I voted against the framework for Heathrow airport in 2018 because I was not satisfied that the legislation before us would deal with air quality, noise, climate change and surface access issues. Does my hon. Friend agree that if we are to go ahead with a third runway at Heathrow, we must satisfy ourselves in this House that those issues have been addressed, and that they cannot be set aside by developers once they have permission to go ahead?

My understanding is that these notices are issued at times of high demand, and that they are evidence of the system working in order to prevent power cuts or the system breaking down. I would have thought the Conservatives would have learned their lesson from the spike in international gas prices that caused the crisis in people’s fuel bills and led to a cost of living crisis, but they have learned nothing from that. Does my hon. Friend the Minister agree that this really underlines our policy of ensuring that we have a secure provision of renewable energy, which leaves us less open to spikes in prices on the international market?

What will he do to step up his activities as president for the next year to ensure that we get back on target to keep 1.5° alive?

I expected to hear more in the Minister’s statement about partnership with local government. Local authorities up and down the country are trying to innovate and to pilot schemes to decarbonise homes. My own local authority is investigating the possibility of using green open space to have a district ground source heat pump scheme that would engage with private homes in the area; that is engaging with the private sector as well. Without local government, the Minister’s strategy is not going to work, so what is he going to do further to engage local government?

The level of home ownership has gone down under the Tories at a time when borrowing is at an all-time consistent low. There are now 800,000 fewer people under the age of 45 who own their homes than in 2010. What we needed was a plan to decarbonise the existing housing stock. That would create jobs in every region. What we needed was a plan to build council housing and to upskill local workforces. Sadly, that requires thinking of which the Tories are simply not capable.

The solution is not to enfeeble workers or trample on their rights, yet companies such as British Gas and British Airways are telling their workers that they will be sacked and rehired on worse conditions. Those are hardly the British values that we want to promote globally.

The law has to apply to everyone equally, whether they are protesting about the environment or not, but designating Extinction Rebellion as an organised crime group is surely a step too far. What will the consequences be for genuine people who follow the protests of Extinction Rebellion and want to get involved in protesting against climate change—could they then be prosecuted under some new law for being involved in organised crime?

We need an explosion of charging points, so that we overcome competition for roadside parking spaces. It may be that we should talk to providers about how we use renewable energy. The top of a tower block could be a wonderful place for a wind turbine feeding into a power point downstairs for charging electric vehicles; perhaps we could make that accessible using the key fob to the tower block, so that the people from the block benefit. If those people are on low incomes, that brings back into play the whole social mobility issue that the Government have mentioned in regard to this Bill in the past.

The Minister said in earlier answers that she wants the renewable energy industry to be sustainable financially and commercially successful, but at the same time the Government have taken the subsidies away at a rate that has damaged the industry, and they have not applied that policy to nuclear. Surely she can see the damage being done and the inconsistency in the Government’s approach.

We have had another Liberal Democrat pledge. The Liberal Democrats have been at it again. One might have thought that they would learn their lesson over university tuition fees, but once the flashbulbs start popping they cannot hold themselves back. They have been photographed saying “Ban the FOBTs” at the Liberal Democrat conference. The Deputy Prime Minister, the Chief Secretary to the Treasury, the Minister for Crime Prevention, the right hon. Member for Berwickshire, Roxburgh and Selkirk (Michael Moore), the Secretary of State for Energy and Climate Change, the hon. Member for East Dunbartonshire (Jo Swinson), the Minister for Schools, who is also a Minister of State in the Cabinet Office, and the hon. According to Greenpeace, HFCs can be up to 20,000 times more damaging in terms of global warming than carbon dioxide. The most common gas used in supermarket refrigeration, HFC-404A, is 3,800 times more harmful than carbon dioxide. It is predicted that by 2020 HFC emissions will be equivalent to between 2 billion and 2.6 billion tonnes of carbon dioxide, approximately four times the level of the United Kingdom’s annual greenhouse gas emissions. In 2005, stationary refrigeration units were the biggest source of F-gas emissions in the UK, and within that total, supermarkets account for more than half the emissions. Phasing out the HFCs in supermarkets has the potential to save more than 175 million tonnes of carbon dioxide equivalence between now and 2050. That is equivalent to a quarter of the UK’s annual carbon dioxide emissions.
The potential impact of gases on global warming is averaged over 100 years, which reflects the extraordinarily long time that gases responsible for global warming remain in the atmosphere and add to the problem. HFCs do not last for 100 years. The evidence is that global warming is accelerating. Prompt action now to remove gases that are 4,000 times more harmful than carbon dioxide and do not linger as long as other harmful gases has the attraction of buying much-needed time for other greenhouse gas mitigating measures to take effect. I hope the Minister will accept that the time to act is now.
