    I want to say a few words about a just transition to the industries of the future, which is the exact opposite of what we saw in the 1980s, when it was clear that the Thatcher Government wanted to destroy the coal industry. However, it was not just the coal industry that was decimated. We saw the closure of the big steel plant in my constituency and numerous other closures across the country, resulting in areas of mass unemployment, with communities feeling that they had been thrown on the scrapheap. The legacy remains till this day, as documented in the Coalfields Regeneration Trust report.

    It does not have to be like this. Of course we want to make progress and to harness technology to our advantage —whether it is the spinning mills of the 18th century, motorised transport, robots on the production line, artificial intelligence, the transition from fossil fuels to renewables, or the change from blast furnace steel production to green primary steelmaking—but it should be a just transition, with training and jobs for workers, and investment in the new green industry of the future. That is why it is so disappointing to see the Government’s half-hearted approach to the future of the steel industry. We welcome investment in the electric arc furnace, but there is a refusal to think bigger and to invest in the green primary steelmaking of the future, leaving thousands of workers to lose their jobs. It is a devastating blow for Port Talbot and, yet again, the surrounding former coalfield communities.

    We in the Labour party are determined to see a just transition to the industry of the future, with proper investment through our proposed national wealth fund, the upskilling of workers and the creation of quality jobs. Never again do we want to see workers thrown on the scrapheap and communities devastated.

We on the Labour Benches certainly want to see an effective and speedy transition to renewables so that we can slash energy bills, cut emissions and make progress on the way to net zero—which is so vital to stem global warming—and, of course, increase our energy security by not being reliant on imported gas.

    People in Wales also face higher energy bills, and the UK Government’s failure to roll out renewables more quickly has made that situation all the worse, which has meant the loss of yet more precious time in the race to bring down bills and combat climate change. Last year, the fiasco of the UK Government’s handling of the bidding process meant that no proposals came forward for floating offshore wind projects.

    We see Tata investing in such facilities at our competitor plant at IJmuiden in the Netherlands. I understand that one reason for not bringing that investment to Wales is our high energy costs—something we have been warning this Government about for years. Labour has pledged to invest £3 billion to secure green primary steelmaking in the UK, as well as a national wealth fund, bringing public and private funding together to invest in the green industries of the future, thus creating quality jobs as well as tackling climate change.

    The first reason is tackling climate change, as using electricity from renewable sources means that we can make a significant contribution to cutting emissions. The second reason is pollution; it is much better to have nice, clean electric trains, rather than the diesel fumes that are currently pumped out into our stations and urban areas. The third reason is noise. In Central Square in Cardiff, the noise and pollution coming from the diesel trains in the station is dreadful, and it is certainly not improving our city centre environment.

    I turn to energy. We in the Labour party are absolutely committed to making Wales and the UK a renewable energy superpower. Indeed, the Welsh Labour Government have already facilitated significant investment in wind energy and a range of marine technologies. We all understand that that is massively needed in order to slash people’s electricity bills, power the transport of the future and cut our emissions, as well as to give us energy security so that we are not dependent on foreign despots. We have such potential for renewable energy in Wales. We have continued to develop wind energy, whereas the Tories have banned it in England.

    As colleagues and I have previously said, we had a calamitous result in last year’s bidding process when not a single company made a bid because the Department for Energy Security and Net Zero was either too inept or too stubborn to heed the industry’s warnings about needing to adjust the strike price to take account of the surge in inflation. Although we had no bidders for floating offshore wind, the Irish worked with the industry and had a very successful bidding process.

    Then there was the complacency of the Minister for Energy Security and Net Zero, the right hon. Member for Beverley and Holderness (Graham Stuart), who effectively just said, “There’s next time.” That is a whole year in which other countries will be stealing a march on us. This year, I ask the Secretary of State to work with Government colleagues to ensure that we get the very best, including the scale of investment we need in floating offshore wind in the Celtic sea. We need to have a number of different players taking part in the process.

    Another essential area of UK Government responsibility is upgrading the national grid to provide the connections and transmission to get the electricity generated to the areas where it is needed. I know that the Welsh Government’s Climate Change Minister, Julie James MS, has been raising this matter.

    I stress that we need a joined-up effort from the Government, particularly from the Department for Energy Security and Net Zero and the Department for Business and Trade, to ensure that we get the maximum benefit from this fantastic opportunity.

  • 21 Feb 2024: Steel Industry: Wales

    I pay tribute to the trade unions that have been working hard to present alternative plans to preserve jobs, keep primary steelmaking in the UK and facilitate a just transition to the green primary steel of the future. I urge both Tata and the UK Government to look again at those plans.

    We are all aware of the risk to the 2,800 jobs at Port Talbot and elsewhere. We need to be highly alert to the fact that the one blast furnace is part of ensuring that there is a just transition for the community. Other communities in Wales are facing losses—including the farming community, which will face 5,500 job losses if the Welsh Labour Government bring in the sustainable farming scheme, and the just transition is exactly the same issue.

    I am sure the hon. Lady will join me in asking the Minister and other Governments to ensure a just transition for communities across Wales that have experienced decades of suffering because transitions have not been carried out properly as a key part of ensuring the industries of all our communities.

    Indeed, we do seek a just transition for the steel industry.

    Instead, the Government should have been negotiating a proper deal such as the multi-union plan to ensure a just transition. They should have been protecting jobs, keeping the blast furnace going until other production means are fully up and running, and recognising that the electric arc furnace can only be part of the solution. Yes, let us recycle more steel in the UK, but we must recognise that that is not suitable for all our needs. We should also be developing green technologies such as hydrogen and direct reduction of iron to do the primary production of steel, as Labour has proposed, committing £3 billion—not half a billion—to work with the industry to make that just transition a reality.

    When Labour was in government, I was privileged to have the opportunity to work with my right hon. Friend the Member for Leeds Central (Hilary Benn) on the Climate Change Act 2008—a ground-breaking world first that led the way on tackling climate change. My right hon. Friend the Member for Doncaster North (Edward Miliband) became the Secretary of State for Energy and Climate Change, and he worked hard not only on renewables at home but on ensuring that the UK was taking the lead on the world stage in respect of climate change.

    Now, just as there has been growing consensus around the globe on the urgent need to tackle climate change, it seems that we have a Government who no longer want to give that leadership. Even petroleum-producing countries such as Oman are now investing heavily in renewables, but we have a Prime Minister who was not even sure if he wanted to attend COP meetings, we have vacuous anti-green rhetoric, and now we have this Bill. It makes the UK look ridiculous on the world stage, not to say hypocritical, that with our proud history of urging other nations to do more to tackle climate change and reduce reliance on fossil fuels—and signing agreements to that effect, including recently at COP28—the UK is now prioritising a Bill to promote the exploration of more oilfields with production at who knows what future date.

    What the Government should be doing is prioritising the roll-out of renewables. So often during oral questions we hear the Minister for Energy Security and Net Zero boasting about the roll-out of renewables, but he should reflect on how much more the UK could and should have done by now. First, there was the wind farm ban in England. Even now, when the Government talk as if they are planning to lift the ban, the situation is completely ambiguous, and they have not promoted wind power enthusiastically. Just think: if there had not been a ban in England, we would have had additional capacity on top of what Wales and Scotland provide, nearer to the big centres of population. We all know that the Government have not moved fast enough to strengthen the national grid to transport the electricity from the wind farms where it is produced to the centres of population.

    There was a question earlier about Labour’s policy. I will not detain Members by reading all 22 pages of our plans to make the UK a renewable energy superpower, which can be found on our website, but to be brief, we are absolutely committed to slashing people’s energy bills by making the UK a renewable energy superpower, creating the new green jobs of the future and ensuring a just transition. If we win the next election, we will create Great British Energy to be a publicly owned champion of clean energy generation. We have plans for a national wealth fund that would invest alongside the private sector in the jobs of the future, such as in clean steel plants, and our plans are underpinned by a proper industrial strategy that will give investors confidence. On that note, I suggest that the Government drop this Bill, and turn their attentions and energies to developing our renewables sector and making sure we can proudly lead the world on a just transition to a fossil-free world.

    It was shocking and disappointing that the Government were not nimble and responsive enough with the industry to attract any bids for floating offshore wind in the last round, AR5, thus losing a year in the race to tackle climate change and to get ahead in the worldwide race to develop renewables. The Irish made the necessary adjustments, and they had a successful bid. I am not saying that we should always be in hock to manufacturers, but we need to listen to the people who will develop the renewable forms of energy, and co-operate, getting clear messages out so that they feel that the Government have a clear strategy and want manufacturers to be here, or they will be off somewhere else, as we saw clearly with Ireland on the border.

    Then we come to the railway. The Government have a sorry record on the railway west of Cardiff. When Labour left office in 2010, we had committed to electrify the railway west of Cardiff at least as far as Swansea. Then the Conservative Government cancelled it west of Cardiff. After lobbying by MPs, the Government then relented and agreed to electrify to Swansea, but then they cancelled it again. Contrary to what the former Secretary of State for Wales, the right hon. Member for Carmarthen West and South Pembrokeshire (Simon Hart), said one day at the Dispatch Box—that it is not worth doing because it would not save time—it absolutely is worth doing to help reach net zero by using electricity from renewables, including FLOW, instead of dirty diesel. That will offer an opportunity to upgrade the line not just to Port Talbot, which is now clearly urgent, but on through Llanelli to Pembrokeshire.

    Take steel, which is a vital foundation industry. For years, this Conservative Government have been half-hearted in their support for the steel industry. They have failed to tackle the high energy prices that make our steel uncompetitive, and they have failed to invest in the future. Worse, there are 20-plus projects across Europe looking at how to decarbonise the blast furnace process, but there is not one project in the UK.

    The Conservative Government, in their so-called big announcement back in September, promised only £0.5 billion to invest in an electric arc furnace in Port Talbot, whereas Labour has recognised and committed £3 billion to decarbonise the steel industry. That is the sort of investment needed to get the necessary technologies to green the blast furnace process. Yes, we need electric arc furnaces to recycle more of the 800 million tonnes of steel that are currently exported for recycling, but we also need to develop the necessary technology to transform the blast furnace process for extracting iron from iron ore.

    This Conservative Government’s reference to energy in the King’s Speech beggars belief. While the rest of the world is going forward, making huge investment in green energies and technologies, we see the UK Government going backwards, promoting the issuing of more oil and gas licences, which, by the Government’s own admission, will not bring down energy bills for consumers. We have huge potential in the UK to produce cheap energy through renewables, slashing prices for households, businesses and industry, while also cutting our emissions to zero—this is a win-win situation. We have huge potential for wind energy, both onshore and offshore, and some of the highest tidal ranges in the world, with capacity around the UK to produce electricity 24/7, not to mention the potential for wave technologies, hydro and solar. By fast-tracking the development of renewables, we can both slash domestic energy bills and fuel a new green industrial revolution, with a massive roll-out of energy.

    That is precisely what we in the Labour party intend to do. We have a plan to supercharge investment in renewables, including with the creation of GB Energy. However, we are seeing an abject failure by this Conservative Government to develop renewables. What do we see on renewable energy in the King’s Speech? The Government are going to “seek to attract” investment in renewables. That went well in the Celtic sea offshore energy auction, didn’t it? Not a single bid was made because the Government failed to respond to the companies’ pointing out that inflation was driving up costs. The Republic of Ireland recognised the problem and got a successful auction; we got not one single bid, but it got a successful auction. The Government have to do better than just trying to attract investment.

    In August last year, the Senedd’s Climate Change, Environment and Infrastructure Committee warned that people in Wales are being left behind, with sub-par, unreliable broadband that risks excluding people from modern life, and with rural areas being particularly affected. The UK Government’s Project Gigabit is supposed to address that, but Wales’s mountainous terrain is challenging. The worry is that UK funding does not reflect the real cost of roll-out in those areas.

    Manufacturers have pointed out time and again that the UK has much higher energy prices than our competitor countries. This affects not only energy-intensive industry but all manufacturing. The solution is clear, and Labour has plans to implement it. We on the Labour Benches recognise the real urgency of the need to invest significantly in renewable energy. That is precisely what we would prioritise so that we could slash bills for industry and households while creating jobs—as well as, of course, tackling climate change and ensuring our energy security so that we are never again held to ransom by a foreign despot increasing gas prices. Instead, we have seen the Conservative Government ban the expansion of wind energy in England and take a half-hearted approach to lifting the ban, stalling on solar and, quite frankly, desperately underperforming on the roll-out of renewable energy over the past few years.

    In addition, we need adaptation and transformation right across the industry. That is why we in the Labour party have set out our plan to implement a proper industrial strategy and establish an industrial council to provide long-term stability of policy. We have also set out our UK version of the US Inflation Reduction Act: our green prosperity plan. Our national wealth fund will, when needed, provide the finance to invest in the transformation of our automotive industry to produce EVs, which are an important part of our plans to get to net zero. We will boost UK battery capacity with the part-financing of eight additional gigafactories and accelerate the roll-out of charging points to give providers confidence to charge their EVs.

    If a building is commercially viable, it will be snapped up, and there will be plenty of options—it can be done up for flats or whatever—but so many of these buildings are not in that category. The costs of renovation far outweigh any easy profit for commercial investors, so the buildings remain there until local volunteers get together, start raising money, including through grant funding, and make a business plan that stacks up. It is very important that they can show that the building is sustainable. In our case, we have gone for a mixture of commercial and business start-ups, plus community and educational use. We are already bringing in schools and showing the children material about Llanelli’s industrial heritage. For us, putting on solar panels is extremely important, because we want to tackle climate change. Every level of Government—the UK Government, the Welsh Government and the local county council, which is the local planning authority—has professed its commitment to getting to net zero. We have a huge south-facing roof, which is not visible from the front of the building—from the road, where people go in. The building backs on to the railway; somebody has to be right over the other side of the railway to see that part of the roof.

    We were concerned not only to tackle climate change, but to make the building more viable and save on running costs, all the more so given that energy costs have soared recently. However, our local planning authority conservation officer has been adamant that the guidance will not permit solar panels. It was strange; they would not contemplate the modern solar panels that we liked, which look so much like slates that it is hardly possible to tell the difference. We were told that we had to have the ones that stand proud. I can understand the theory, which is that restoration to the original would be required; that might be the reasoning. Anyway, neither option is apparently acceptable, and we have been flatly refused permission to put solar panels on the roof.

    This is a listed building that we want to be preserved and to look as it has looked. It is an industrial building, and we want to move with the times. We want to use technologies that are up to date, as the hon. Member for Caithness, Sutherland and Easter Ross mentioned, just as the builders used the technologies of their day. We want to conserve the building and preserve the planet. We want to contribute to tackling climate change, and make the building more viable.

    I welcome the Bill, but I must say that I am extremely disappointed by the Government’s paltry efforts on energy to date. It is now a year since the horrific invasion of Ukraine by President Putin, which should have been a brutal wake-up call. Not only do we need accelerated investment in renewables because of the extreme urgency of tackling the climate emergency and ensuring that we reduce our carbon emissions, but Putin’s invasion reminded us of the strategic importance of energy security. We have plentiful natural resources and we can provide ourselves with energy security with wide-ranging investment in renewables. Then we come to the issue of cost, as renewables, particularly onshore wind, are now proving their cost-effectiveness.

    So whether it is about tackling the climate crisis, energy security or price, the Government should be making investment in renewables an absolute top priority. Despite the Department’s document citing onshore wind as one of the cheapest and easiest forms of electricity generation, they are still being mealy-mouthed about lifting the ban on onshore wind in England. This bill should include a clear lifting of that ban. We know that business needs certainty in order to invest, and the Bill misses the opportunity to give the onshore wind business that certainty.

    Now is a crucial time for industry more widely to be investing in the green technologies of the future. Many industries such as steel and manufacturing face huge transition costs to reach net zero, and they will be making unprecedented investments in new methods of production and new production lines. They will be looking very carefully at which countries offer them the best deal on siting their production lines of the future. Not only is it essential that the Government respond to the game-changing US Inflation Reduction Act, and similar moves by the EU—I do not know why they are dragging their feet, as industry is crying out for information and will simply go elsewhere if it does not get it—but they need to address energy costs.

    It is also high time that the Government resolve the problems of the national grid’s lack of capacity with the difficulties and delays in connection. It is vital that we have an effective grid to get energy from where it is generated to the areas of population and industry where it is needed. Not long ago we witnessed the fiasco of electricity generated in Scotland failing to reach consumers in England because of the current lack of grid capacity. But it is not enough to catch up with the present. I know that the Minister for Climate Change in the Welsh Government, Julie James MS, has flagged up the huge quantities of electricity that will be generated by offshore wind in the Celtic sea. She has raised with the UK Government the vital work needed to increase the grid capacity to transmit this energy to where it is needed across the UK. I would be grateful for a categoric assurance from the Minister that increasing grid capacity will be an absolute priority.

    I will move on to the situation that we are in now. We are clearly facing a major climate crisis. What are the Welsh Government doing? We are moving forward. We are moving forward on renewables very quickly, and we have set up a company to help drive investment in renewables because we recognise the challenge. We also recognise that we have some of the heaviest and dirtiest industry in the UK, so we have an even greater challenge. Of course we in Wales will find it more difficult to reduce our carbon footprint than areas without those challenges will, but we are motoring ahead.

    Today, the United Nations Intergovernmental Panel on Climate Change climate science report reminds us that we are not doing enough to tackle climate change. While we continue to have a clear moral obligation to prioritise reaching net zero, we are now at a critical time for companies to invest in the technologies for the future. If the UK Government do not provide the appropriate conditions and incentives for multinational companies to choose to site their new production lines in the UK, they will go elsewhere. There will be not just one factory closure, but multiple factory closures. We will lose critical mass and a whole generation of investment. That would be a tragedy, when we think back to our role in the industrial revolution and about the world-class research and development that takes place in the UK’s great universities and leading manufacturers.

    Time and again, from way before the current energy crisis, we have raised the issue of uncompetitive energy costs in industry and business. If the UK had invested considerably more in renewables, we would have been much less reliant on imported gas and in a much better position to control our energy prices. Yet this Tory Government have wasted so many years, dragging their feet on investment in renewables, with their absurd ideological ban on onshore wind in England—a ban there was absolutely no need for. We have just had a begrudging, half-hearted reversal of that ban, with no real enthusiasm and no renewed drive to accelerate the roll-out of this, the cheapest and easiest form of renewable energy to produce. And what did we hear in the autumn? Measures to curtail solar panel expansion investment. What will the Government now do to give a real boost to the transition to renewables?

    I know the Climate Change Minister in the Welsh Government, Julie James MS, is mindful of the likely quantities of energy that will be generated by offshore wind in the Celtic sea. She has raised with the UK Government the vital work that is needed to the national grid to ensure that energy can be transported from where it is generated to where it is needed. Yet when I have mentioned that here in this place, I have been met with looks of incredulity from some Members of the Government Front Bench. So I ask again: given the huge potential for increasing output from both onshore and offshore wind, please can the Minister responding to the debate set out in detail what talks Ministers have had with National Grid about ensuring grid capacity will be able to transmit power from where it is generated to where it is needed? How do the Government intend to accelerate the development of the national grid?

    In the interests of saving time, I will not repeat the excellent points that my hon. Friend made on the energy issue. Energy costs are not just an immediate challenge. Now is very much decision time for the future of the steel industry. The US Inflation Reduction Act and President Biden’s determination to tackle climate change have undoubtedly accelerated global interest in decarbonisation, which poses huge challenges for the steel industry. Our steelmaking capacity is ageing, and now is crunch time for steel manufacturers, which must decide where they will invest for the future—whether it will be the UK or elsewhere.

    We know that blast furnaces cannot simply be replaced by electric arc furnaces. Yes, they have a role, and could clearly be run on electricity generated from renewable sources, but the real challenge is to decarbonise the blast furnace process of making steel from iron ore. That requires huge investment in research and innovation to develop the technologies of the future. The UK Government need to make the conditions right for companies to choose the UK. We need a clear vision from the UK Government, and determination to ensure that the UK gets ahead of the game and develops the technologies. We have to be prepared to take the risk in order to reap the gains. If the UK can lead the way, we will have not only a flourishing steel industry, but the opportunity to export our steel and our technologies.

We all recognise that tackling it has to be a joint effort, not just throughout the UK but by nations across the world. As the UK we have much greater influence—notwithstanding the appalling pantomime we have seen from the current Prime Minister, first snubbing COP27, the success of which is vital to the very future of life on earth, and then finally being shamed into grudgingly attending—but in the past, we as the UK have used our influence for good. When Labour was in government we passed the Climate Change Act 2008, a world first, and we showed leadership on the world stage in conferences from Kyoto to Copenhagen.

    Investment in renewables is vital to tackling climate change and increasing energy security, but the economic case is ever stronger with these rapidly rising and unpredictable gas prices. The Tory Government have wasted years of precious time for the development of renewables, including through the moratorium on constructing onshore wind farms in England and the reduction in support for solar panels. We should have been far further ahead by now in our production of electricity through renewable means, and the fact we are not is due to this Government’s abject failure to stimulate the production of renewables.

    This Government cancelled Labour’s plans for electrification of the line to Swansea, citing the pretext that it would not speed up journeys. However, there is an urgent need for electrification to combat climate change and decrease reliance on imported fossil fuels.     Not only are the Government showing utter contempt for workers in this country, but they are out of step with employers who want to do the right thing. Businesses have come to Parliament to celebrate paying the real living wage: only a couple of weeks ago, Mary Portas was here with businesses that are part of the better business Act campaign, which were keen to say how implementing fairness at work means having a happy, loyal workforce. When the Welsh Labour Government give support to a business, they require it to demonstrate not only its prospects for growth, but its commitment to net zero, to workers’ rights and to workers’ mental health and wellbeing.

    The Welsh Government have been not only providing support for the foundation economy, which is home-grown local businesses feeding into the local economy, but using public procurement to support the local economy and promote ethical procurement—not using firms that blacklist or trash workers’ right. We also have a social partnership approach—a partnership between Welsh Government, businesses, industry and trade unions. Interestingly, because the Welsh Government gave out more money than usual during the pandemic, they were able to increase the number of firms that are involved in a partnership that has conditionality attached to it for having that money from the Welsh Government. That conditionality is about saying that there will be growth and job provision, about saying that there will be fair work and workers’ rights, about looking after the wellbeing of the workforce, including mental health, and about having a commitment to tackling climate change.

    It is important that we pin the blame clearly on the Conservative Government for the way they behave, rather than allowing the idea to take hold that it is the existence of a UK Government that is the problem. As we talk about a better balance of power, wealth and opportunity across the UK, we must also celebrate the huge benefit that comes with being part of the UK and being able to tackle big problems such as climate change together.

    It is not just the north that has been badly let down by this Government, but the people in Wales. All of us recognise the need for rail investment not just for the immediate economic and commercial benefits, but in order to decarbonise our transport, which currently accounts for some 27% of all emissions. Electrification of the railways and investment in the renewable generation of electricity are an obvious way in which emissions can be reduced. Then of course there is the need to increase capacity. I have frequently raised with railway professionals the question of why more freight cannot be transported by rail, and I am told that, in many instances, there is simply not the capacity.

    One such case is the electrification of the Great Western main line. In 2009, the former Labour Government announced a £1.1 billion project to electrify the line to Swansea. However, in 2010, the incoming Tory Government immediately axed the Cardiff to Swansea leg. After some considerable campaigning by local MPs, a promise was made in 2012 that the electrification would in fact continue to Swansea. However, in 2017, the Government again broke their promise and axed the Cardiff to Swansea leg. When this issue was raised recently, the Secretary of State for Wales responded glibly that there was no point in doing it because the nature of the track meant that speeds would not be significantly improved—what a pathetic answer. For the sake simply of combating climate change, electrification makes sense. Indeed, it is essential if we are to decarbonise our transport.

    Does my hon. Friend agree that as the Welsh Affairs Committee has recommended, Wales should get its fair share of Barnett consequentials for HS2, which would be £4.6 billion, to electrify, modernise and move towards net zero in the rail system?

    After all the razzmatazz of COP26, I hope that the Government are going to get serious about tackling climate change. One obvious way to do this would be to electrify the railway, not just to Swansea, but all the way through to the strategic port of Milford Haven.

    For Labour, the Union is strengthened when we value the strength of our common endeavour and foster a co-operative approach between the nations of the UK and a sharing of wealth according to need. We can achieve so much more when we work together to tackle the challenges of inequality, injustice and climate change at both UK and international levels.

    I now turn to the issue of coal tip safety. Some 40% of the UK’s remaining coal tips are in Wales; with our steep-sided valleys, we have a higher proportion of those that pose greater risk. With climate change and more violent weather patterns, we are seeing renewed threats. Fortunately, no lives were lost in last year’s dramatic landslip at Tylorstown, but it is a salutary reminder of what can happen. The Welsh Government stepped in and worked with Rhondda Cynon Taf to deal with the immediate situation and set up the coal safety taskforce. But coal tips are clearly a legacy from pre-devolution days, so will the Secretary of State persuade his Government to join the Welsh Government and play their full role in providing funding to tackle coal tip safety, recognising the huge contribution made by Welsh mining communities to UK prosperity?

    Under the last Labour Government, we in the UK took the initiative and developed the Climate Change Act 2008, a world first. We really should continue to take the lead on the world stage. I was therefore disappointed to hear the Minister say today that he cannot give us a timetable for ratifying the Paris agreement on climate change. I urge his Department to bring one forward as soon as possible.

    People often wonder what the point is of us in the UK doing anything if the big players do not. But now China and the US are taking the initiative, which is particularly welcome because of the size of their economies and populations. I really would like to see the UK up there among the world leaders on climate change, keeping our position of influence on this extremely important issue.

    Tackling climate change is an immensely important task, but one that it is very easy to put off, or accord only a low priority to, particularly when voters have more pressing concerns in their everyday lives. We ignore climate change at our peril, as we have seen from the numerous flooding incidents in our country in the past few years. As other hon. Members have mentioned, the problems are very much worse in some of the poorest parts of the world. Temperature increases and periods of drought are driving people from their homes and becoming a major cause of migration. At the other end of the scale, we have the problem of flooding, as was well explained by my hon. Friend the Member for Wirral West (Margaret Greenwood).

    It is not for me to tell the Prime Minister how to organise her Departments, and there is certainly a logic to including energy with industrial strategy, but I am concerned that the abolition of DECC will make the issue of climate change less visible. It is extremely important that proper resourcing and importance should be dedicated to tackling climate change. More than that, tackling climate change should be a part of thinking and policy development in all Departments. As my hon. Friend the Member for Southampton, Test (Dr Whitehead) pointed out, the Treasury is a key Department to get onside. I would have preferred to have a dedicated Energy Minister in the Commons rather than in the Lords because other Ministers will stand in for her at questions and debates in the Commons, which is not satisfactory.

    I very much welcome the inclusion in the Department’s title the words “industrial strategy”. I very much hope the Government are really serious about developing consistent long-term policies for both manufacturing and energy. Business leaders are crying out for clarity and consistency. The Government are continually moving the goalposts, which completely reduces business confidence. We saw that in the massive job losses in the solar industry when the feed-in tariff regime was changed at short notice. To get businesses to invest in energy projects and measures to help us reduce our emissions and tackle climate change, we need long-term certainty from the Government.

    Clearly, 2015 is a historic year for international development. It is a time when we will be talking about both the sustainable development goals and climate change, on two very important occasions in September and December of this year, and I want to see the UK really taking a lead, as we have done in the past. I certainly do not want us to be backtracking on anything to do with climate change, which I see as one of the most important issues. It is directly linked to international development. It is blatantly clear to us that while we have enjoyed economic development and have created many of the climate change issues, it is people in developing countries who are suffering the consequences;, and it will be they who suffer drought and flooding if the temperature rises and they who will have the least resilience. It is very important therefore that we help those countries to build the necessary resilience and that we recognise the importance of tackling climate change and raise it at every possible opportunity. We know perfectly well that our tackling it here is not enough; it needs to be done on an international scale.

He said that the Labour party introduced all these carbon taxes, but I wish to remind the House that this Chancellor introduced carbon floor pricing, the level of which the Government have now had to reduce, and which has had such an impact on manufacturing in Wales.

    Of course we have serious problems of inequality in our own country and we must continue to tackle them, but they are problems of inequality and redistribution and we remain a very rich country—the 20th wealthiest in the world and the sixth biggest economy. We are not only a wealthy country; we are still a very influential country. That is why this Bill is important. In the same way as we had a world first with our Climate Change Act 2008, this is an opportunity to make a public commitment and to use the fact that we have made that commitment to give reassurance to those to whom we are giving aid and set an example to the many other countries that we would like to follow suit.

    I turn briefly to climate change, which is absolutely crucial, without wanting to open up a whole debate on who is to blame. We have to take responsibility; we are the people who have benefited through our industrial heritage. Given our current consumption patterns, we produce many carbon emissions so have responsibility for climate change. Yet, of course, some of the very poorest countries are most badly affected—whether we think of the floods in Bangladesh or the fact that some sub-Saharan countries are increasingly prone to drought. We need to make every effort to take our responsibilities seriously and help such countries to build resilience with the adaptation and mitigation measures that they need.

    Another point I would like to make quickly relates to the sorry state of investment in renewables that we have seen under this Government. Despite what the Secretary of State tried to say at the Dispatch Box, whereas we had £7.2 billion of investment in 2010, it is down to £2.3 billion in 2014, which is a dramatic drop. SSE says that it now has grave doubts about continuing its offshore wind programme. That is because it does not get confidence from the Government and it does not get a feeling that it will be backed. It gets no clear and definitive messages on what the Government want to do on renewable energy. We would like to see a considerably greater and more consistent commitment to the development of renewables, which have a tremendous potential in this country. We should be a world leader on renewables.

    The real question is this: why are we making such a huge effort to try to get something that we know is difficult to get—otherwise, we would have got it years ago—when really we should be trying to wean ourselves off fossil fuels altogether? We should be moving towards much greater investment in renewables. I am greatly disappointed that the Queen’s Speech included no mention of climate change or meeting our renewables targets. The renewables industry seems to have been left in limbo, whether it is wind energy being attacked or the Solar Trade Association, which is very worried about the current consultation. Will subsidies be reduced in the same way that feed-in tariffs have been? What is the situation with solar panels on rooftops? There is a lack of certainty, understanding and commitment to getting it right to ensure that we have the best possible uptake in the right places for solar energy.

    When we served on the Joint Committee on the draft Climate Change Bill, we heard from manufacturers how much they wanted certainty. They said, “Well, whatever you decide, whatever you do, certainty is what we want. We want to have that message. We want to know exactly what we are doing.”

    The decarbonisation of the power sector is vital, not only in its own right but as a contribution to decarbonisation in other sectors, such as transport, industry and buildings. If we delay setting decarbonisation targets, that will lead to an increased reliance on gas. We can all understand why we had North sea gas and why we then imported gas to take over from North sea gas, but can anybody understand why a country would wish to rely so much on imported gas now? First, importing gas contributes to greenhouse gases and the speeding-up of climate change, but secondly, following the oil crisis in the ’70s, surely we must understand the volatility of oil prices and, linked to them, gas prices. In addition, there is increased world demand and the volatility of some nations that supply gas to us. Furthermore, the versatility of gas means that when we do have it there are things that we should be using it for, such as piping it directly to industry or homes.

    Mr Gray, I will not digress to discuss that matter, as we want to keep—fairly strictly—to the matter of decarbonisation targets, and it is absolutely vital that we get those targets now. That is because the Government’s position is that no targets will be set until 2016 at the earliest, with no guarantee then as to what those targets might be. Targets are absolutely vital for industry, because we need absolute certainty to encourage investment in low or indeed zero-carbon technologies. We want to get ahead, rather than seeing big investment in green energy components go elsewhere.

    I am secretary of the all-party group on steel and metal related industry, and we see huge opportunities for the steel industry in the production of turbines for offshore wind farms and of marine current turbines. Without targets, however, we will lose those opportunities to other countries. The steel industry in this country is facing a real crisis in demand, and certainty about decarbonisation targets now would bolster investment in renewable technologies and help that manufacturing to stay in the UK.

    Research by the Institute for Public Policy Research puts paid to the myth that decarbonisation will increase fuel bills. Leaving aside all the disgraceful ways in which the big energy companies exploit the consumer as a result of weak regulation, excessive profits and now, we understand, dubious taxation practices, simply looking at the price of decarbonisation, the conclusions are that increased reliance on electricity generated from gas will cost the consumer more, and that is on conservative estimates of price rises without unpredictable events. Certainty on decarbonisation targets now would be good for the future of the planet, good for manufacturing and good for the consumer.

    There is a particular problem for homes that are not on mains gas, because that limits people’s choice of fuel. They might use solid fuel, more electricity, or bottled gas for cooking. More recently, of course, people have been using liquefied petroleum gas, but some areas face a problem because one supplier of LPG gas has a monopoly. I corresponded with Chris Huhne about that matter when he was Secretary of State for Energy and Climate Change, so I hope that the Minister will be able to continue work to examine LPG competition, particularly when people are trapped into continuing with the same supplier because a whole estate is supplied by one supplier, which creates a difficult situation.

    First, I must register my disappointment that there is no decarbonisation target for 2030 in the Bill. When Labour was in government, it took the lead and brought in the world’s first Climate Change Bill. At that time, the then Opposition Members were only too keen to parade their green credentials and to ask for demanding decarbonisation targets. It is therefore very disappointing to see yet another broken promise and the Government ignoring the clear advice of their advisers in the Committee on Climate Change who have consistently recommended a target for 2030 of 50 grams of carbon per kilowatt-hour. A sector-specific target for 2030 would give investors a clear signal about the direction of energy policy after 2020 and encourage greater investment in the UK-based supply chains. I hope that that can be remedied in Committee.

    As secretary of the all-party group for the steel and metal related industry, let me move on to energy-intensive industries. It is vital that appropriate help is given to those industries, many of which are making significant investments in upgrading their equipment and reducing their energy demand, which is clearly in their interest. At Port Talbot, for example, Tata Steel has spent more than £60 million on the waste gas recovery scheme, reducing carbon dioxide emissions by 240,000 tonnes per annum, and its new blast furnace will be 10% more efficient than previous models.

    The UK is extremely well endowed with wind resource. It certainly has the best resource in Europe, and some estimates suggest that the UK has 40% of Europe’s potential wind power. The north Wales coast certainly has its fair share. To make a success of that renewable energy potential, we need a Government who are wholeheartedly behind the industry, and what industry wants above all else is certainty, consistency and clarity. To make long-term investments, industry needs to know that the Government are not going to move the goal posts.

    We understand why the Government make industry nervous. Last year, we saw the utterly disgraceful fiasco of the unilateral cuts in feed-in tariffs. People in the industry understood that the tariffs would be gradually tapered downwards, but, preposterously, the Government suddenly imposed a cut, even before the end of the consultation period, leaving businesses racing to install solar panels before deadlines; provoking difficulties in the supply chain, because manufacturers, fearful of being left with redundant stock, ran down production; and leaving out of pocket self-employed plumbers who had risen to the challenge of green energy and forked out on courses to train themselves up in installing solar panels. Housing associations across Wales were forced to abandon plans to provide solar panels that would have benefited local low-income households, and people lost confidence in what community projects would deliver That was all because the Government chose to push the industry over a series of cliff edges, instead of allowing it to progress down a gentle slope.

    “Wind turbines are a terrible intrusion in our flat Fenland landscape. Renewable energy needs to pass the twin tests of environmental and economic sustainability and wind power fails on both counts.”

    Small wonder that a fortnight ago we heard that major green businesses sent letters to Ministers. Siemens, Alstom UK, Mitsubishi Power Systems, Areva, Doosan, Gamesa and Vestas, which together employ 17,500 people in the UK energy sector, say that a lack of decision-making and threats to relax environmental targets have caused them to reassess the political risk of investing in the UK. It is serious stuff when such companies are threatening to go elsewhere and we could lose thousands of new jobs. It would be tragic if we lost new investment in renewables simply because the Government are not only dithering, but backtracking on their supposed commitment to a green agenda. In addition, more than 50 companies and non-governmental organisations, including Microsoft, Asda, EDF and Sky, released a similar letter demanding an end to uncertainty over the direction of the UK’s energy policy and the inclusion of a decarbonisation target in the upcoming energy Bill.

    There is a parallel between this debate and what we did in government to tackle the scandal of the high unit cost of electricity charged to those who pay using prepayment tokens. When we were in government, my right hon. Friend the Member for Doncaster North (Edward Miliband), the then Secretary of State for Energy and Climate Change, put considerable pressure on the regulator Ofgem to tackle the energy companies with sustained pressure itself. The energy companies eventually reduced the unit costs paid by those using prepayment meters—reduced, yes; but admittedly not reduced to the very cheapest rates, which are paid by those who can shop around and choose to pay by direct debit, in recognition of the fact that, as the energy companies pointed out, there is a higher cost involved in the administration of prepayment meters. Nevertheless, there was a recognition that the charges had been too high, and they were reduced.

    I am concerned that the cuts announced in the business budget this week could stifle the very types of manufacturing that we wish to encourage. We need to encourage that manufacturing now, otherwise we will miss the boat and other countries will take the opportunity to develop the new techniques that we need to make more sustainable cars and more useful devices that will produce renewable energy or be more energy efficient. There is a real danger. For example, one company in my constituency, Filsol, which makes solar panels, relies heavily on knowing not only what the situation will be for the individual private consumer, but what will be done through the public purse.
