    Our schools often set a great example in raising awareness of the climate emergency. On my recent visit to Ysgol Rhyd-y-Grug in my constituency, the pupils told me of their concerns about deforestation in the Amazon and about the 1 million species at risk of extinction. We must urgently halt and reverse this loss, so will the right hon. Gentleman support the call, led by my hon. and right hon. Friends on the shadow Front Bench, for a “net zero with nature” test to align all public spending and infrastructure decisions with our climate and nature commitments?

    The hon. Member for Arfon talked about the need to make St David’s day a bank holiday, the climate change challenges in delivering renewable energy, and also Wales’s role as a nation of sanctuary.

    Hundreds of council homes are being built at numerous sites by the Welsh Labour council in Caerphilly, and there are plans for thousands of new council homes in Cardiff over the next two years, including the brand-new net zero council homes welcoming their first occupants in Roath in Cardiff Central. They are 90% more efficient than standard homes, tackling the housing shortage and climate crisis and reducing energy costs all at the same time. There are now hundreds of high-quality new homes in Flint, together with newly built care facilities and a superb town centre regeneration that has created more jobs and apprenticeships locally, all delivered by the Welsh Labour-led council in Flintshire.

    As the effects of climate change become ever more pronounced, freak weather events will continue to become more frequent. Significant investment in infrastructure and flood defences has been made by Welsh Labour councils with funding from the Welsh Labour Government, despite little additional support from this Conservative Government. Most importantly for Wales’s future and our future generations, our Welsh Labour Government and Welsh Labour councils are transforming our schools through the 21st century schools building programme, delivering the best possible learning environments for our children and young people. I also pay tribute to the Welsh Local Government Association for the role that it has played and continues to play in supporting local government across Wales, and to the excellent leadership of Welsh Labour’s Councillor Andrew Morgan.

    We all know that our planet and way of life in this country and around the world are facing an existential threat from climate change. COP26 is probably the world’s best last chance to get runaway climate change under control, and no one should underestimate the importance of the next few weeks.

    I am proud that the Senedd became the first Parliament in the world to vote to declare a climate emergency in 2019, and that is why the Welsh Labour Government introduced measures to reduce greenhouse gas emissions in Wales, culminating in a target of net zero emissions by 2050. The target is vital to protect our planet’s future, and it is an ambitious target that will require a concerted effort from all of us: Governments, industries, communities and individuals.

    Of course, Governments must take a lead. Through their warm homes scheme, the Welsh Labour Government have installed energy efficiency measures in more than 60,000 households that are experiencing fuel poverty They have also invested in major renewable energy infrastructure projects, including the Awel y Môr offshore wind farm and the world-class centre for marine engineering at Pembroke Dock. All the while, they are taking action to combat and limit the technologies that threaten our climate and environment in Wales and across the country, including by opposing fossil fuel extraction and maintaining the ban on fracking.

    Wales has reached the milestone of generating more than 50% of the energy we consume from renewable sources, up from 19% in 2014. But of course there is more that must be done for us to meet our 2050 target and ensure a sustainable future for all communities.

    Colleagues will know that, following the Senedd elections in May, the Welsh Labour Government established a new Ministry for Climate Change, under the leadership of Welsh Ministers Julie James and Lee Waters. This bold decision to bring housing, transport, planning and energy policy together under one roof is a clear signal that the Welsh Government will use all the levers they have to tackle the climate emergency. Their plan, “A Climate Conscious Wales”, is now in its second year of delivery, and a national flood strategy, published in October 2020, sets out how Wales will manage flood risk over the next decade.

    In the coming Senedd term, the Welsh Government will expand renewable energy generation by public bodies and community groups in Wales, working towards a target of 1 GW of public sector and community renewable energy capacity by 2030. Of course the transition to a fully green economy requires difficult choices. In Wales, we are embedding the concept of a just transition through a social partnership, bringing together Government, trade unions and employers to consider the action that must be taken. We must also involve communities and residents.

    I have outlined some of the measures being taken in Wales to combat climate change, and I hope there can be close co-operation with the UK Government as we all focus our attention on hitting that 2050 target. As we know, the UN climate summit, COP26, which this country is hosting in Glasgow in just a few weeks’ time, is a critical moment for our planet and our country. The eyes of the world will be upon us, so I hope Ministers will ensure they meaningfully involve the Welsh Government and, indeed, devolved and regional Administrations across the UK in the preparations for COP26. It is important that we provide a co-ordinated UK-wide approach to the challenges we face. If we cannot come at this together in our own country, we cannot expect the rest of the world to rise to the challenge. COP26 is an opportunity to provide the leadership that we and our planet need. We are at a crucial point and it will take all of us to put our shoulders to the wheel.

    When it comes to tackling the climate crisis, I am sure the Secretary of State will agree that the Welsh Labour Government have led the way: banning fracking, legislating for net zero, establishing a new ministry for climate change, and generating more than 50% of the energy we use from renewable sources, a figure higher than the UK average. Does the Secretary of State also agree that those efforts are undermined somewhat by his own Government’s decision to drop binding commitments on climate change from the free trade deal with Australia? What message does that send to the world ahead of this country hosting the COP26 summit later this year?

    The hon. Member for Bridgend (Dr Wallis) talked about decarbonisation, electric vehicles, the new technologies in his constituency and the opportunities to work together across his area. My hon. Friend the Member for Newport West (Ruth Jones) rightly said that we cannot sit back; we have to take action, and urgently. She also commended the pragmatic policies of the Welsh Government, including the national forest and the ban on single-use plastic—albeit with the challenges that are in place around that—and the fact that Wales has the third best recycling level in the world. I particularly liked her comment about levelling up with Labour in Wales—or not, as the case may be.

    My hon. Friend the Member for Cynon Valley (Beth Winter) talked about the challenges of flooding caused by Storm Dennis, the need to step up and the importance of grassroots, the power of local people and a bottom-up approach. I am sure we all look forward to seeing the Cynon climate change plan in due course. My hon. Friend the Member for Pontypridd (Alex Davies-Jones) talked about the flooding challenges of Storm Dennis and the required flood prevention works that are being taken forward by the Welsh Government and local authorities.

    A number of hon. Members mentioned that climate change is one of the most important and talked-about topics among children and young people during school visits. That demonstrates a positive view of the future. That young people care about these issues so passionately should give us hope that these issues will be taken forward. One thing that has stuck with me is the strapline from the Rio summit in 1992: “Think global, act local”. That stuck with me, as I was quite a tender age at that point—well, tender-ish. We can all do our bit locally, which is the important message. We can all do our bit in our communities and schools, and add our small contributions together to make an impact across the country and the globe.

    We know that our planet and way of life, in this country and around the world, is facing an existential threat from climate change. In the past few weeks, we have seen record high temperatures in the Pacific north-west, and we are increasingly familiar with extreme weather events closer to home, including the floods that affected my constituency and those of my hon. Friends the Members for Cynon Valley, for Pontypridd and for Rhondda (Chris Bryant), as well as other areas across south Wales and other parts of the country. I think it was the wettest February on record.

    All that underlines the fact that this is not a challenge that can or should be left to future generations; it is one that we must face now, together. I, too, am proud that, as my hon. Friend the Member for Cynon Valley highlighted, the Senedd was the first Parliament in the world to vote to declare a climate emergency in 2019. That is why the Welsh Labour Government have brought forward measures to reduce greenhouse gas emissions in Wales, with a target of net zero emissions by 2050.     We all know that Wales has some of the most stunning natural and rural areas of any nation in the world, but we all have a part to play if we are to ensure that those areas can continue to thrive and are protected for future generations. The Labour Welsh Government have used the tools available to them to take action against practices that threaten our environment and rural areas. They have used planning powers on land and sea to oppose fossil fuel extraction, including by maintaining the ban on fracking. They have also pursued ambitious policies to protect the environment, bringing forward a net zero target for Wales, creating a new national forest for Wales and driving forward major renewable energy projects, such as the Awel y Môr offshore wind farm and the world-class centre for marine engineering at Pembroke Dock. In Wales, we have reached the milestone of generating more than 50% of our energy from renewable sources.

    As we have heard in the debate today, farmers are on the frontline in the climate emergency. The Welsh Government’s sustainable farming scheme will credit farmers for good environmental practices that have not been valued in the market in the past, such as improved soil, clean water and actions to tackle climate change. In Wales, we have protected the terms and conditions of agricultural workers by retaining our agricultural workers’ board, in contrast to the Government’s decision to abolish it in England. As we have left the European Union, farming subsidy schemes are being amended. The Welsh Government are committed to ensuring that all funding coming from the UK Government to replace the common agricultural policy and other EU subsidy schemes is retained for that purpose. Yet the UK Government have removed more than £130 million in rural development funding for Wales, which threatens our rural economies.

    I am grateful to the hon. Lady for that intervention, because it might have been signed off, but it was signed off in such a way that mired it in protracted legal disputes for years— [ Interruption. ] I am glad she finds that funny, but that was what delayed it more than anything else. It is only thanks to the diligence of the present Scottish Government that it got through at all. The dualling of the A96 and the A9, the Borders railway and the future rail decarbonisation are all major big-ticket investments that are happening under the current arrangements, which do not require any tinkering with the devolution settlement.

    Although the Bill includes some welcome provisions for the future of our farming, including supporting public money for public goods, if the Government are serious about tackling the climate change crisis and putting the environment at the heart of our agriculture industry, they must go much further than this.

    According to statistics from the Welsh Labour Government, agriculture contributed 13% of all greenhouse gas emissions in Wales in 2017. The Committee on Climate Change has recommended a target of a 95% reduction in carbon emissions in Wales by 2050, due to our reliance on our farming, steel and power industries. I praise the Welsh Labour Government’s work and commitment on that issue in promising to go even further and reach net zero before that date.

    The Welsh Government are working with a number of agricultural organisations on policies for reaching net zero in agriculture and are consulting on their clean air plan for Wales, with consultation due to be completed next month. That is an example of what can be done under a Labour Government—one who truly recognise the severity of the climate emergency and put the wellbeing and futures of their citizens and industries first.

    I am unable to see any such targets for reaching net zero emissions for the agriculture industry in the Bill, but the Government must address that if we are truly to tackle the climate change crisis, especially at a time when extreme weather is regularly impacting on our farming and food production across the UK. The Government’s track record on missing key environmental targets does not give me a great deal of hope, but I urge the Secretary of State and the Government to take the decisive action that is necessary, set a target for net zero emissions in agriculture and show that we are serious about tackling the climate emergency.

    I will end on the environment. I think it is fair to say that the Government need to be honest and clear about the climate and environmental emergency. We all know only too well that their target to reach net zero by 2050 is far too late to avoid dangerous and irreversible climate change. The Government simply will not acknowledge how serious the situation is—2050, frankly, is not good enough for my generation, let alone the young people whose futures are on the line. The Government’s policies are not sufficiently ambitious to meet their climate change targets. According to their official advisers, the Committee on Climate Change, the UK is even off track to meet its old climate change target of an 80% reduction in emissions by 2050.

    17. As has been said, this House declared a climate emergency on 1 May. In recent weeks, pupils at Abercanaid Community School and Ysgol Rhyd y Grug in my constituency have been in contact with me to urge this Parliament to do all that we can to address the climate emergency. Will the Secretary of State outline the specific actions that he will take on Government contracts, and on any other measures, to give the pupils in my constituency and elsewhere the confidence that this Government are serious and will meet their target of net zero emissions by 2050?
