Many of us will remember the scenes in the run-up to and during COP27, which was held in Egypt. With still no movement after months on a Gandhi-style strike of 100 calories a day, Alaa escalated to a full water strike. For the next 10 years, we put the case about the respiratory and health conditions, and we discovered more about cancers, coronary conditions and the mental health effects of being disturbed during a night’s sleep, and so on. Then the world changed and we all discovered something that others had told us about, but that we had not really believed in: climate change. We came together and, all of a sudden, what had been described as a nimbyist campaign became a global campaign. I joined a climate camp in my constituency. We had seminars at which local community members met climate campers, and we talked about the implications of climate change. We were so convincing that David Cameron went into the 2010 campaign—remember this one—with, “no ifs, no buts”, no third runway. We did not realise that once he got elected, he meant it for only one Parliament.
We then had the Davies commission, which came out in favour of an expansion and a third runway. Interestingly, in that commission, it was argued for the first time that the whole concept of the hub might be outdated, and that point-to-point and the development of regional airports was probably the future. That is where we are, and that is where we are going to go. There is no way that any Government that want to be re-elected will promote a third runway while trying to convince people that they will tackle climate change. It is not going to happen. Let us put Heathrow out of its misery and say that no Government will ever approve this, and no investor will ever speculate by investing in a project that will barely take off—pardon the pun. Why not just kill it off here, so that my constituents can enjoy the comfort of their homes?
I remind the Minister that the threat of a third runway means 4,000 properties in my constituency being demolished or rendered unliveable by noise or air pollution; that is 10,000 people being forced out of their homes. A third runway means the demolition of three schools, churches and the gurdwara, a number of community centres and our open spaces—the demolition of a whole community. If the Minister thinks that there is any chance that the community will not rise up against it, I tell him that that will happen right the way across London. If this Government or any Government try to move ahead with a third runway, it will be the most iconic climate change battleground in Europe.

I want to try to take the argument on from the discussions that have taken place so far. My hon. Friend the Member for Liverpool, West Derby (Ian Byrne) spoke about food, which is such a basic need. If we cannot control the supply and price of food, to be frank, we lose control of our overall economy and our society itself. The food increases that my hon. Friends have spoken about relate partly to short-term issues such as the breakdown of the supply chain post covid and the Ukraine war, and partly to two seemingly more permanent issues. The first is the impact of climate change, which is undoubtedly impacting the supply of food, and the second is the almost permanent installation into our economy of profiteering. That is why the Unite report, which introduced the concept of greedflation, is so important.
My hon. Friend cited several instances of greedflation, but food is a good example. There has been a 97% increase in supermarket profits, and a 255% increase in the profits of agribusinesses themselves. Unless we can develop policies to tackle climate change, including by accommodating to it in some areas, and get greedflation under control, these rises will be a permanent factor that will undermine the quality of life of all our constituents in the long term.
I will just say this to my own party: this crisis of greed inflation, combined with the climate crisis, means that when we take over and go into government next year—as soon as possible, I hope—we will have to address this issue. We will have to have the radical solutions that need to be put forward; otherwise, we will not be fulfilling our historic mission of looking after working-class people in this country.

The Budget also demonstrates that there seems to be a deep failure in Government to comprehend the consequences of the last 12 years. As we have heard in today’s debate, one consequence is that more and more people are on the edge and, unless there is some support, particularly on wages and benefits, they will be pushed over that edge. For the first time since the 1930s, a UN rapporteur on the state of this country is talking about destitution. So we need an alternative programme for government, which is being developed by those on the Labour Benches at least. We need a longer-term plan, rather than short-term decision making, one based on redistributive taxation that will fund our public services and address the poverty and inequality that scar our society. We need a programme for securing stable, long-term investment in our infrastructure, but also in our people, so we can mobilise our whole economy to tackle the challenges we face of poverty and inequality, and the rising challenge of climate change. I was hoping to hear that from this Budget. That has not happened. I have to agree that the only way that debate will seriously happen in the coming months is if we have a general election.

I hope the Government are going to listen and back the Mayors who are seeking to re-regulate the buses in Greater Manchester, Liverpool city region and West Yorkshire. It is a great policy. It is about improving infrastructure that will increase private investment, it is about a modal shift that will improve carbon emissions and improve air quality, and it is about increasing the act of travel, which has health benefits as well. I point the Minister towards the recent reports from Green Alliance, a coming together of various national environmental groups. They have pointed out how much more could be done on the Government’s climate change agenda if the powers and resources were made available to local government.

It is difficult to discern from this Bill any form of overall Government strategy, and it is difficult to understand how the Bill relates to the many real-world issues we currently face—that is what is so surprising. The hon. Member for Glasgow Central (Alison Thewliss) made the critical point that, having come back from COP, we might have expected the Government to be fired up to mobilise the whole economy with the purpose of ensuring we tackle the existential threat of climate change, but there is very little in the Bill that relates to any of that major threat.
If I were trying to identify the Government’s strategy on the basis of the Prime Minister’s words, the high-skilled, high-wage economy is meant to be based on high levels of investment. The Chancellor has referred to the ending of austerity on numerous occasion, and the Prime Minister has made reference to the importance of tackling climate change. I see none of that in the Bill.
Let me make a final point on tax reliefs. As the hon. Member for Glasgow Central and my hon. Friend the Member for Ealing North have said, the failure to link these tax reliefs to the achievement of net zero means that we are undermining the ability of the Government to intervene effectively in the economy in order to ensure that we are all signed up to tackling climate change.

We all agree that we are at one minute to midnight on climate change, but in this Budget I was hoping we would see a radical response to that—just the basics. No: I think at the last estimate, the Chancellor was introducing at least £54 billion of tax reliefs. Why do we not at least ensure that none of those tax reliefs go to companies promoting the use of fossil fuel, or that none of those tax reductions are linked to operations that increase emissions? In this instance, of course, I refer to the shocking announcement about the support that domestic flights will now get.

My last conversation with the Chancellor before I stood down as shadow Chancellor was about the need to have an aviation strategy to deal with covid, and to build on that for the long term to tackle climate change. I said, although I was not listened to, that the best thing would be to get the industry together—employers, companies, unions and local communities. I said it was better to listen to the unions, because they are more independent of the fight that will go on between individual companies. The unions were already looking at how we could come through the covid crisis and be honest with people about the future. We cannot return to the way it was; we cannot return to a policy of continuous expansion. That cannot happen if we are really going to tackle climate change.
I have five points to make, and I am sorry if I bore people by repeating them in debate after debate. First, there is the principle of doing no further harm. The third runway will set us back and, as we go into COP, undermine people’s confidence that we are serious about tackling climate change. Let me give some background to the Prime Minister saying that he would lie down in front of the bulldozers. At his first election as the MP for Uxbridge and South Ruislip, I asked at my count, which was before his, “Will he make the same commitment as his predecessor, John Randall”—who people may remember is now in the House of Lords—“who said he would lie down in front of the bulldozers with me?” Of course, Boris could not help himself. As soon as the count was over, he got up and said, “I’ll be with you, John.” Bizarrely, when the vote came up in the House of Commons, he was on a one-day visit to Afghanistan. I suppose that was pure coincidence.
Before COP takes place, we need a clear statement opposing the third runway expansion at Heathrow. It is the iconic battleground in this country—and, in fact, in Europe overall—for tackling climate change. I welcomed Climate Camp into my constituency and it turned the third runway campaign from an nimbyist issue into a global one through the publicity and campaigning that took place. Climate Camp was 1,000 people turning up overnight, camping for a week and demonstrating and so on. It transformed the whole debate, but it will be insignificant in comparison with the protests that will take place if the Government try to force through a third runway, so we need a clear statement.
Finally, I will make a local plea: we need a just transition. If we are serious about a just transition, it means supporting the aviation communities that surround airports—in my constituency, that means Heathrow, but there are others. What they need now is support to develop alternative economies for the future.
One of the things that I suggested to the Chancellor before I stood down from the Front Bench is that, for my constituents in particular, but also for outer London, west London and all the other aviation communities, we need an individual taskforce bringing together the Government, local authorities, local communities, trade unions and the companies themselves to start planning the alternative skills training that is needed, the alternative investment, and other forms of logistics, including aviation and other employment opportunities. In that way, we can build confidence in the idea that we can decarbonise the aviation sector. At the moment, I do not think people have that confidence.

The aviation national policy statement previously before the House is no longer relevant. Aviation movements have changed. The way in which aviation will be used in the future has changed dramatically. As the hon. Member for Truro and Falmouth (Cherilyn Mackrory) said, we also now have to address aviation’s role in achieving net zero, as well as the impact of the pandemic. All of those factors need to be taken into account in the discussion of the future of regional airports.
The sector needs special assistance and our communities need longer term strategic support, particularly if jobs are to be shed in the sector. We need to ensure that we have a comprehensive strategy for the workers who will be displaced. That means investment in training and in developing local economies, which will be based on new high-paid, high-skilled jobs, particularly in artificial intelligence and technology, because many of our constituents who work in the aviation sector are highly trained. This is a time to stand back, put in motion some urgent measures to deal with the pandemic and then look at a long-term, stable aviation strategy that contributes to our economy and to tackling the existential threat of climate change.

My fourth point is that, as we come through the current crisis brought on by the pandemic, we need to recognise that we must face up to the next crisis, which is the existential threat of climate change. The Climate Change Committee today criticised the Government for setting wonderful targets with no means to deliver them, and that is exactly the situation in aviation. As my hon. Friend the Member for Cynon Valley (Beth Winter) said, we need a sustainable aviation strategy, and we need it fast. It should be based on a clear, just transition programme so that communities such as mine are given resources to develop a local economic strategy that will ensure we benefit from the environmentally sustainable aviation sector and have access to skilled and well-paid jobs in other developing sectors of the economy. We need that urgently, if not tomorrow.
Finally, as a west London MP, I want to say this: let us end the ludicrous nonsense that building a third runway will in any way comply with our climate change duties.

The reality is that we need a concrete and very effective aviation recovery strategy. That means a recognition by the Government that they simply cannot precipitately turn off the support that they have provided so far. We need a continuing job support and retention scheme specifically designed for this sector, just to give us the breathing space for the strategy for recovery to take place. Of course, any recovery or future strategy for aviation must be a green recovery, but this transition to an environmentally sustainable aviation sector will be successful only if it is a just transition. For my constituents, this means providing workers with the training and expertise needed to work in a lower emission and increasingly automated sector. However, it also means providing support and training to enable workers to shift into other emerging industries and sectors. Arrangements are also needed that put protections in place for lower-skilled and lower-paid workers, who will be the most vulnerable, as we have seen.

A freeport offers a structured environment for investment. Whether linked with the advanced manufacturing cluster of north-east Wales—Wales’s hottest economic growth spot—or the green energy projects and innovation found on Ynys Môn, or the leading telecoms research at the University College of North Wales, the structured reliefs and incentives of a freeport offer businesses and investors a clear and attractive proposition and are a clear demonstration of the Government’s commitment to the area.

The existential threat of climate change is met with nothing more than press releases and, obscenely, international aid is cut and the Government fail to back Biden’s patent-waiving campaign to save lives as the covid pandemic ravages the global south.

New clause 4 stands in my name and those of several right hon. and hon. Members. As I said in the debate on the provisions for super deductions, if the Government are giving tax breaks to businesses, then the Government, as guardians of the public interest, should demand something in return. The provisions in new clause 4, listed as (a) to (d), are modest demands that many Members, especially those on the Opposition Benches, think should be required of all businesses anyway. It is important that public money supports public goods and good public outcomes, like a fair day’s pay for a fair day’s work, like tackling climate change, in which we all—individuals, Government and businesses—must play a role, and like eradicating the gender pay gap, a process this House began over 50 years ago with Barbara Castle’s groundbreaking Equal Pay Act 1970.
The Minister referred to those as “complications”. I do not believe that paying decent wages, tackling climate change or overcoming the gender pay gap are complications. I believe they are essential criteria for any policy for the future. If we are to tackle rising poverty—if the Government want to do that—there is an opportunity here to end in-work poverty by guaranteeing the real living wage in companies locating to freeports. We have 4.3 million children in poverty, and most are living in households where at least one parent is in work. Government policy must act to tackle low pay.

I have heard the Prime Minister and the Chancellor claim that we have only been able to meet the demands of a pandemic because of the so-called strength of the pre-covid economy, so it is worth reminding ourselves what the pre-covid economy was like. Some 4.2 million of our children were living in poverty—30% of children in this country. Rough sleeping had more than doubled. Food banks were handing out 1.5 million food parcels a year. Nearly a million people were working on zero-hours contracts. Going into this pandemic, the NHS had suffered the longest funding squeeze in its history and there were 100,000 vacancies, including 40,000 nurse vacancies. Social care was even worse, with £8 billion taken out of social care budgets since 2010 and, according to Age UK, 1.5 million of our older people not getting the care they needed. The existential threat of climate change was effectively ignored, with the Government hopelessly off target to secure even the modest goal of net zero emissions by 2050.
Also, nothing exposes the vacuity of the Bill more than its real failure to address the existential threat of climate change with firm action. There is nothing in the Bill that dictates this priority and the scale of investment and action needed to address the crisis of climate catastrophe that we now face. If there is one thing that people have maybe begun to learn in recent months, it is that the promises of the Prime Minister and the policies of the Chancellor do not generally coincide either with reality or, as some have alleged, with the truth.
The test of the Government’s purpose in the Bill will be their attitude to the amendments that will be inevitably be tabled to protect the lowest paid from the stealth tax increases of threshold freezes; to ensure that tax reliefs are not used as methods of tax abuse; to make unearned wealth taxed at the same rate as income from work, as was proposed by the Government; and to prevent ministerial interference, tackle low pay and exploitation and ensure that responsibilities to tackle climate change are upheld. From their attitude to those amendments, we will see whether this Government are a Government for the people or, as I suspect, a Government for the corporations.

New clause 2— New CAA general duty: net zero aviation emissions —
“(da) to ensure the achievement of net zero aviation emissions by 2050 and a progressive and material reduction in aircraft noise impacts, in each case pursuant to guidance to be provided by the Secretary of State.”’
This new clause would amend the CAA’s duties, as set out in the Transport Act 2000, so that it is required to meet net zero emissions and reduce noise impacts.
Subsequently, we have also grown aware of the role that emissions play in climate change. I find it hard to comprehend why, despite our facing the existential threat of a climate emergency; despite knowing that 40,000 people a year die from air pollution; and despite all that we now know about the health implications of noise and sleep impairment, consideration is still being given in Government to airport expansion. We need to ensure that all the aviation legislation we consider addresses the critical issues of noise and emissions, which is what these new clauses and amendments seek to do.
Let me briefly run through the new clauses and amendments, and some questions in response to the Minister’s position. New clause 1 would place a statutory duty on the Civil Aviation Authority to reduce, minimise or mitigate significant adverse noise impacts of aviation. The Minister has argued in correspondence that applying a new general duty to all the CAA’s functions is not desirable because safety must remain the primary duty in the context of section 70(1) of the Transport Act 2000. The intention of the new clause is not to reduce safety as a priority, but rather to raise noise and emissions reductions up the priority order. It should be the duty of all public bodies to ensure that we are safe from noise, air pollution and climate change.
The Minister has stated that noise restrictions should be placed on airports, and not, as in new clause 1, on the airspace around the airport. He argues that the latter would—I quote—“create a significant burden on the airspace change process and add great complexity to the day-to-day management of airspace.” That response unfortunately highlights my concern that enhancing capacity is prioritised over reducing the harm to overflown communities and the environment. In my view, airspace and airport capacity should be increased only subject to strict noise and emission reduction conditions. That is a role that the CAA should have a hand in playing. Giving permission to expand capacity on the basis of asserted benefits that cannot be translated into conditions, and whose delivery the regulator cannot monitor and enforce, is not consistent with the Government’s stated policy on noise or climate change.
New clause 2 would amend the CAA’s duties, as set out in the Transport Act 2000, to require it to achieve net zero emissions and reduce noise impacts. The Minister has asserted that the Government cannot support this amendment because the word “ensure” would make it difficult for the Civil Aviation Authority to accept any proposal that did not reduce emissions and aircraft noise, regardless of the overall benefits of the proposal. However, section 70(2) of the 2000 Act is intended to list all the factors that the Civil Aviation Authority must consider. None is supposed to have a greater weight than the others, and a variety of language is used for the different objectives—everything from “secure” to “satisfy” and “take account of”. Some hierarchy of responsibility seems to be emerging in the discussions about the role of the Civil Aviation Authority and what should be taken into account. I do not see why “ensure” would be any more problematic than, for example, “secure”. We need clarity about the role that the CAA can play in ensuring that we can move towards net zero emissions, because it plays an important role in tackling climate change by developing an environmental aviation strategy.
Amendment 1 would place a transparency duty on the Civil Aviation Authority to publish emissions, noise and health impact information. The Minister has said that assessments covering noise, health, local air quality and greenhouse gas impacts must be submitted by proposers along with any formal airspace change proposal, and he argues that they are subsequently published on the CAA website. My amendment would simply require this information to be published more clearly, alongside the proposed changes. That would help deepen community understanding of the proposals and the alternative options.
I thank the Minister for the courteous way in which he has responded to my amendments to the Bill in correspondence. He offered a meeting, which unfortunately, due to last-minute business in the House to which I was committed, did not take place. However, the issues we are addressing today go well beyond this legislation, so I hope he will agree to meet me and a few colleagues to take the discussion further, as this is so important to communities living close to airports—and, given the concerns we all have about climate change, all our constituents.

The Bill is aimed not just at the traditional progressive campaigners and trade unions; its target is the young—the younger generation that rejects the racism, sexism and misogyny that permeate our society and understands that its future is being placed at risk by the existential threat of climate change. Through their participation in mobilisations such as Black Lives Matter and Extinction Rebellion, the young have discovered their power; so, too, have this Government recognised the power of the young. The Bill is about ensuring that the younger generation are prevented from exercising that power.

I echo the words of the last speaker, the hon. Member for Tonbridge and Malling (Tom Tugendhat), about how monumental the decisions will be that need to be taken this November, because November’s COP26 in Glasgow is a historic opportunity for Britain to provide leadership to the world on climate change.
I pay tribute to my hon. Friend the Member for Bristol North West (Darren Jones) and his colleagues on the Business, Energy and Industrial Strategy Committee, who have produced detailed reports that should be influencing the Cabinet Office and shaping the agenda in the run-up to COP26. Scientists and climate experts are urging the Government to lead the way in adopting ambitious deadlines for achieving net zero along with shorter-term interim targets, and it is those targets that are vital. The former Prime Minister committed the UK Government to reach net zero carbon emissions by 2050. The BEIS Committee said last week that
for COP 26. We cannot achieve significant carbon reductions by empty words, good PR or grandiose declarations. It takes action.
“a Budget that didn’t even try to get the Conservatives on track to their net zero target”.
It is crystal clear to me that this Government have no co-ordinated plan and no cross-departmental agenda to drive the decarbonisation that we seek. This is not just my view, but that of the Public Accounts Committee, which has been quoted. The PAC published a report on achieving net zero with the brutal conclusion, “Government lacks a plan”. Never have four words better summed up an Administration than that.
In terms of the modest 2050 target, the Committee said, damningly:
“Local authorities will also play a major role in the move to net zero, and Government will need to engage more with local authorities about how they can contribute”.
The irony is that today we learned that across the country more than two dozen councils are on the brink of bankruptcy, stripped of the funding to provide the statutory services their communities need, let alone the funding they need to take on the challenge of climate change.
The autumn statement is expected to be delivered on the eve of COP26. I just say to the Government that we hope for something better then. Otherwise, unless a serious plan is brought forward and unless there are significant resources attached to that plan, what leadership can the UK Government hope to offer the rest of the world? What authority can it possibly have in those vital discussions, when we are trying to bring together others, some more recalcitrant than others, who will be brought to the table to have a serious discussion only when they see others leading by example?
I believe that without drastic action COP26 risks exposing the UK Government as a laughing stock on climate change if we are not careful. I urge Ministers to change course and show some leadership. I urge them now to look at the reports our Select Committees have produced. They provide not just an agenda of issues to be addressed, but a direction that the Government could take. Otherwise, it is a betrayal of future generations. My hon. Friend the Member for Bristol North West claimed the future for himself. Well, some of us older ones have an interest in the future as well, with our children and grandchildren. This November will ensure, hopefully, that they will have a planet that they can survive on and flourish on.

I have seen it reported that in this Budget the Chancellor is stealing my policies. No, he is not. His Budget plagiarises the rhetoric but not the substance, with promises of corporation tax rises, but delayed and overridden by tax giveaways—tokenistic gestures to levelling up but contaminated by pork barrel politics. Taken alongside the fast-track award of crony contracts to Tory friends and donors, it is hardly surprising that many now refer to this Government as corrupt. The decisions to freeze fuel duties and to dig a new coal mine, and the pathetic scale of environmental policies, do not just pay lip service to the climate crisis we face but put future generations at risk. By any measure, this is a Budget to be ashamed of.

Whether the Bill’s further aim of delivering more capacity is compatible with “quieter and cleaner journeys” has yet to be seen and yet to be proved. Assessing the past performance and the current practice of the aviation industry leads us to be extremely sceptical that the continued expansion of capacity will enable the aviation sector to be cleaner and quieter. As we hopefully bring the covid pandemic under control in the coming period, there is obviously an urgent need now to address the next imminent crisis, which is the existential threat of climate change. If the aviation industry is to play its part in tackling climate change, the Government must be equipped with the powers to drive through the necessary changes to aviation practices.
Instead of this Bill, the Government should bring forward a comprehensive strategy that provides the support and direction to the industry to see it through the tough period it faces over the next 12 months, but also a strategy for the long term: setting out the clear objective of creating an environmentally sustainable aviation sector; setting out the parameters in which the industry will have to operate to achieve that; establishing the decision-making, implementation and regulatory structures that will successfully drive the strategy through; and, of course, identifying the policies and the financial support that will be available to secure what we are arguing for, which is a just transition.

Whether it is Heathrow’s brutal treatment of my constituents or Rolls-Royce’s appalling treatment of the Barnoldswick community, we must all call upon these companies to withdraw their threats to their employees and get back round the table to negotiate a sensible way forward. We also now need the Government to live up to their responsibilities to bring together all the partners in the sector, employers and trade unions, and then bring forward a programme for the immediate and long-term future of aviation. It should include the support that airport and aviation communities need immediately. I think there is a consensus building on many of the measures that hon. Members have set out today, but there also needs to be support as part of the just transition to an environmental aviation policy. That will mean, in some instances, ongoing financial wage support and retraining and educational opportunities to assist people into alternative employment, and, in my constituency, investment in the west London area to rebalance our economy for the long term. What we need, in short, is an aviation community strategy.

In determining good business practice, the good business commission would examine, on employment, for example, whether the business recognised a trade union, paid a real living wage, banned zero-hours contracts, had gender pay parity, addressed equal-pay gaps for all protected characteristics, provided for worker representation on the board, or had a pay ratio between the highest and the average paid. It would assess, on environmental impact, whether the company had adopted a strategy for achieving net zero emissions within 10 years, and on tax, whether the company was paying its taxes or whether it was engaged in the use of tax havens and clear tax avoidance schemes.

In addition to the coronavirus, we face other emergencies, and we must not lose sight of the two other crises that we face. One is the crisis in our public services—it is a social emergency—with the levels of poverty and inequality in our society. The other is of course the existential threat of climate change. I have to say that yesterday’s Budget failed to address the social emergency. We have discussed it on the Floor of this House before, but this social emergency sees 4.5 million of our children living in poverty, with 70% of those children living in households where an adult is in work. We have—I do not know how else to describe it—a crisis of in-work poverty that perhaps we have not seen for generations in this country.
Let us not forget the third emergency we are facing today. Future generations will never forgive this Government for their failure to address climate change in this Budget. Infrastructure investment, if properly planned, could have been an opportunity to shift the tracks on which this economy runs towards a zero-carbon future. The Government have missed that opportunity. The Institute for Public Policy Research’s environmental justice commission said that £33 billion a year in green investment was needed for the Government to achieve only their weak target of net zero emissions by 2050. The Chancellor has fallen woefully short of that target. Instead, the Chancellor has opted for £27 billion to be spent roads, which currently contribute 90% of the UK’s transport emissions. They have committed less than one fifth of that to buses and cycling. Fuel duty is still frozen, with no effective assistance to encourage the shift from cars dependent on fossil fuel to less polluting cars and public transport. There is no new support for renewable energy sources such as wind and solar. In the year when we host COP26, this Budget will be seen as a betrayal of future generations.
What are the lessons we must learn from this Budget? It should not take a medical crisis before a Government wake up to funding the NHS adequately. It should not take a collapse in the economy and the threat of recession to force a Government to invest. It should not take our children going on strike to force a Government to take climate change seriously. Our community has experienced 10 years of immense suffering under austerity for nothing—for the pursuit of ideology; a political and economic experiment that has failed. This Budget should have been the most significant since the second world war. It should have been a turning point. As time has allowed scrutiny of this Budget in the past 18 hours or so, it has become clear that it has failed. It does not come close to reversing the damage of the past 10 years of austerity.
I give this final warning to the Government and to all of us. If we sow the seeds of disappointment and disillusionment, it could stir up a form of politics that none of us wishes our country to experience. We need the Government to recognise that they have a responsibility to bring forward—it may now be in autumn—a Budget that tackles our social emergency, our crisis in public services, the levels of poverty and inequality in our society and the existential threat of climate change. The Opposition will do everything we can to ensure that the Government listen and bring that Budget forward.

With a Budget in just over a fortnight, over the coming days we will be setting out an agenda of issues that we believe the Government need to address to tackle the social and climate emergencies that our country now faces. And yes, there is a social emergency in many of our communities. Yesterday, my hon. Friend the Member for Leicester South (Jonathan Ashworth), the shadow Health Secretary, exposed the appalling levels of health inequality across the regions of our country. Today, the Marmot report shows what he described as the “shocking” results of 10 years of austerity: life expectancy has stalled for the first time in more than 100 years, and has even been reversed for the most deprived within our community, women in particular.
At present, we have a Government who, on this evidence, have proved to be incapable of providing care for our people, of housing our people, of feeding them or of providing the work that will lift them and their families out of poverty. There is a lot of hyped-up talk about the big expenditure numbers that might be associated with the coming Budget. What we are interested in is outcomes, and the impact on the wellbeing of our people. These will be the key tests of the forthcoming Budget. Will it really end austerity? Will it really reverse the decade of austerity cuts that have been imposed on our community by this Government? Will it ensure that our people are properly cared for, properly housed, properly fed and lifted out of poverty? Alongside all of this, in a week when we have seen the Prime Minister’s failure to respond to the flooding that has damaged so many of our people’s lives, the overriding test is: will this Budget tackle the existential threat of climate change?
We believe there should be a clampdown on enablers through the introduction of stronger laws on facilitating tax evasion and, yes, harsher penalties for those who promote schemes. The current law has a wide defence for those accused of facilitation, and penalties for promoters of tax avoidance and evasion are just too weak. We urge the Government to introduce an overseas loan transparency register. That would tackle injustices of the kind that we have seen in, for example, Mozambique. We met a group of women from Mozambique, who told us what had happened in their country. Some of their politicians had undertaken secret lending using UK law and had ripped billions from the budget of Mozambique. Then, when the effects of climate change were felt through flooding following a major cyclone, Mozambique did not have the resources it needed to protect its own people.
In conclusion, the forthcoming Budget will be a test of whether the Tory party has, as it claims, turned a page. From the evidence so far it looks like a bit more Johnsonian bluster. There is nothing on the scale needed to address in any serious way the damage Conservative Governments have inflicted on our community over the past decade, and certainly nothing on the scale needed to tackle the climate crisis. Any realistic policy to end and reverse austerity and invest for the future needs, at its base, a fair taxation system. We will wait, therefore, to see whether in this Budget, the Government will at long last effectively confront the scandal of tax evasion and avoidance. All I can say is that judging on past form, I am not holding my breath, and I do not think many others are either.

The Government’s programme in the Queen’s Speech fails to reverse the decade of austerity. As the Institute for Fiscal Studies has said, austerity is baked into the Government’s economic policies, which fail to tackle insecure work, to end in-work poverty and to introduce a real living wage. Worst of all, the Queen’s Speech fails to address the brutal hardship caused by universal credit, introduced by this Government. We face twin emergencies: first, a climate emergency, an existential threat to our planet that, as we have seen only too well in Australia and Indonesia, is rapidly spiralling beyond control; and, secondly, in this country, a social emergency resulting from a decade of harsh austerity and decline. Last year, the House resolved that we faced a climate emergency. We should also resolve that we face a social emergency.
Returning to fiscal rules, the Government have now advocated a fiscal rule that largely follows Labour’s advice, but it is this Government’s third or fourth fiscal rule—I have lost count. Some of them have been adhered to—no, actually, looking back at it, none of them have actually been adhered to, which largely defeats the object of having fiscal rules. It will be interesting to see how long this one lasts and how far it is achieved. The problem is that, even if they use all the headroom that their new fiscal rule allows, they are only paying lip service to the need to invest at scale and for the long term. If we are to tackle the issues of poverty, regional inequality and, yes, climate change, the amount of new investment mooted so far by the Chancellor is nowhere near the scale needed to address the dilapidation of our infrastructure outside London, and it is certainly not at the scale needed if we are to tackle climate change. From what we have heard so far, the maximum amount of increased investment talked about by the Chancellor is less than today’s estimate of the cost of High Speed 2.

The Tories will indeed protect their own. Under them, it will always be the people who are burdened with cuts in services and pay and benefit freezes. What people need now is real change. They need real change in our economy, so that we can face up to the existential threat of climate change through Labour’s green industrial revolution; real change to provide the scale of resources that our NHS, our schools and our police services need, funded by a fair taxation system in which we will tackle tax evasion and avoidance; real change to bring forward the scale of investment that our infrastructure needs to compete in the global economy and meet the challenges of the fourth industrial revolution; and real change to ensure that our people share in the prosperity that we will create through decent wages, ownership and an end to the rip-off of privatisation.

Most shockingly, the Chancellor has given no sign that he understands the scale of the climate emergency facing us and the urgency of the significant Government response that is needed. He mentions the climate but allocates minuscule amounts of funding to address an existential threat to our society. I hope that in the next few weeks Members will remember those who got no comfort from today’s announcements, if the Government push ahead with their plans for tax cuts that mainly benefit the wealthy, as is widely rumoured. I hope that Members will remember all those individuals and services that were deemed too unimportant by the Chancellor to address today. I tell him that whenever that election comes—in any election campaign—he can be sure that the Labour party will remind those people and the voters what nine years of austerity have done to them, and of today’s failure to act. The opportunity was there today really to end austerity—to start reversing austerity—and to give people some hope. What a missed opportunity.
Yesterday in Scotland the First Minister announced our programme for government, putting tackling climate change, protecting our economy and reducing inequality at the heart of our policy-making agenda. Here we are talking about food and medicine shortages, reducing opportunities for our young people and complete Brexit chaos. For the people of Scotland, this is a tale of two Governments, and only the SNP Scottish Government are acting in our interests.
The Chancellor tells us that the challenge of decarbonisation is real, as if he has only just discovered it. But we face a climate emergency, so why have we not had a spending round that would actually match that climate emergency? Green groups are urging him to commit at least 2% of GDP on immediate climate action. Is he going to do it, or is this just going to pile up with all his other broken promises?
This spending round is focused on day-to-day resource spending. The hon. Lady may know that some very important investments that will need to be made on decarbonisation will be capital investments and that is just not covered today, but that does not mean to say it is not going to happen and is not taken seriously. However, one step that we have taken today is to provide more funding to the Department for Business, Energy and Industrial Strategy to work with the Treasury on the decarbonisation plan to meet the net 2050 targets; there is additional funding of £30 million to work on that programme. There are also other measures I have announced today that would help—for example, the £200 million on ultra-low emission buses. I hope the hon. Lady would welcome that, too.

Unlike at the Budget, the Chancellor has at last actually referred to climate change. The review of biodiversity he mentioned might, hopefully, show that the budget of Natural England, the body responsible for biodiversity in England, has more than halved over a decade. A review of carbon offsets might reveal that they do not reduce emissions, and that offsetting schemes such as the clean development mechanism have been beset by gaming and fraud. This from a Government who removed the climate change levy exemption for renewables; scrapped the feed-in tariffs for new small-scale renewable generation; and cancelled the zero-carbon homes policy. Gordon Brown pledged a zero-carbon homes policy standard. We endorsed it and celebrated it; the Tories scrapped it in 2015, just one year before it fully came into force.
I very much welcome the focus on the environment and climate change in today’s announcement. I thank the Chancellor for listening to so many representations, not just from the people of Taunton Deane but from people everywhere, on the marine conservation belt and, in particular, on linking the decline of biodiversity with the economy. Will he please give some indication of when we might hear the results of the new review, which could do for biodiversity what the Stern review did for climate change?
It seems that the Chancellor is hoping to buy off the rising tide of youth campaigning with a sprinkling of announcements on the environment, but the science is clear and he is doing nothing like enough. We have 11 years to avoid climate breakdown, and protected species are in freefall. I have one test for him to prove whether he is remotely serious about the agenda: will he reverse the savage funding cuts that his Government have made to Natural England—yes or no?

The Government are also putting the livelihoods of future generations at risk. A few weeks ago the world’s leading authority on climate change said that avoiding dangerous climate change would require “rapid, far-reaching and unprecedented” action. What did we get yesterday? We got no mention of climate change, no reversal of cuts to renewable energy, and no significant environmental policy.
Because it was not on a scale that would have had sufficient impact. I welcome interventions, but I think we should have a rule that when Members intervene they should describe their background, in this case as advisor to George Osborne, who cut back on the solar energy industry, who undermined wind power in this country, and who set us back so that we will never meet our climate change targets.

Occasionally in the House there are defining moments, and I think that this is a defining moment on a number of issues. It is a defining vote tonight. As we have heard in the debate, it is a defining vote, first, on climate change. The evidence from the Select Committee on Transport and others basically outlines the fact that if we are to tackle climate change, as the Committee on Climate Change said, we have to restrict the growth of aviation to 55%. However, as has been evidenced in the debate, it looks as if it might hit 90% or 100% by 2050. As a result of Heathrow expansion, that means that regional airports will have to be constrained or, as the Committee on Climate Change said, other sectors of industry will be constrained within our economy. To be frank, on past evidence we will not meet those targets, so we will jeopardise our potential to tackle climate change.
This decision tonight will likely go through, but there will inevitably be legal challenges from a cross-party group and the London boroughs, as well as the Mayor of London. I believe, like last time, that those legal challenges will win. We will be left, yet again, with not tackling the real problem of developing a real aviation strategy that builds on the five airports around London, develops the regional airports we need, and connects them up with the rail and road infrastructure we desperately need. We will be back here yet again, having failed. I tell Members this as well: if the courts do not decide this, there will be a campaign. This will be the iconic, totemic battleground of climate change, which will attract protesters and campaigners from across Europe. This issue will not go away.

How dare this Government speak on climate change? This is a Government who singlehandedly destroyed the solar industry, with 12,000 jobs lost as a result of subsidy cuts. The Chancellor talks about the fourth industrial revolution, but Britain has the lowest rate of industrial robot use in the OECD. The Government have put £75 million into their artificial intelligence programme—less than a tenth of what the US is spending.
I am tempted to say, “Eeyore.” I think that the hon. Lady is making a fundamental mistake by linking the road building programme to air quality. I urge her to take at least a medium-term view of the world. The vehicle fleet is decarbonising. Certainly within her lifetime, if not mine, we will have fully electric vehicles, and probably autonomous ones as well. We should think of the road building programme not as a negative feature, but as an enabler in the transformation of how our vehicle fleet works. We have made announcements today, and I hope that she will be pleased with the consultation on VED for vans. This is a much-needed approach to incentivise van drivers to buy the cleanest and greenest vehicles available.

Disappointingly, this Chancellor has joined his predecessor in failing to mention the words “climate change” even just once anywhere in the statement. That is in the year that is set to be the hottest on record, when parts of the country are under floodwater. Can he justify continued handouts to the oil and gas sector when there is no assurance of support for clean energy post-2020, no reversal of the critical solar tax hike, and nothing on keeping homes warm this winter?

Energy-intensive industries are also concerned about the lack of planning in the country. They are extremely anxious about the future of emissions trading schemes inside and outside the EU, and many are desperate for British Government action to ensure that they can stay in business in the longer term. They want action on crippling carbon taxes now, and after we leave the EU. Does my hon. Friend agree that the Government must address these issues, and that it is time the Chancellor made a commitment to champion and help to finance carbon capture and storage?

Much of the EU debate so far has dwelled on the past and immediate present, but as a country we need to look to the future. Many of the issues we face are transnational: climate change, tax evasion, tax avoidance and the refugee crisis. They cross country boundaries. The EU provides us with the vehicle to work in co-operation with our European neighbours to tackle these issues, but we have to recognise that people do care about what they see as a loss of sovereignty. A strong reform agenda is needed to ensure that where sovereignty has been pooled in decision making, there is democratic accountability. That means making decisions in the EU completely open and transparent, and ensuring that the Commission is effectively democratically accountable. It starts within the UK, by ensuring that we have more open and effective mechanisms for holding to account those Ministers and others who represent us in the EU decision-making process.
Britain takes the EU presidency shortly, which will enable us to lead the drive for reform. For the first time in a generation, there are parties and movements across Europe mobilising on an agenda of reform that we can share. There is the real and growing prospect now of a new European progressive coalition emerging that is willing to seize the agenda of the EU to end austerity, secure employment growth, tackle tax evasion and avoidance, confront climate change and of course co-operate to deal with the tragic humanitarian crisis of the refugees.

On the environment, the Government have announced today various measures but let us be clear. Ministers can go to the Paris summit on climate change with the proud record of nearly killing off the UK’s once flourishing solar renewable energy sector. On international aid, let me caution that the international aid budget was supposedly protected, but now it is to be raided for defence spending.
The autumn statement confirms the Chancellor’s climate change exemptions, which leave energy-intensives such as steel companies no better off cash-wise. The partial exemptions from renewables obligation certificates and feed-in tariffs, which are now to end in four months anyway, leave the Chancellor’s new permanent exemption as close to worthless as it gets. The Chancellor announced four years ago an exemption to his carbon price floor tax. Where is it?

The Green Investment Bank has been a real success, generating investment in renewable energy projects. In just three years it has invested in 58 projects, committing £2.3 billion of its own money and leveraging more than £10 billion in additional private capital. It has done this despite Government policies working against investor confidence in the renewables energy sector. What are my hon. Friend’s thoughts on the Government’s plan to privatise the bank?

Having learned that we are burning fossil fuels and bringing about climate change on such a scale that it could destroy our planet, I find it almost insane that we should be bringing forward proposals that would mean our relying on another form of fossil fuel. I totally oppose the development of fracking in this country.
The Minister has not spoiled the party because I have no confidence or trust that this Government will not privatise. Assurances have been given on the Floor of the House about privatisation before and it has gone ahead. This Bill is the first step towards privatisation and towards introducing tolling on our roads—a new form of funding the road network that will be open to profiteering by foreign companies. I warn this House that if it passes this legislation, it will put at risk our road network in the future, our taxpayers and the future environmental policies that might be able to protect us against climate change.

It is interesting that he said we should invest in housing, health and education; give all young people the opportunity to stay on at school with an education maintenance allowance; and make sure that they had a guarantee of an apprenticeship or training and the opportunity to go to university, not by paying a fee but on a grant. That was his programme in 1982. It was prophetic and years in advance of its time. He said that what we needed to create the wealth was an industrial strategy—a manufacturing base based on new technology and skills. Actually, I remember him talking in one of his speeches about alternative energy sources, well in advance of the debate about climate change. The programme also included equal rights for women and for the lesbian, gay, bisexual and transgender community.

And so we move on from “Cash in the Attic”. I apologise to you, Mr Deputy Speaker, as although I was present for the beginning of the Minister’s introductory statement, I had to leave the Chamber to attend a sitting of a statutory instrument Committee, which went on for a fair period of time. I was going to speak about the point raised by the National Union of Journalists about the security of sources, but I believe it has been said that that will be reviewed by the Government, so it is clear that I am more effective out of the Chamber than I am in it. I wholeheartedly support my hon. Friend the Member for Brighton, Pavilion (Caroline Lucas) in her expressions of concern about the overall nature of the Bill and how deregulation in a range of areas will impact on key policies to which the Government have signed up, but from which they now seem to be resiling, especially regarding environmental protection and tackling climate change.

Just in case anyone tries, let me give this warning: we will campaign on a scale that this Government and previous Governments have never seen before. It will be a campaign in which we mobilise local residents, but because of the impact across London, it will unite communities across London. There are already plans for a march all the way from Harmondsworth through every constituency affected—all the way through west London and into central London—which will garner support as we go along. It will be a crusade that will march right the way through west London and pick up hundreds, if not thousands of people in opposition to the Government. There will also be support from green campaigners who are concerned about the impact of the expansion of Heathrow airport on climate change. There will be direct action campaigns by environmentalists.

Back in October, I launched a report with the London Mining Network and a number of non-governmental organisations. It was part of a campaign to try to persuade the Government at that stage, while the Financial Services Bill was going through the House, to ensure that a duty was placed on the Bank of England and the Financial Conduct Authority—the new architecture for regulation of the City—so that when companies were listed, there would be a commitment to monitoring their adherence to certain basic elements of corporate responsibility. That included ethical corporate responsibility, and in particular their operations in the developing world with regard to the protection of human rights, tackling climate change, and their adherence to international law and conventions—and, importantly, the convention on protecting indigenous peoples.

A further element is obviously the ingredient that relates to resources. I am grateful to the Government for maintaining the existing level of resources and the various initiatives that the previous Government pursued, which is a result of our winning the argument on the cost-effectiveness of that investment. As part of the Government’s consultation on future policy, it would be helpful if we talked to others about the real level of resources required in the future, particularly on the issues that my right hon. Friend has identified: the threat of climate change and whether that will result in further conflicts, and the issues around the continuing struggle for limited natural resources. Those matters are not necessarily always related to climate change itself. That would give us the opportunity to build up a level of information and knowledge that we can discuss with the Treasury and in Government more widely on behalf of the Minister who will eventually be responsible for conflict prevention. We need to argue our corner and ensure that a stable supply of resources is put into this field over time.
A wider debate could be had on conflict prevention and resolution, which is why I would welcome a ministerial seminar. Climate change has an impact and—as my hon. Friend the Member for Islington North (Jeremy Corbyn) said—globalisation and the continuing exploitation of the developing world are key. In addition, a new focus which we need to discuss is the use of sovereign funds in the developing world, to extract natural resources and to exploit individual communities. If we do not address that major agenda, it will be a new source of conflict and division in society, and globally.

It is not like the old days, when we had to swill nappies around in buckets. The design of reusable nappies has moved on dramatically since then. Once parents have been introduced to them, they will see the benefit of them. Parents of younger children often look to see what wider goals there are in life. They want to ensure that they preserve the planet for their children, and they are just at that period in their lives when they are open to the arguments about waste prevention, the protection of the environment and overcoming climate change.

Friends of the Earth and 50,000 of their supporters bought a piece of land, and became beneficiary owners, so that they would be consulted on the expansion of Heathrow. The issue went from being a local one, sometimes described as nimbyism, to one of national shame that the project might go ahead with the threat of 10,000 people losing their homes, and 2 million being affected by noise and pollution. It then became a global issue as we discovered more and more about climate change.
As a result of debates about the expansion of Heathrow, we looked at alternatives, including high-speed rail which, it seemed, would provide more employment and environmental protection than the expansion of Heathrow. The threat of climate change changed the nature of the debate on aviation expansion: it moved on to reducing demand and controlling the environmental impact of airports instead of simply acquiescing to more and more expansion.

I also want an emergency programme of refurbishment. I want the decent homes programme to be not only maintained, but extended and intensified. I want higher standards and I want to ensure that these are green homes. I want them to be insulated and warm. I want renewable energy to be used and I want us to minimise the waste. In that way, we can find the funding—we could also end the tax breaks to the buy-to-let landlords, which they have used so extensively to profiteer over the past 14 years.

People ask what the alternative is. I have mentioned the lessons of the 1930s, and Keynes’s name has been bandied about many times today. It is true that Keynes concentrated on the bond market, but one of the main lessons to be learned from him is that the key issue is unemployment. I think we should be declaring, across parties, that our objective must be the return of full employment, which appears no longer to be cited as a policy objective. As has already been pointed out, the most effective way of restoring investment is through capital investment—the development of capital programmes in housing, renewable energy and transport. I ask Members to look at the green new deal and to examine the “One Million Climate Jobs” booklet produced by trade unions including the Public and Commercial Services Union, which sets out a capital investment programme that could get people back to work.

Any lifting of the cap on protected fares will fly in the face of everything that the Government, when they were in opposition, said about their commitment to the development of rail as one of the key transport mechanisms that will help us to protect our environment. The threatened increases of anything up to 37% to rail fares on some routes, and now the threat of increased fares on London underground, undermine the Government’s green credentials from the outset. I hope that there will be some acknowledgment in the comprehensive spending review of the role that rail plays in tackling climate change, and therefore the importance of maintaining fares at a reasonable level.
Passenger numbers have increased dramatically over the past 13 years, largely as a result of the increase in economic activity. As we go into recession, there will inevitably be a reduction of passenger usage, and there will be a temptation to make up the funding gap by increasing fares. That would be completely counter-productive: it would push more people off public transport and, as a result, have a dramatic impact on our policies to tackle climate change and our environmental policies overall.
