 2022. We were promised centralised timetabling; instead, we got service reductions and cancellations. We were promised devolution; instead, we got disparity, with the north left in the lurch.

As shadow Rail Minister, my support for better rail connections should come as no surprise. As my hon. Friend the Member for Cambridge (Daniel Zeichner) eloquently explained, connecting our great towns and cities through rail links has been proven time and again to provide more opportunities, bolster local economies, unite communities and address the pressing climate crisis. I will always be an advocate for investing in our rail network to make it work for passengers, local communities and the rail industry. That is why it is so important to address the concerns laid out today in order to progress with the project in a way that benefits local people, businesses and passengers.

The previous Labour Government ensured that there was devolution in many forms and ensured that the Welsh Government could have greater control, and the 2021 Welsh Affairs Committee report, “Railway Infrastructure in Wales”, with which the Minister is no doubt familiar, outlined clearly the connection between enhanced rail infrastructure, integrated public transport, decarbonisation and, ultimately, improved quality of life. That is clearly something that we all stand behind today. Improved rail infrastructure has the power to transform. However, poor passenger experience, due to failing infrastructure, will undoubtedly drive down passenger numbers, and all the hard work put into the network by the Welsh Labour Government will unfortunately prove futile.
As my hon. Friends the Members for Swansea West (Geraint Davies) and for Newport East both noted, the Welsh Government, along with Transport for Wales, are fulfilling their part of the deal. They have come to agreement with the unions on industrial disputes, avoiding strikes; they launched a new fleet of trains earlier this year; and they will be ensuring the roll-out of smart ticketing on the Wales and Borders network. I witnessed that recently on a trip towards Chester, when I discussed cross-border enhancements. They have even made a commitment to ensuring that overhead lines on the core valley lines will be powered by 100% renewable energy, with at least 50% of the energy from Wales.

It is a pleasure to serve under your chairmanship, Mr Bone. I congratulate the hon. Member for Winchester (Steve Brine) on securing this debate on electric vehicle infrastructure cost and availability, and thank him for providing an opportunity to draw attention to this vital issue. Climate change presents one of the biggest threats and greatest challenges facing humanity. However, the greatest barrier to progress today is not climate denial, but climate delay. We are at a critical juncture in our journey to legally binding net zero targets. Now is the time for bold and ambitious policy that will unleash the huge opportunities that the transition offers, but that is a far cry from the reality under this Government.
Does my hon. Friend agree that so much has been promised by Government on this issue, but in so many constituencies—including my constituency of Birmingham, Hall Green—people are missing out on being part of delivering the climate change agenda? When will the Government deliver on those promises by delivering EV charging points for many households?
As the largest emitting sector in respect of greenhouse gas emissions, transport has a crucial role to play in getting to net zero. In 2020, transport accounted for almost a quarter of total emissions, at a time when the pandemic meant that domestic travel was at just a fraction of usual levels. Petrol car journeys produce similar emissions per capita to aeroplanes—that is a startling fact—and over three times more than electric cars. Therefore, ramping up the transition to EVs is imperative if we are to meet our climate goals. But the roll-out of electric vehicles is only as good as the roll-out of the charging infrastructure supporting it. There is no time to lose, as the EV enthusiast, the hon. Member for South West Bedfordshire (Andrew Selous), explained, along with pointing out the VAT anomaly for charging outside one’s house. It is of course true that most drivers charge their EVs at home, but even those with home chargers need to be able to rely on a nationwide charging network, or they will be held back by range anxiety. In addition, we must not forget the estimated one third of households without access to off-street parking. They must not be left behind. Charging at home or a workplace has a huge role to play, but it is no alternative to a truly nationwide and reliable public charging network.
As my hon. Friend the Member for Bristol East (Kerry McCarthy) eloquently highlighted—in a very powerful speech, because she speaks with a great deal of experience on this matter—we need to install 37,000 charging devices a year to meet the Government’s own target of 300,000 by 2030. However, last year we achieved just a quarter of that. At the current pace, Ministers will miss their own target by a staggering 20 years. There are now 30 electric vehicles for every charging device, compared with 16 at the start of 2020. Motoring groups have been calling for a mandate on the installation of charging devices, to complement the upcoming net zero emission vehicle mandate. Motorists and manufacturers alike are crying out for clarity on the timescale for the transition to electric cars and charging infrastructure. Will the Minister consider targets in this area? I look forward to hearing his views on that.
In addition, all too often charging devices are not acceptable for people with disabilities. That must urgently be addressed, if we are to achieve a just transition. We welcome commitments made in the EV infrastructure strategy for new consumer experience regulations. In particular, it is vital that proposals for a 99% uptime requirement are followed through. Will the Minister confirm that those commitments will be delivered in full, and that there will be no scaling back? Will he also provide a timescale for their implementation? It is imperative that these crucial steps are not watered down or kicked into the long grass.
More widely, there are a number of other factors threatening an effective transition to EVs. As my hon. Friends the Member for Ellesmere Port and Neston (Justin Madders) and the Member for Luton South (Rachel Hopkins) rightly lamented, car manufacturers are being left in limbo by the lack of clarity from the Government on their zero-emission vehicle mandate. The mandate will come into force in less than a year, but 11 months out we are still waiting for details on what the mandate will be and what penalties it will carry. That uncertainty is adding to the challenges facing the car industry. Will the Minister confirm when the Government will finally respond to the ZEV mandate consultation? Delay after delay and a lack of clarity risk stalling the transition to electric, and reversing the momentum built up behind it. Manufacturers and motorists need confidence in a reliable, affordable and accessible nationwide network of charging infrastructure.

He will know that our public transport network is integral to Britain’s efforts to tackle the climate crisis and meeting net zero, yet the Government’s priorities sadly appear to be cutting services, not emissions. This, alongside ever-soaring fares and the Government’s inability to guarantee a reliable train service, will inevitably force passengers to consider less sustainable travel alternatives. Can the Minister advise whether he has considered the wider environmental impact that Southeastern’s proposed timetable changes will have?

It is a pleasure to serve under your chairship on this statutory instrument on guided transport modes, Dame Caroline. Since taking on this brief over two years ago I have consistently marvelled at the innovation and progress made in the transport industry. Improving safety, making efficiencies and tackling the climate crisis have long been aims of the industry, which has shown consistent innovation in bringing forward battery-operated trains, driverless vehicles and—among the more recent developing technologies—non-physically guided transportation, often using sensors.

I recently met the Growth Track 360 partnership in the north-west, which is made up of businesses and local authority leaders from north Wales, the Wirral, Cheshire and Chester. Alongside more investment for the Mersey Dee Alliance, the partnership has been calling for electrification. Where is it? It is important not just for connectivity but for the climate. Can the Government explain why they completed just 2 km of track electrification in that area last year? At the rate they are going, they will not meet their own net zero rail target until past the year 2100—almost 50 years late.

There has, however, been some progress. I am pleased that there has been progress on the electrification of the midlands main line. That must form part of a rolling annual programme of electrification that brings down costs, ensures a sustainable supply chain and helps us to tackle the climate crisis. What are the timescales for electrification? That question was highlighted by my hon. Friend the Member for Nottingham South (Lilian Greenwood), the former Chair of the Transport Select Committee, no less? She has vast experience. Many constituents in Nottinghamshire and beyond need certainty about the programme of electrification. Will the Minister elaborate and give us that certainty?
We face impending cuts, and the Government have form on slashing transport commitments, but I remind Ministers that our commitments to net zero, a thriving economy and a levelled-up north and midlands cannot be achieved without transport investment. It is always the communities outside our capital hubs that get left behind, so I hope the Minister has positive news for the future of transport in Nottinghamshire.

From 2030, new petrol and diesel cars will no longer be sold within the UK. However, given the lifespan of new cars, reducing the environmental impact of petrol will be vital in fighting the climate crisis for many decades to come. As the Climate Change Committee noted, the net zero strategy baseline assumes that manufacturers continue to improve conventional vehicle efficiencies in line with previous regulations and that hybrids with a significant zero-emission range will make up a growing and substantial portion of the new car market, yet the Government’s intention is to require only nominal improvements. What assessment have the Government made of the CCC’s recommendation to incentivise efficiency improvements in conventional vehicles?

It is also important to highlight the fact that Labour is keen to see the Government addressing the rail capacity constraints on the west coast main line, allowing for improved connections to Scotland from the north of England. If the Golborne link, which has been mentioned umpteen times, is not taken forward, any funding saved should be reinvested in local transport projects in the north. Labour will fight to ensure that working people across our country see the benefit of this project in jobs and opportunities. Labour wants to ensure that more public contracts go to British companies, big and small, through our plan to buy, make, and sell more here in Britain. That would boost economic growth, create jobs, and open markets, linking neglected regions and towns to help us meet net zero.
As my hon. Friend the shadow Chancellor has said, we will “buy, make and sell” in Britain. Let me take UK steel as an example. We would support jobs in UK steel and along the whole of the UK supply chain. Why will this Government not commit to buying UK steel and to supporting the 33,000 jobs in our excellent steel industry? Perhaps the Minister would like to give way now, because I know that the Government would very much like to support the steel industry at this time and commit to buying UK steel— [Interruption.] Perhaps not then. HS2 is not only about increased capacity, faster journeys, new stations, more jobs, more apprentices, and a boost for struggling British businesses, but about helping us to deliver net zero.
For decades, rail has produced by far the lowest carbon footprint, compared with cars, coaches and flights. We want national roll-out of electrification. HS2 will use net zero carbon energy from day one, and, as a whole, it will be operationally net zero by 2035.

We could have a rail network with affordable, reliable services where more people want to travel by rail, helping us to address the climate emergency. Instead, the Government are focused on punishing rail passengers, punishing key workers on our railways, and presiding over the managed decline of our railways with £1 billion-worth of cuts imposed from the top. A decade-plus of Tory government has driven our transport systems into the ground, and the pandemic has catalysed that process to crisis point.

I fully agree with the Chairman of the Transport Committee, the hon. Member for Bexhill and Battle (Huw Merriman), on the future-proofing of the aviation sector, especially after industry pleas for support during the pandemic were largely ignored by this Government. I also agree with him on the need for investment in sustainable fuels to decarbonise transport. I also agree—there is a lot of harmony breaking out—with the SNP spokesman, the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), on the need for electric vehicle charging infrastructure, because the Government are missing out on their targets. Indeed, there is the anomaly of VAT at 20% for public charging points, compared with 5% for home-charging points like mine. In essence, that is a tax on the less well-off, because those who cannot install a point in their apartment or home miss out.
In my closing remarks, I will focus on rail, for which the backdrop to today’s debate is sadly bleak. The 2010s can only be described as a disastrous decade for rail, with fares rising twice as fast as wages, cuts to rail services up and down our country, and a Government set to miss their commitment to decarbonising the railways not by a few months or a few years, but by more than 40 years. Despite the Tory rhetoric of investment and expansion, the Government’s actions on rail speak far louder than their words.
In the midst of all that, the Transport Secretary is, frankly, missing in action. He jetted off to an overseas conference without notifying Mr Speaker rather than answer questions on the real disruption that families face. He and the Government should stop washing their hands of any responsibility in the middle of a climate crisis and a cost of living crisis. It is senseless to force people off public transport while simultaneously cutting them off from jobs and opportunities.

This Queen’s Speech simply fails to address the problems that ordinary people up and down our country face, because Government Members do not fully understand the everyday realities of hard-working people. Where is the ambition to decarbonise our economy and our public transport system, to insulate our homes and to accelerate the transition to renewables? Where are the annual rolling programme of rail electrification, annual targets for more rail freight, and huge investment in green industry jobs? What are a Government for if not to protect people?

The current Government’s industrial strategy is inadequate to the task and is still ideologically enamoured with free markets rather than long-term planning. If recent events—whether that is Brexit, the pandemic, energy prices, war in Europe or the climate crisis—prove anything, it is the need for Government to work in partnership with industry to provide investment where markets fail, as well as strategic direction, planning and leadership. On the climate emergency in particular, we need to harness our engineering genius to meet the fierce urgency of tackling global warming with carbon capture, renewable energy and green manufacturing.

We cannot debate the future of rail without considering its past. Understanding first where rail has come from in the past decade is crucial in understanding where it is going in the next. As the phrase goes, “Those who cannot remember the past are condemned to repeat it”, which we definitely do not want for our railways. The 2010s can only be described as a disastrous decade for rail, with fares rising twice as fast as wages, as my hon. Friend the Member for Luton South (Rachel Hopkins) eloquently highlighted, cuts to rail services up and down our country, a network unlikely to be decarbonised and net zero by 2050, and a consistently vague communications approach for future development and investment in rail. Despite the Tory rhetoric of investment and expansion, the Government’s actions speak far louder than their words.
A key part of rail’s future, and of all of our futures, is the climate crisis, but Government failures on rail are a pattern, with an equally poor record on electrification, despite increased climate change awareness during the last decade. This is the view not just of the Labour party but of industry professionals and stakeholders with whom I have had several meetings. The Railway Industry Association’s 2021 report, entitled “Why Rail Electrification?”, puts forward the case for a rolling plan of electrification, which is necessary for network decarbonisation, adding that that is how the UK will reach its net zero targets.
Despite Conservative boasts in the Chamber about the record on electrification, the facts show that there is absolutely nothing to be proud about. The Government have reneged on plans to electrify east-west rail, as my hon. Friend the Member for Bedford (Mohammad Yasin) highlighted. According to Network Rail, 13,000 single track kilometres of rail or 88% of the total network should be electrified by 2050. However, between 2010 and March 2020, just 1,786 kilometres of rail track were electrified, meaning that only an additional 5,358 kilometres would be electrified by 2050. At the current rate, the Government will not get even halfway to their net zero target on electrification.
Perhaps the Minister will clarify this point, rather than just harking back a couple of decades to the days of the last Labour Government. How will this Government reach net zero targets on our rail network? We all know that the last Labour Government invested billions to modernise the old inefficient rolling stock. That is what their priority was. The priority now should be to tackle the climate crisis and electrify.

I congratulate the hon. Member for Carshalton and Wallington (Elliot Colburn) on securing this important debate. It comes at an extremely important time, following the COP26 conference and a renewal of global efforts to reduce our reliance on the use of fossil fuels. I also take this opportunity to thank the much respected Transport Committee for its work exploring the issue and its recommendations. Some hon. Members have concentrated their remarks on London—rightly so, as they are fighting on behalf of their constituents. However, the problem is a much wider national one, and the solution required must also be national.
In reality, across the length and breadth of our country and particularly in the north-west, many are counting the cost of broken promises. A letter sent to local transport authority directors by the Department for Transport on 11 January made clear that the budget for the transformation of buses—a pot from which local regions can bid for funds—has now shrunk from £3 billion to just £1.2 billion for the next three years. Towns and cities across the country have put forward an ambitious blueprint to use buses and rail to connect people to jobs, families and opportunity, and to tackle the climate crisis in the process. They have plans, despite the challenges, to completely overhaul and reregulate the bus network as part of the bus service improvement plan.

After 18 years of Tory underfunding, privatising, fragmenting and running our railways into the ground, the priority of the last Labour Government was to invest billions of pounds to modernise our old, inefficient trains. Given the awareness around the climate crisis, the priority during the last decade should have been to electrify our railways, but it has been a lost decade. After abandoning Northern Powerhouse Rail, betraying our northern towns and cities, I was stunned to read reports that Government promises on electrification are being broken because the Treasury has decided to block the £30 billion needed to decarbonise our railways, even though it knows full well that over 10,000 km of rail must be electrified by 2050 to get to net zero. So can the Minister answer a simple question: how is he ever going to meet Government targets on electrification when the Chancellor is blocking the funding needed to get there?

No opportunity was more missed in the Budget than investing in UK railways. I share the Rail Industry Association’s disappointment. There was no guarantee of the long-term day-to-day investment that the railway needs to survive after the pandemic; still nothing on the integrated rail plan for the midlands and the north; continuing uncertainty about the eastern leg of HS2, Northern Powerhouse Rail and the midlands rail hub; no update on the rail network enhancements pipeline two years after it was published; and still no announcement on when the western rail link to Heathrow will finally be built. With COP26 now in session, Ministers could have announced plans for a net zero railway with a huge rolling electrification programme and significant investment in developing battery and hydrogen technology, but no.

We heard from the hon. Member for Montgomeryshire (Craig Williams) about the significance of the line from Holyhead into England. There has been no mention in the slightest of that being electrified. Those lines have some of the most polluting rolling stock, and we have no alternative in many cases but to use it. That is not the transport infrastructure of the 21st century, which, just days before COP26, is what we should be discussing.
It is also absurd that the hon. Member for Montgomeryshire (Craig Williams), who is no longer in his place, and the hon. Member for Bridgend (Dr Wallis) are arguing against more money for Wales. If people in Slough felt that they were missing out on resources and funding, they would be up in arms. The hon. Member can bet his bottom dollar that, if the route through the wonderful town of Slough was not electrified, the likes of me would be constantly arguing that we needed more investment in Slough and more electrification of our rail lines. That is the way we are going to tackle the climate crisis.

Until recently, that remained unchanged. Between June 2018 and June 2019, the number of passenger journeys reached a staggering 1.77 billion. As home working became the norm, questions naturally arose around HS2, as hon. Members have highlighted. One of the main critiques from the petition is the substantial impact of the pandemic. There is no denying that the past 18 months have had a substantial impact. At its lowest last year, the level of rail usage dipped to a mere 4% of the norm. As people tentatively return to offices, many have chosen to drive rather than use our railways, with train commuting at just 33% of 2019 levels. However, the answer is not to give up, end construction and abandon the progress that HS2 could make on decarbonising billions of passenger and freight miles.
As I was saying, we cannot abandon the progress that HS2 could make on decarbonising billions of passenger miles and, as hon. Members have pointed out, freight miles. We cannot reverse the construction progress made or the jobs created. It is about making our railways work better for passengers. It means committing to HS2 in full, including the eastern leg to Leeds. I know that people feel passionately about that, especially in the east midlands and the north, including those to whom I have spoken in and around Leeds. It is about ensuring connectivity for onward travel at HS2 stations, whether that is bus stops, taxi ranks or park and ride. It is about making flexible season tickets actually flexible, reducing delays, improving our rolling stock and guaranteeing that it is modern, clean and accessible. The project should be run efficiently, and issues, such as those raised about the local environment and local communities, should be addressed.
Just last week, the Rail Delivery Group warned that a further 20% shift from rail to roads would lead to an increase of some 300 million hours of traffic congestion. We cannot allow the pandemic to push us backwards in our plight of decarbonising transport. The impact of returning commuters and building HS2 is wider than just transport, with £30 billion in high street spending that is crucial for keeping businesses open in our towns and city centres. Many businesses and commuters have made crucial plans around the guarantee of HS2 being delivered, and the Government have promised that it will stimulate the economy and rebalance the north-south divide.
Although the Labour party stands behind the completion of HS2, that does not mean that constituents’ concerns can be ignored. I hope the Minister has listened today and will provide some concrete reassurance on the environmental, cost and business case for HS2. If we do not commit to it in full, significantly increase capacity in our network and encourage a seismic shift towards rail, I fear net zero may be out of reach and communities will be left behind. We must therefore ensure that the Government deliver on their promises.

I congratulate the campaigners for the Stoke to Leek line, who have come so far. I appeal to Ministers to clear the leaves off the line and let the people of north Staffs have the railway, but let us be equally ambitious for all communities campaigning for reopened lines. Let us finally bury the Beeching axe. Let us offer a vision of local lines with well-lit, safe railway stations with beautiful architecture, full access for people with disabilities, sustainable energy use and integration with cycling, walking, trams and buses. Let us offer services that are frequent, convenient and on time, and digital ticketing that reflects the new realities of when and how often people want to travel—one national railway, owned by the people and viewed as a vital national asset.

Labour supports investment in new homes, in new rail links, in projects that tackle climate change and in community building—in investing in a 21st-century economy—but they must be the right projects, based on the correct assumptions in our post-covid society. At all stages, they must engage every part of the community, not just the loudest and best organised, and never in a dash for growth at the expense of existing communities, never at the expense of people on low incomes, and never at the expense of our climate.

Nationally, over the past 10 years, wildlife in Britain has seen a 44% decline in species, with some charities calling it a “lost decade for nature”. Again, targets have been woefully missed. The Government conceded last year that they have failed on two thirds of targets agreed at the convention on biological diversity in 2010, but analysis by the Royal Society for the Protection of Birds later showed that on six of those targets the UK has actually gone backwards. We must set ourselves ambitious targets and ensure accountability so that they are achieved. This is not the time for complacency, and we should be under no illusion: warm words will not tackle the pressing environmental and climate crises that we are facing as a society.

Transport has been one of the industries most impacted by the pandemic, with the latest figures showing the air and rail sector operating at minus 94% and minus 79% respectively of their usual activity for this time of year. Much of what has been called for by those consulted —better connectivity, increased capacity and improved journey times—has the potential to achieve this. More convenient rail services to reduce traffic from our roads, connections to airports to stimulate jobs and the local economy, increased capacity and high-speed services, improving opportunities for passengers, businesses and freight—there is endless potential for transport to be a driver for a green and bold economic recovery to meet our net zero commitment by 2050.
With the fallout from coronavirus, a fragile economy, a climate crisis and the Union under strain, there has never been a more urgent need to strengthen the connections and bonds across our United Kingdom. The Opposition support Sir Peter and his team as they conduct their work, but I encourage the Government to grasp the scale of the challenges that we currently face. While this Tory Government fumble from pillar to post on almost every issue, the future of our Union and our prosperity is simply too important for them to get wrong.

Our rail industry must play a pivotal role in fighting the climate crisis with ambitious plans for decarbonising transport infrastructure and extensive electrification. Shockingly, despite the UK’s being the country that pioneered rail, only 38% of our network is electrified—thanks to the Tory Government’s chronic failure to act. We have been left far behind by the likes of Germany, France, Italy and Spain, which have electrified the majority of their railways. Given that we do not have time for further delay and dithering, and to keep costs down, why will the Minister not commit, here and now, to a long-term rolling programme of electrification?

We could have had a major national rail electrification programme to help decarbonise our transport, but, no. I welcome the £20 million for floating offshore wind technology, but that is paltry compared with the scale of the challenge. In reality, we need a £30 billion green economic recovery package to create 400,000 green secure jobs. That is how we would get a proper investment-led recovery to help us meet our carbon targets and help tackle the climate crisis.

Currently, approximately 97% of the UK’s export financial support for energy in developing countries goes to fossil fuels and only 1% to renewable energy. That is a ridiculous and untenable position, given the Government’s avowed aims. What steps is the Secretary of State taking to ensure that his work in supporting developing countries to tackle climate change is not undermined by his colleagues in the Department for International Trade?

First, on climate change, we must bear traffic noise and air quality in mind. Yes, a new runway will mean more flights and more traffic, but what would be the impact on our environment if we do not build a new runway? The sad truth is that, if we do not build it, others will. New runways would be built in other parts of Europe, and the net result would be no different. The Government and Heathrow airport contend that they will have electric vehicle fleets and less noisy, less polluting aircraft, along with other mitigation efforts.
